January 25, 1984
The North Richland Hills Library Board meeting was brought to order by
Chairperson Vic Darrough in Room 100 of the Library on Wednesday,
January 25, 1984, at 3:35 p.m. The following members were present:
Bob Courser
Jan Daniels
Vic Darrough
Lynn 0'Day
Kay Schmidt
Absent: Polly Brinkley, Marie Hinkle, Ma.ttie Belle Lewis, and Tiffany
Nourse
Guests: Arlita Hallam, Reference Librarian
Jeff Watts, Citicable 36 Cable Coordinator
Kay Schmidt was introduced as the new Board member replecing Jim Tucker,
who resigned his position in October.
Mrs. Hallam introduced the new Citicable 36 Cable Coordinator Jeff Watts
to the Board. He replaces Jeff Jones, who resigned to return to his
academic studies at Abilene Christian Universizy. Jeff Watts lives in
Haltom City with his wife and two children. He graduated from Haltom
High School and is a graduate in rad3o and television communications from
the University of Texas at Arlington.
Jeff reported that the remote video camera and recorder have been received.
He explained how the equipment would give greater flexibility to the settings
and interviews being done for the monthly program, "Profiles/NRH". This
program helps the citizens of the City enhance their sense of identity with
North Richland Hills. It is transmitted at 7 p.m. on Mondays and Thursdays.
A gavel was presented to past Chairperson Lynn 0'Day in appreciation for the
ma.ny hours she has wor~ced with the Library and Board members.
The minutes of the October 26, 1984 Board meeting were approved as submitted.
Reports:
In the absence of Library Director Tiffany Nourse, Arlita Hallam read
the Director's report for November/December, 1983 and January, 1984.
She reported that the library staff is beginning to gear up for
the automation of the library which will take place in the next 8-12
months.
Old Business:
Arlita Hallam circulated the Bylaws for the North Richland Hills
Library Board to the members. She reported that the bylaws did not
have to be presented to and approved by the City Council. A name
change from "Library Commission" to "Library Board" was presented
to and received approval of the City Council. Therefore, the official
name for this membership is "North Richland Hills Library Board".
The North Richland Hills Public Library Plan of Service-Staff Goals and
Objectives for 1984-1988 was presented to the members for discussion.
Since the document was lengthy, Mrs. Hallam highlighted mainly those

goals that will be addressed in 1984. The Administrative or Directional
Goals and Objectives will be discussed at the February meeting.
New Business:
The Board discussed the Library's fine policy for art prints and
sculpture. Presently the fines for such items being overdue are
five cents ($.05) per day. The Library staff and Director suggested
that the Board consider a fine of f ifty cents ($.50) to one dollar ($1.00)
a day per item. A discussion followed.
Bob Courser made a motion to establish a fine policy for art prints and
sculpture of one dollar ($1.00) per day for the firs,t ten days after the
due date; after ten days, the fine will increase to five dollars ($5.00)
a day per item, with no limit on the total amount of fine due. The
motion was seconded by Kay Schmidt; motion approved.
The Board tabled a discussion of a fine policy for books, films, video-
cassettes, software, etc. until the February meeting. It was decided
that a complete fine policy recommendation package should be approved
before any of it is presented to City Council for approval.
Ad~ournment:
It was announced that the next meeting of the Library Board will be on
Wednesday, February 22, 1984, at 3:30 p.m. Jan Daniels made a motion
for ad3ournment. The motion was seconded by Bob Courser; motion approved.
The meeting adjourned at 5:10 p.m.
