MINUTES
APRIL 23, 1986
The North Richland Hills Library Board met April 23 at 3:30 p.m. in the
Cable Studio.
The meeting was called to order by Chairman Kay Schmidt. The minutes of the
March 26 meeting were approved as written.
Arlita Hallam expressed her thanks for the refreshments that the Board
provided for the Volunteer Reception on April 22. The tour and awards
program was very successful.
The Library Director shared the following library news:
Julia Young will be ~oining us June 16 as the new head of technical
services.
Francis Ma.cFarlane will begin his duties as children's librarian
on May 12.
* As part of the sesquicentennial celebration, a"Texas Civil War
Encampment" will be held on the Municipal Complex lawn on Saturday,
May 3, 10 a.m.-5 p.m.
The last "Texas Voices" program with Dr. Malcolm McLean of UTA
will be presented April 29 at 7 p.m. at the Church of Christ
Chapel.
Our request for the transfer of the federal equity of $127,650 in
the present library building to the new facility has been granted
by the U.S. Department of Education and the Texas State Library.
The equity will expire April 28, 1996.
Following completion of revisions and approval by the Board, the
library policies will be submitted to-the City Manager for
Council endorsement.
NTLS Representative Lynn 0'Day reported that the TLA exhibits and guest
speakers were very interesting this year. The 1987 TLA convention will
be held in San Antonio.
After discussion of the reorganization of the "Friends" group, the con-
clusion of the Board was to leave the "Friends" as it is at present.
Arlita Hallam exhibited the latest blueprints for the new library. The
final plans are to be presented at the pre-Council meeting of the City
Council on Ma.y 12 at 6 p.m. ~
Mickey Oxford inquired when the police department is to start construction
for the police addition. Arlita responded that May 15 is the scheduled
date for the work to begin.

y Due to on-the-job in3uries of workmen, the Church of Christ is approx-
imately a month,behind in the building of their new facility. The date
that the church is expected to vacate is September 15. Arlita expects
the library to plan a mid-January move.
After discussion and amendment, the Board decided to accept the
"Information Services" pol.icy. Moved (Mickey ~ford)/Seconded
Jan Daniels)/Carried to approve as amended.
Arlita Hallam has sent a memo to Mayor Dan Echols informing him that
the terms of Board Members Mickey Oxford, Polly Brinkley, Jan Daniels,
and Lynn 0'Day will expire in Ma.y, 1986.
The next meeting date will be May 28 at 3:30 p.m. in the Cable Studio.
This meeting ad~ourned at 4:25 p.m.
