March 25, 1996 In Attendance: Ron Moore, Wayne Moody, Tami Spraggins, Lynn Simpson, Bill Moore Absent: Katie Watson & Bruce Jacobson, Jr. (stepped down 3/25/96) I. Call to order at 6:30 p.m. II. Announcements A. Bruce is officially stepping down from the Teen Court Advisory Board due to: 1) his desire to let the new City Council Member pick a board member of his/her own choosing; and 2) his incredibly busy schedule, partially caused by the birth of a daughter, Holly Elizabeth Jacobson (8 Ibs.. 1 oz.~, and by a recent promotion at work. We are sad to see him go but thrilled about two of his reasons for leaving! Congratulations to Bruce and his entire family! B. Basil St. Clair informed Kristina that he would like to become an alternate judpe for Teen Court due to his very busy schedule. He agreed to fill in for David Casey and Glynis McGinty as needed. I I I. Due to Bruce's resignation, the Advisory Board elected a new Teen Court Advisorv Board Chair.person. Lynne Simoson. Wayne Moody nominated Lynne and Ron Moore seconded. The vote was unanimous. IV. The Advisory Board informed Kristina that a copy of the Teen Court Advisory Board Minutes are supposed to be distributed to Randy Shiflet, the City Secretary, and each City Council member. Kristina will begin sending the minutes to these people. V. Teen Court volunteers will be meeting on April 1 at 6:00 p.m. David Casey will be present to oversee mock trials. (We will have mock Master Jury Trials as well as Jury Trials.) Head attorneys will also be selected at this time. As suggested by Bill, Kristina will prepare a list of duties for the head attorney so that all volunteers will have criteria for selection (and so that head attorneys will know what they are getting into). Head attorneys will be elected quarterly to give everyone a chance and to serve as an automatic "impeachment" policy in case someone is not ideal in the position. Kristina will keep a record of how frequently each attorney attends Teen Court, how good they are at getting back to her, etc. so that attorneys will know how reliable each Head Attorney nominee is. VI. Suggestions were made for fund-raising for the volunteer banquet. It is generally agreed that the Teen Court banquet should be as nice as ~ossible this year due to ~he fact that there was not one last year; Our volunteers have gone too long without a proper thank-you. Tami will contact Tecnol and Bate's Container to see if they will support our efforts by donating money. Kristina will contact select area attorneys to seek donations. Each Teen Court Advisory Board member will try to contact at least one person to seek a donation for the banquet. Kristina will check with Iron Horse Golf Course to see if we can have the banquet there and what the price would be. VII. Kristina will begin sending out evaluation letters and forms with the dismissal/return letter beginning April 1, 1996. VIII. The Advisory Board decided to allow Teen Court juries to require alternate forms of community service. Kristina will add a section to the bottom of the Jury Process Form that can be used bx.juries to mandate restitution written and/or oral reaorts (iurv mav select topic) and written and/or oral apologies IX. Due to concern about the present classification of some offenses in the discipline grid, the Advisory Board may restrueture the form. Kristina will find out if the guidelines were mandated by law. Each Teen Court Advisory Board member will "redesian" the disci Ip ine grid and we wi{I comaare and make adjustments at the next Advisorv Board meetina. X. Kristina will invite the Teen Court judges to the April 22, 1996 Advisory Board Meeting. XI. Adjournment.
