1. CALL TO ORDER Chairperson Sally Hackfeld called the meeting to order
at 7:00 p.m.
2. ROLL CALL Members Present:

3. APPROVAL OF MINUTES Commissioner Dennis York made the motion to
FOR AUGUST 18,1994 approve the minutes of the meeting held August 18,
1994, seconded by Commissioner Bill Biggers.
Commissioners Biggers, York, and Dennis Breen voted
for, Chairperson Sally Hackfeld abstained. Motion
carried.
4. PROBATION PERIOD Police Chief Jerry McGlasson requested that Rule 7.04
for the probation period be interpreted the same for
Dispatchers as for Police Officers, in that the
probationary period would not start until the completion
of their formalized basic training. Chief McGlasson
cited that he was advised by the Human Resource
Director that on September 9, 1993, the Commission
interpreted Rule 7.04 to apply formalized training only to
Police Officers. Other positions would have a
probationary period of one year from the date of hire,
unless considered by the Commission.
There was general discussion concerning the intent of
the Commission regarding the probationary period.
Commissioner York made the motion that it was the
intent of the Civil Service Commission to include
everybody in the Classified service, regardless of
whether Police or Fire department. Commissioner
Biggers seconded the motion, which passed by
unanimous vote.
5. APPEAL 94 -06 Bobby Williams Jr. filed an appeal for denial of
APPELLANT BOBBY promotion. He is requesting to be placed on the
WILLIAMS JR. eligibility list for Utility Crewleader based on answers to
a test, in this case an oral interview.
Rex McEntire, City Attorney, gave his opening remarks,
then called as his first witness Greg Dickens, Director of
Public Works. Upon questioning by Mr. Williams, Mr.
McEntire, and the Commission, Mr. Dickens explained
the procedure followed in interviewing for this Utility
Crewleader position.
Mr. McEntire called Larry Jones, Utility Superintendent,
as his next witness. Upon questioning by Mr. McEntire
and Mr. Williams, Mr. Jones verified the procedure
followed in interviewing for this position, and that Mr.
Williams failed the interview. Mr. Jones verified that all
applicants were asked the same questions, and given
the same consideration.
Mr. Williams gave his opening remarks. Mr. Williams
was his own first witness, and questioned by Mr.
McEntire. Mr. Williams felt too much emphasis was
given to 2 questions he missed during the interview.
Mr. Williams called Del Ray Gilliam, Pump Station
Operator, as his next witness. Mr. Gilliam interviewed
for Crewleader, and is the first name on the eligibility
list. Mr. Williams, Mr. McEntire, and the Commission
questioned Mr. Gilliam about the interview process.
Closing remarks were made by Mr. Williams and Mr.
McEntire.
The Commission adjourned for deliberation. Upon
return, Commissioner Biggers made the motion to deny
the appeal, seconded by Commissioner Breen. Motion
carried by unanimous vote.
6. ADJOURNMENT Meeting adjourned at 8:30 p.m.
