OF THE CIVIL SERVICE COMMISSION
FEBRUARY 21, 1994 at 7:00 p.m. IN

1. CALL TO ORDER Chairperson Sally Hackfeld called the
meeting to order at 7:00 p.m.
2. ROLL CALL Members Present:
Sally Hackfeld, Chairperson
Bill Biggers, Commissioner
Larry Bracke, Commissioner
Others Present:
Linda Cast, Human Resource Specialist
3. RULE 5.05 Ms. Cast addressed the Commission,
CLARIFICATI~N stating that in previous promotional
testing involving the use of an
Assessment Center, the written exam had
carried an equal weight to each portion
of the Assessment Center Exercise. An
example was cited that if there was the
written exam and 4 exercises in the
Center, each portion would be worth 200
of the total score. This is the scoring
preferred by Human Resources. Some of
the fire personnel were told that the
exam score would be 500 of the total
score, the balance being a total score
from the Assessment Center.
Clarification is requested prior to the
Assessment Center Exercise scheduled for
February 22, 1994.
Police Association President Sgt. Pat
Murphy addressed the Commission, agreeing
with the interpretation provided by the
Human Resource department. He also
presented a letter from Chief Jerry
McGlasson explaining the history of the
Assessment Center cancept as it was
originally presented to the Commission by
the Police Department. Upon questioning
by the Commission he again stated the
intent of the written exam carrying an
equal weight to each portion of the
center exercises.
Fire Division Chief Danny Taylor
addressed the commission, and mentioned
that an Assessment Center is not
required, but is an option.
Also addressing the Commission were Fire
Lieutenant Gary Ingram, Fire Chief Stan
Gertz, Firefighters Ken Cloud, Kyle
McAfee, Mark Powers.
After deliberation, the Commission
reconvened. Commissioner Bill Biggers
read the interpretatian that the written
qualifier will be considered to be equal
to each individual exercise from the
Assessment Center. If there were four
exercises in the Center, and the written
exam, each would carry a weight of 20 0.
Commissioner Bracke made the motion to
approve the interpretation, seconded by
Commissioner Biggers. Motion carried by
unanimous vote.
4. ADJOURNMENT Meeting adjourned at 8:00 p.m.
