CALL TO ORDER Chairman Jeff Newsom called the meeting to order at 7:10 p.m. 2. ROLL CALL Members Present: Jeff Newsom, Chairman George Pederson, Commissioner Sally Hackfeld, Commissioner Others Present: Ron McKinney, Personnel Director Linda Cast, Personnel Technician Vicky Craven, Employee Benefits Clerk 3. APPROVAL OF MINUTES Commissioner Hackfeld made the motion to FOR MAY 6, 1992 approve the minutes, seconded by Commissioner Pederson. Motion carried by unanimous vote. 4. UTILITY BILLING Mr. McKinney presented background CLERK REQUEST information on the position of Utility Billing Clerk. He related that at one time the Utility Billing Clerk position was a pay grade 3, then all clerks were reclassified into one clerk classification, pay grade 2. He stated the billing duties have increased, and requested that the commission slot the position in pay grade 3. Mr. Lee Maness, Finance Director, addressed the commission and explained that with the new utility billing system, there needs to be a separation of duties between the billing clerks and the customer service clerks. The responsibilities are greater, including the ability to interpret reports. Commissioner Pederson made the motion to recommend slotting the Utility Billing Clerk position in pay grade 3. Motion was seconded by Commissioner Hackfeld, and carried by unanimous vote. 5. FOREMAN REQUEST Mr. McKinney requested that the Foreman position be upgraded to pay grade 9 from pay grade 8, based on salary survey information. There has been no change in duties, this would just be to keep us competitive with other cities, but he did explain the foreman's duties to the commission. At that point, the request failed due to lack of a motion. Mr. Tommy Powell, Assistant Director of Management Services, then approached the commission. He explained the function of the foreman in his department, and that they have first line responsibilities, as well as administrative. In discussion, the number of employees supervised was determined for each department affected. Mr. McKinney again stressed that the duties have not changed, that the request is based on the salary survey and the need to be competitive. Commissioner Hackfeld made the motion to upgrade the Foreman position to pay grade 9, seconded by Chairman Newsom. Chairman Newsom and Commissioner Hackfeld voted in favor of the motion, Commissioner Pederson opposed. Motion carried, 2-1. 6. MECHANIC REQUEST Mr. McKinney requested the commission upgrade the position of Mechanic from pay grade 6 to pay grade 8, based on the salary survey information. This pay grade would be more competitive with other cities, and we would still be about third among the cities surveyed. He also explained that this position is the only one that he knows of that has the tool expense involved (the mechanics are required to furnish their own tools). This expense is often several thousand dollars. Mr. Powell explained that the mechanics do everything except paint and body work, upholstery, and windshields. Those are the only things contracted out. He also explained that the mechanics are sent to school by the City and receive General Motors and ASE certification. At that point, its not unusual for the mechanics to leave the City and go to work someplace else at more money. There was general discussion of the duties of the Building Maintenance Technician in pay grade 7. Commissioner Pederson made the motion to upgrade the Mechanics to pay grade 7, seconded by Commissioner Hackfeld. Motion carried unanimously. 2 7. LIBRARIAN REQUEST Mr. McKinney presented the request to upgrade the Librarian position from pay grade 8 to pay grade 9, based on salary survey information. Ms. Arlita Hallam presented the requirements of the position to the commission. In . discussion it was determined that the Librarian position does not have supervisory responsibilities. Commissioner Pederson made the motion to upgrade the Librarian from pay grade 8 to pay grade 9, seconded by Commissioner Hackfeld. Motion carried unanimously. 8. COLA REQUEST Mr. McKinney presented the February, 1992 report from the Bureau of Labor Statistics that shows the change in the CPI to be a 2.3~ increase. He asked that the commission make their recommendation for a cost-of-living increase to the Council based on this report. There was discussion of previous years' figures. After discussion, Commissioner Pederson made the motion to recommend to Council a cost-of-living increase of 3~. Motion was seconded by Commissioner Hackfeld, and carried unanimously. 9. EMPLOYEE BENEFITS Mr. McKinney presented the request that the commission recommend to the Council that there be no change in employee benefits for FY 1992-93. It was discussed that many of the benefits are determined by the Charter. Commissioner Pederson made the motion that the employee benefits remain the same for FY 1992-93, seconded by Commissioner Hackfeld. Motion carried unanimously. 10. CHARTER REVISIONS Commissioner Pederson led a discussion with the Commissioners on proposed Charter revisions. 11. DJOURNMEN Meeting adjourned at 9:00 p.m. Ch r Jef Newsom .
