1. CALL TO ORDER: Chairman George Pederson called
the meeting to order at 6:50 p.m.
2. ROLL CALL: Members Present:
George Pederson, Chairman
Jeff Newsom, Commissioner
Garry Cope, Commissioner
Bob Roark, Commissioner
Bernie Roux, Commissioner
Others Present:
Ron McKinney, Personnel Director
Kevin Miller, Asst. Dir. Public Works
Bobby Williams, Building Inspector
Linda Cast, Personnel Technician
3. APPROVAL OF MINUTES Commissioner Jeff Newsom made the
FOR MAY 8, 1991 motion to approve the minutes, seconded
by Commissioner Garry Cope. Motion
carried unanimously.
4. REQUEST TO OPGRADE Assistant Director of Public Works
MW III POSITION (Utility) Kevin Miller, appeared
before the Commission to request that
the Maintenance Worker III position be
upgraded to Pay Grade 5 from Pay Grade
4. There was general discussion of
the duties of the position, and of the
salary survey supporting the reguest.
Personnel Director Ron McKinney stated
that this request would be city-wide,
and affect all MW III's. The
departments with MW III's are Public
Works, Utility, and Parks.
Commissioner Cope made the motion to
upgrade the MW III position to Pay
Grade 5, seconded by Commissioner
Bernie Roux. Motion carried
unanimously.
5. REQUEST TO UPQRADE Mr. Miller presented a request to the
FOREMAN POSITION Commission to upgrade the Foreman
position from Pay Grade 6 to Pay Grade
8. As with the MW III, there was
general discussion of the duties of

the position, and of the salary survey
supporting the request. Mr. McKinney
stated that this request would affect
the Foreman position in both the
Utility and Park Departments. The
Public Works Department does not have
a Foreman position. During the
discussion, Chairman Pederson asked
Mr. McKinney to discuss the Lead
Mechanic, Pay Grade 7. Mr. McKinney
explained those duties, and also that
the position was to be considered
later in the meeting. In further
discussion, Mr. Miller explained the
educational and/or certification
requirements. Commissioner Cope made
the motion to upgrade the Foreman
position to Pay Grade 8, seconded by
Commissioner Roux. Motion carried
unanimously.
6. REQUEST TO UPaRADE Mr. Miller presented a request to the
CONSTRUCTION Commission to create a Pay Grade 9 and
INSPECTOR upgrade the Construction Inspector
from Pay Grade 8 ta 9. He explained
the duties involved, and pointed out
that the salary survey supported the
request. In discussion, Mr. Miller
clarified the educational and
experience requirements.
Chairman Pederson made the motion to
establish Pay Grade 9, with a range of
$1740-2585 monthly. Commissioner Roux
seconded the motion, and it carried
unanimously.
Chairman Pederson made the motion to
upgrade the position of Construction
Inspector to Pay Grade 9, seconded by
Commissioner Cope. Motion carried
unanimously.
7. REQUEST TO UPGRADE Technical Inspector Bobby Williams was
AND RECLASSIFY present to answer the Commissioner's
TECHNICAL INSPECTOR questions on the request to reclassify
POSITION the Technical Inspector, and upgrade
it to Pay Grade 9. Mr. McKinney
explained that in an earlier
reclassification, the Code Enforcement
Officer and Building Inspectors were
combined and became Technical

Inspectors. The department wants to
resume the separate titles, though
they will remain cross-trained. He
further explained their duties, and
that they had not changed; also, that
the salary survey supports the
request. After general discussion,
Chairman Pederson made the motion that
the position of Technical Inspector be
dropped from the classification plan.
Commissioner Jeff Newsom seconded, and
it carried unanimously. Chairman
Pederson then made the motion that the
Building Inspector and Code
Enforcement Officer positions be
slotted in Pay Grade 9. Commissioner
Cope seconded, and it carried
unanimously.
8. REQUEST TO UPGRADE Mr. McKinney presented the request to
LEAD MLCHANIC POSITION upgrade the Lead Mechanic position to
Pay Grade 8. The duties of the
position had been discussed during
Item 4 while discussing the Foreman
position. Mr. McKinney explained the
Lead Mechanic's supervisory functions,
and verified there is one Lead
Mechanic. Chairman Pederson confirmed
that the duties are similar to that of
the Foreman, and that there would be
no problem in calling it a Foreman.
Chairman Pederson made the motion that
the position of Lead Mechanic be
reclassified as Foreman. Commissioner
Newsom seconded the motion, and it
carried unanimously.
9. ADJOURNMENT Commissioner Newsom made the motion to
adjourn the meeting at 7:55 p.m.
Commissioner Roux seconded the motion,
and it carried unanimously.
