1. CALL TO ORDER: Vice-Chairman Jeff Newsom called
the meeting to order at 7:00 p.m.
2. ROLL CALL: Members Present:
Jeff Newsom, Vice-Chairman
Garry Cope, Commissioner
Bob Roark, Commissioner
Bernie Roux, Commissioner

3. APPROVAL OF MINUTES Vice-Chairman Jeff Newsom moved,
FOR MARCB 6, 1991 seconded by Commissioner Bob Roark, to
MEETING approve the minutes of March 6, 1991
as corrected. Motion carried
unanimously.
4. APPROVAL OF MINUTES Vice-Chairman Jeff Newsom moved,
FOR APRIL 3, 1991 seconded by Commissioner Bob Roark,
MEETING to approve the minutes of April 3,
1991. Motion carried unanimously.
5. SALARY SURVEY REVIEW This item was moved to the last item
for discussion since some participants
had to leave early.
6. ATHLETIC COORDINATOR Ms. Monica Walsh, Recreation
Superintendent, appeared before the
Commission requesting that the new
position of Athletic Coordinator be
slotted in Pay Grade 8. After brief
questioning by Commissioner Garry Cope
concerning minimum qualifications, he
then made the motion to slot the
Athletic Coordinator position in Pay
Grade 8. Motion was seconded by
Commissioner Bernie Roux, and carried
unanimously.
7. JAIL DETENTION Police Captain Mike Womack appeared
SUPERVISOR before the Commission requesting that
the new position of Jail Detention
Supervisor be slotted in Pay Grade 8.
There was general discussion
clarifying the job duties,
requirements, and number of personnel
supervised, and that the supervisor
would be responsible for all shifts.
Captain Womack stated that these
responsibilities were now being
handled by a Police Sergeant.
Commissioner Cope made the motion to
slot the position in Pay Grade 8,
seconded by Commissioner Roux. There
was a question from Commissioner Bob
Roark concerning the work load from
outside agencies using the jail
facilities, then the Commissioners
voted unanimously in favor of the
motion.
8. FIRE PREVENTION Fire Division Chief Pat Hughes appeared
OFFICER before the Commission requesting that
the civilian position of Fire
Prevention Officer be slotted in the
Public Safety Pay Grade 1. There was
general discussion regarding the
minimum qualifications, and why the
need for a civilian position in the
public safety plan. Chief Hughes
explained the requirement of three
certifications (EMT, Inspector, and
Instructor) that would put it in line
with the position of Firefighter, even
though the civilian Fire Prevention
Officer would not necessarily hold the
Firefighter certification. He pointed
out that the problem in the past in
using firefighter personnel for this
position is the adjustment to the
schedule of Monday through Friday, 8-
5, as opposed to their schedule of 24
hours on, 48 hours off. Officers that
have held this position request to go
back to the trucks after a short
period of time. By having a civilian
in this capacity, they would not have
that option. There was further
discussion of the concern that the
firefighters would not have the
interaction with the community. Chief
Hughes explained that they would still
be involved in public safety programs .
Many of the programs involve more than
one person, and the Fire Prevention
Officer would often present programs
with the assistance of station
personnel. Vice-Chairman Newsom made
the motion to create the civilian
position of Fire Prevention Officer,
and slot it in Public Safety Pay Grade
1. Commissioner Roark seconded the
motion, and it carried unanimously.
9. INSURANCE/BEN~FIT CLERR Personnel Technician Linda Cast
appeared before the Commission
requesting the new position of
Insurance/Benefit Clerk be approved
and slotted in Pay Grade 4, based on
the duties of the position, and a
salary survey from the Council of
Governments. After brief discussion
of the duties, Commissioner Cope made
the motion to slot the position in Pay
Grade 4, and Commissioner Roux
seconded. The motion carried
unanimously.
10. COST-OF-LIVINa The commissioners reviewed the
Consumer Price Index dated February,
1991, which showed an increase in the
Dallas-Fort Worth area in the previous
12 months of 5.9~. After brief
discussion, Commissioner Roark made
the motion to recommend to the Council
a cost-of-living allowance of 5~.
Commissioner Cope seconded the motion,
and it carried unanimously.
5. SALARY SURVEY REVIEW The commissioners reviewed the salary
survey dated March, 1991. Ms. Cast
asked that they note the discrepancies
in the positions of Foreman, Lead
Mechanic, Technical Inspector, and
Construction Inspector. In general
discussion, the commissioners said
that in lieu of representation of any
dissatisfied employees, they did not
feel adjustments were necessary.
Commissioner Cope made the motion to
make no adjustments to the salary
ranges for any positions, seconded by
Commissioner Roark. Motion carried
unanimously.
11. ADJOURNMENT Vice-Chairman Newsom adjourned the
meeting at 7:55 p.m.
