3. APPROVAL OF MINUZ~S FOR Chairman George Pederson made the
OCI'OBER 19, 1989 N~TING: motion to approve the minutes of
Appeal Hearing CS 89-01 as corrected.
Conmissioner Bernie Roux seconded the
motion, and was carried unanim~usly.
4. REQUEST TO CC,~SSIFY Police Chief Jerry McGlasson presented
PUBLIC SAF~,'!'Y DISPATC~~R a request to classify the new position
SUPERVISOR of Public Safety Dispatch Supervisor in
Pay Grade 8. Chief NicGlasson explained
that there are naw 9 dispatchers,
presently supervised by a Police
Sergeant. He is requesting this be a
civilian position, to be drawn fran the
dispatchers, and to perform in absence
of or in addition to the current
dispatchers. Captain Randy Shiflet
presented the i.nformation on the ntunber
of people and their years of experience
qualifying them to handle the duties of
the position.
Chairman Pederson made the motion to
classify the pasition in Pay Grade 8,
and was seconded by CaYmissioner Jeff
Newsan. Al1 were in favor, and the
motion carried unanimously.
5• RDQUEST 770 UPC~,DE Chief McGlasson presented a request to
DEI~ITION OFFICER upgrade the position of Detention
Officer. He explained the function of
the jail is a 7 day a w~eek, 24 hours a
day operation, requiring 5 people. He
further explained that since the
facility was opened in 1988, there has
been a 100$+ turnaver. During the last
fiscal year, the jail averaged 38.9
prisoners per day, due in part to
handling Tarrant County inmates. This
year the average is 19 per day. He also
brought out that this is a lawsuit-prone
position. One of his main concerns is
that it is hard to attract and keep
qualified detention officers, citing
that he feels some have left for
positions at Tarrant County. The
trai.ning our detention officers receive
qualifies them for the higher paying
positions elsewhere.
Chairman Pederson asked where he is
asking the position to be slotted.
Chief McGlasson hoped. it could be in a
grade ccn~petitive with Tarrant County.
While our salaries may be c~etitive
with other municipalities, he did not
feel that to be a fair cc~arison
considering the size of our facility and
all that's involved.
Chairman Pederson asked if the position
required certification, and what w~ere
the qualifications. Chief McGlasson
explained that they do go thraugh the
complete background, including a
psychological evaluation, polygraph, and
credit check, and perform on-line data
entry.
Ron McKinney stated that the range that
wnuld probably be catrpetitive with
Tarrant County would be a 7. After some
general discussion, Mr. McKinney asked
if this position should be slotted above
dispatchers. Chief McGlasson stated
that he felt a pay grade 6, on the samne
level as dispatchers, w~uld be
appropriate.
Camnissioner Garry Cope made the mr~tion
to upgrade the detention officer
position to pay grade 6, and the second
was made by Jeff Newsan. Those in favor
of the motion were Ca~missioners Cope,
Newsan, Roux, and Chairmaiz Pederson.
Carmissioner Bob Roark voted against.
Nlotion carried, 4-1.
6. REQUEST TO REC~,ASSIFY Library Director Arlita. Hallam addressed
AND UPGRADE LIBRARY the C~[ttn.ission requesting that the
ASSISTANT I Library Assistant I position be upgraded
and reclassified to a Clerk. They do
essentially the same wr~rk: data entry on
the ccxnputer, dealing with patrons,
handling money, and answ~ring the
telephone.
Ms. Hallam added that the salary survey
w~ould provide a better oomparison with
other cities if there was not a Library
Asst. I position.
Carmissioner Newscm made the motion to
reclassify and upgrade the Library
Assistant I to a Clerk, Pay Grade 2.
The m~tion was seconded. by Bob RQark,
and carried with no opposition.
7. REQUEST Z+0 RECGA.SSIFY Ms. Hallam presented a request to
AND UPGRADE LIBRARY reclassify and upgrade the Library
ASSISTANT II Assistant II position fran Pay Grade 3
to 4, and simply call it Library
Assistant. Their duties include
maintaining the acquisitions, purchases
for the library, bookkeeping tasks,
mai.ntaining payroll records, so~ne
supervisory responsibilities, and record
keeping.
Chairman Pederson questioned the
purchases by the Library, and Ms. Hallam
explained that all books and tapes are
purchased by the library, not through
the city's purchasing section. She
further stated that the NII~S librarians
make the selections, and she approves
them.
Chairman Pederson agreed with changing
the title to Library Assistant, but
expressed hesitancy regarding the
upgrade. He asked Ms. Hallam to explain
the hierarchy in the library, which she
did. She further explained
that one of the Assistants is supervised
by the Circulation Supervisor, and the
other by the Technical Services
Coordinator.
Caimissioner Cope asked Mr. McKinney to
explain the duties of the Account
Clerk. He advised that their pr~mary
function is accounting, and werk under
the supervision of an accountant. They
handle accounts payable, bank
reconciliations, ledger entry work, and
payroll.
In general discussion, Ms. Hallam again
explained the duties in regards to
purchasing, and the record keeping
involved. She also explained the
volunteers' help in the library.
Cc~missioner Roux stated that he felt
the position was in li.ne with other
cities, and saw no need to upgrade it.
He then made the motion to change the
title to Library Assistant, and to
remain in the existing pa.y grade.
Carmissioner Cope seconded the motion,
and it carried unanimously.
8. REQUEST TO U~ADE Ms. Hallam presented a request to
LIBRARY 'I77CHI~TICIAN upgrade the Library Technician
position. She explained the Library
Technician has a ba.chelor's degree and
is taki.ng courses tawards the master's
degree (MLS She reccxnnended that the
position be placed in Pay Grade 6, in
line with the Personnel 2lechnician and
Budget Technician.
Chairman Pederson asked if there were
any supervisory responsibilities. Ms.
Hallam responded that there w~xe not.
Carmissioner Cope asked about the
Circulation Stiipervisor position, and was
advised that it is the top of the
clerical positions. The Library
Technician is in the "Professional
Track" and is about mi.d-line, between a
Library Assistant and a Librarian.
Cccr¢n.issioner Newsan made the m4tion to
leave the position in the same pay grade
that it is in now. Comnissioner Cope
seconded the mr~tion. CaYmissioners
Roux, Newsan, and Roark, and Chairman
Pederson voted in favor of the motion.
Co~unissioner Cope voted against. Motion
carried.
9. WITFIDRAWN
10. REQUEST TO REC~ASSIFY Kevin Miller, Assistant Director of
A1~ID UPGRADE CLERK Public Works presented a request to
reclassify and upgrade the clerk
position in the Utility Departznent to
Utility Office Technician, Pay Grade 4.
He explained the responsibilities and
duties involving using the ccxnputer,
different progr~ns, and spread sheets;
werd processing; m~nthly reports;
i.nventory; payroll; and accounts billed
to the departsr~ent. The upgrade is
requested due to the duties that the
department feels have grown beyond the
scope of a clerk. This position was
campared in responsibility to the other
positions in Pay Grade 4.
Chairman Pederson stated tYie Public
Sa.fety Technician involved the clearance
process used for the Police Officers,
and should not be catg~ared to this
position. Comnissioner Newsc~n asked if
there were any difference between this
and any other clerk. Mr. McKinney said
not really. There may be scm~e
differences, but doi.ng gayroll and w+ork
orders are g~enerically the same. Mr.
Miller stated. that the old description
was basically just typing and filing,
naw the position requires ccxnputer
expertise. Chairman Pederson asked if
other clerks are required to laiaw this.
Mr. N1cKinney said yes, that the ccxnputer
is a]most standard office equipment, and
that CRT experience is required.
Chairman Pederson asked if this position
would be similar to an Account Clerk.
Mr. McKinney said the Account Clerk
deals primarily with accounting. N1ost
positions will ha.ve scme accounting
responsibility, but not to the degree of
the Account Clerk. The Clerk deals with
general office operations that are
routine and broa.der in variety. He w~ent
an to state that the Account Clerk and
the Ptunn Station Operator have no
ccanparison, but are in the same pay
grade.
A motion was made by Camnissioner Newsccn
t~ deny the request for upgrade and
reclassification of the clerk position
in the Utility Department, which was
seconded. by Cccr~n.issioner R,~ux. The
motion carried by unanimous vote.
11. REQUEST TO RECLA.SSIFY Public Works Superintendent Jimmy Cates
AND UPG~RADE Q~ftK made a request to reclassify and upgrade
the Public Works Clerk to Public Works
Office Technician, Pay Grade 4. He
stated that the position has becane mc~re
computer oriented, and showed forms to
the c~anission as examples of the type
of w~rk this position does. He stated
that he felt a clerk to be so~rieone who
answered the phones and took messages.
This position does minor programni.ng on
the data base, and works without close
supervision.
There was discussion among the
catmission and Mr. M~cKinney tha.t general
ccanputer knawledge is now a c~n skill
for the clerical force, along with
typing and the adding machine.
Catmissioner Newsan made the motion to
deny the request to reclassify and
upgrade the Public Works clerk position,
which was seconded by Ccmnissioner
Roux. Motion carried unanimpusly.
12. Rk]QUEST TO RECLASSIFY Danny Taylor, DirectAr of C~nity
ADID UPGRADE CLERK DeveloFment, presented a request to the
Cca~m.ission to reclassify and upgrade the
clerk position in his department to Code
Enforcement/Permit Technician. He
sta.ted that the main difference between
his clerks and the other requests that
had co~ne before him was that his are
required to take mi.nutes for the Board
of Appeal rneeti.ngs, and transcribe
them. They also must be able to pull
information out of the ccanputer. They
handle aver 107 calls a day, many
technical. He pointed out that one
clerk was recently pro~mted to inspector
because her knowledge at the desk
qualified her for the position.
Camnissioner Newsan asked what grade
was requested, and Mr. Taylor
responded wi~h Grade 4. C~¢nissioner
Cope asked if the ordinance knavledge
~uld be a requirement for this
position for a ne~a es~loyee. Mr.
Taylor said that it wnuld be
preferable, if not for our city's
orclinances, to at least be familiar
with the ordinance process. Chairman
Pederson asked if the department planned
to have a clerk position, and Mr. Taylor
said no.
There was general discussion of the P&
Z Coordinator's position for
similarities.
Co~missioner Roux made the mr~tion to
reclassify and upgrade the clerk
position to Code Enforcem~nt/Permit
Technician, and place in Pay Grade 4.
Motion was seconded by Chaizman
Pederson. Ccmmissioners Roux and Cope,
and Chairn~a.n Pederson voted yes, and
Cce~m.issioners R~ark and NewSCm voted
no. Vote carried 3-2.
13. REQUEST TO RE~L~SSIFY Court Achninistrator Bobbie McCorkle
AND UPGRADE C~S presented the request to the cc~tmission
to reclassify and upgrade twr~ of her
clerk positions, one to Docket
Technician, pay grade 5, and the other
to Warrant Technician, pay grade 4. She
also presented a letter written by Linda.
Woodward, Deputy Court Clerk, who was
unable to attend the meeting.
Chainnan Pederson asked if there w~uld
still be a clerk position in the Court,
and was told yes, as Ms. McCorkle
explained the department hierarchy.
Upon questioning by Chainnan Pederson,
she affirm~d that the technician
position would supervise the clerk in
the absence of the Deputy Court Clerk.
Ghairman Pedersan noted that the request
w~uld slot this position higher than
library personnel with bachelor
degrees. Ms. NScCorkle explained they
have received on-the-job training, are
experts in their field, and deal with a
high level of stress. Chairman Pederson
expressed difficulty in agreeing to an
increase fx~n pay grade 2 to 5 or 6.
Cam~issioner Newsan clarified that they
ta~re creating 2 new positions.
Carmissioner Newsan moved that the
position of Docket Technician be created
and slotted in Pay Grade 3.
Co~m~issianer Roark seconded.
Ccmmissioners Newso~n and R~ark and
Chainnan Pederson voted yes,
Cam~issioner Roux voted no, and
Co~enissioner Cope abstained. Vote
carried 3-1.
Ce~missioner Newsan maved that the
position of Warrant Technician be
created and slotted in Pay Grade 4.
Ccamissioner l~w~ seconded.
Ccennissioners Roux, Newsan, Roark and
Chairnlan Pederson voted yes,
C~rmissioner Cope abstained. Vote
carried.
14. REQUEST TO CL~.SSIFY Ms. McCorkle presented a request that
Z~T COURT OOORDINA'I~DR the position of Teen Court Coordinator
be classified i.n Pay Grade 8, in line
with the other coordinator positions.
She explained ~he functions of the teen
court, and the duties of the
coordinator. 7.'hese include mr~nitoring
crnmittees, speaking to groups,
coordinating teens doing c~munity
service, and coordinating all the
paperwork. This position is currently
filled with a volunteer.
Chairman Pederson asked about the
similarities with other coordinators.
Mr. McKinney stated that all
coordina.tors are over the activity of a
depa.rtment, and may supervise others.
After general discussion, Chairman
Pederson made the mr~tion that the Teen
Court Coordinator be slotted in Pay
Grade 8. Conmissioner Cope seconded the
motion. 'I"he vote carried unanimously.
15 . REQUEST TO RE~NIl~VD Mr . N1cKinney requested that the
COST OF LIVING INCREASE ccmmission recam~end A 4$ cost of
living adjustment for Fiscal Year
1990-91. He advised that because of
budgetary constraints, e~loyees have
not received a cost of livi.ng increase
this year or last year. There was a 2~
cost of living adjustment in the 1987-88
budget, which was received, but there
was also an increase in ~2S
contributions of 2~. The eqnployee
didn't really receive any additional
spendable income because of this.
1986-8? was the last year that the
employees received an increase in
spendable income by cost of living
adjustment. Mr. M~cKinney asked that the
caYmission consider the 12 month change
i.n the ConsLmier Price Index of February,
1990, which is 4$, and reccart~nd that to
the city council for the cost of living
adjustment for 1990-91 budget year.
Chairntian Pederson confirmed that the
employees did receive merit increases
during the years they did not receive
cost of living increases. He also
stated he appreciated not being asked t~
canpound the figure because of the
previous years' lack of cost of living
in the budget.
Ccnmissioner Newsan made the m4tion to
recatat~end to the city council a cost of
living increase of 4$ for fiscal year
1990-91. Ccnmissioner ~ux seconded,
and it carried unanimcsusly.
16. II~IAYEE BENEFITS FOR Mr. McKinney presented a request to the
FX 1990-91 Ccc[Ymmission to approve a continuation of
all the current employee benefits for
next year. Mr. McKi.nney had received a
request to make sick leave available for
absences due to an the job i.njuries. He
explained that t~o do so would attach a
monetary liability for all sick leave on
the books, which wnuld require a reserve
funding of $1,750,000. Also, employees
are already canpensated through the
Worker's Camp. benefit.
Chairman Pederson made the nx~tion for
the employee benefits to remai.n the same
for fiscal year 1990-91. Conmissioner
Roark seconded, and the vote carried
unanimr~usly.
17. REQi3EST TO RECONSIDER The Co[mnission allawed John r'br~dy,
ITII~I 10 Utility Superintendent to present
additional infoxmation regarding the
request to reclassify and upgrade the
Utility Clerk position. The request
failed for lack of a mation.
