CALL TO ORDER: Chairman George Pederson called the meeting to order at 5:30 p.m. ROLL CALL: Members Present: Not Present: George Pederson, Chairman Jeff Newsom, Bob Roark, Commissioner Commissioner Garry Cope, Commissioner Steve Hall, Bernie Roux, Commissioner Alternate Janet Hankairmer, Alternate Others Present: Ron McKinney, Civil Service Secretary Linda Cast, Personnel Technician Jerry McGlasson, Chief of Police Michael Young, Police Officers Assn. Greg Dickens, Public Works Director Jimmy Cates, Street Superintendent 3. 4. APPROVAL OF MINUTES FOR Minutes of the May 15, 1989 meeting MAY 15, 1989 MEETING: were amended to change the title of Police Records Clerk to Public Safety Technician. Motion was made by Chairman Pederson, seconded by Commissioner Cope, to approve the minutes as corrected. Motion carried unanimously. EDUCATION /CERTIFICATION Police Association President Mike Young REQUEST: presented a request to revise a Police Officers Education /Certification Incentive Pay Plan, as previously approved by the Civil Service Commission April 12, 1983. He explained the Proposed F .Lkd y �C,«. Under this plan, officers with an Associates Degree or 60 semester hours in an approved degree plan from a four -year accredited college or university and one year's service as a sworn officer with the North Richland Hills Police Department would receive $50.00 per month incentive pay. Officers with a Bachelor's Degree and one year's service as a sworn officer with the NRHPD would receive $100.00 per month incentive pay. For officers attaining 60 semester hours in a four year institution, they will have four years to complete the Bachelor Degree or the $50.00 incentive pay will cease. Chief McGlasson addressed the Commission, supporting the plan and the benefits it would provide the Police Department and the City. Commissioner Cope made the motion to amend the 1983 Compensation Plan and to approve as amended. Commissioner Roux seconded the motion, and the motion carried unanimously. 5. EQUIPMENT OPERATOR Public Works Director Greg Dickens UPGRADE and Street Superintendent Jimmy Cates presented a request to upgrade the equipment operator fran pay grade 5 to pay grade 6. Mr. Dickens explained the duties, and responsibilities that included supervising crews. At Commissioner Pederson's request, Mr. Dickens explained the chain of command in the department and that the Equi pment Operator is between the Assistant Street Superintendent and Maintenance Worker III. Mr. Cates explained that the Equipment Operator is the supervisor for any crew working with him. Mr. Dickens also referred to the salary survey conducted by Ron McKinney. After no further discussion, Chairman Pederson made the motion to change the Equipment Operator position fran pay grade 5 to pay grade 6. Commissioner Cope seconded.
