CALL TO ORDER: Chairman George Pederson called the meeting to order at 7:20 P.M. 2. APPROVAL OF MINUTES FOR Chairman Pederson moved, seconded by MAY 13, 1987 MEETING: Co~nissioner Newsom, to approve the minutes of May 13, 1987. 4. APPROVAL OF MINUTES FOR Chairman Pederson moved, seconded by MAY 26, 1987 APPEAL Commissioner Newsom, to approve the minutes of May 26, 1987. 5. CONSIDERATION TO RECOM- There was a general discussion on the Consumer MEND SALARY RANGES FOR Price Index (CPI) report of a 2.87 increase 1988-89 for the year ending February 1988, and discussion of the previous 2 years recommendations by the Commission. Motion was made by Chairman Pederson to recoummend a 2.8~ cost of living increase, seconded by Commissioner Cope. During further discussion, Firefighter Gary Ingram presented and read a letter from Michael Rawson of the Firefighters Association referring to C.O.L., merit evaluations, and the proposed promotional testing procedures. Motion carried unanimously. 6. Public Works Superintendent John Moody presented a request to reclassify Pump Station Operators I, II, and III to a single classification of Pump Station Operator, pay grade 4. He advised the duties and training required are the same. Commissioner Cope made a motion to reclassify the Pump Station Operators to a single classification in pay grade 4. Commissioner Welch seconded the motion. Motion carried unanimously. 7. Danny Taylor presented a request to reclassify and upgrade the Code Enforcement Officers to pay grade 8, the same 1eve1 as General Building Inspector, and to change all inspector classifications to Technical Inspector. Ae pointed out that the positions are cross-trained, and require comparable skills and certification. After discussion, Commisioner Welch made a motion Co reclassify Code Enforcement Officers and General Building Inspectors to Technical Inspectors in pay grade 8. Chairman Pederson seconded the motion. Motion carried unanimously. 8. Jim Browne presented a request to classify a new position of Recreation Specialist, asking for pay grade 6. After discussion, Commissioner Cope made a motion that the pos3tion be classified in pay grade 6, Commissioner Newsom seconded the motion. Motion failed 3-2, Chairman Pederson, Commissioners Roark and Welch voting against; Commissioners Newsom and Cope voting for. Chairman Pederson made a motion that the position be classified in pay grade 4, Commissioner Newsom seconded the motion. The motion carried 3-2, Chairman Pederson and Commissioners Roark and Welch voting for; Commissioners Cope and Newson voting against. 9. Pam Burney presented a request to reclassify and upgrade the Clerk II position in Environmental Services to Animal Shelter Technician, pay grade 4; to upgrade the Animal Control Officer position to grade 5 or 6; and to classify a new position of Animal Shelter Attendant in pay grade 2 or 3. There was a general discussion of Che duties of all positions, the training and certification required, and the growth of the department. Chairman Pederson suggested re-classifying the Clerk II position to an Animal ConCrol Officer, eliminating the Clerk II position, and classifying the attendant position. Ms. Burney was agreeable that this was a workable suggestion. Chairman Pederson made a motion to upgrade the Animal Control Position to pay grade 5, seconded by Commissioner Cope. Motion carried unanimously. Commissioner Pederson then made a motion to classify the Anima.l Shelter Attendant in pay grade 2; seconded by Commissioner Welch. Motion carried unanimously. Chairman Pederson further made an official recommendation to the City Council that an Animal Control Officer should be in attendance in the shelter during business hours in lieu of a Clerk II. 10. Lee Maness presented a request to reclassify and upgrade the Tax Clerk position, pay grade 2, to Tax Collector, pay grade 6. During discussion, he pointed out that this position had not been considered for upgrade since the description was written in 1977, and the duties, responsibilities, and training required had increased considerably. After discussion, Chairman Pederson made a motion to upgrade the position to Tax Collector, pay grade 6, eliminating the Tax Clerk position. Motion seconded by Commissioner Newsom, carried unanimously. 11. Chief Jerry McGlasson presented requests for approval of "Assessment Center Exercise" testing procedures for promotional testing; to extend the expiration date of the current Police Officer Eligibility list to July 1, 1988; and to extend the testing deadline for a current Police Sergeant vacancy. There was a general discussion regarding the Assessment Center Exercise explaining the process and the ease of processing only eight candidates. Detective Larry Irving spoke to the Co~nission, commenting favorably on the procedure and appreciating that the Police Association would have input on who the assessors would be. A motion was made by Commissioner Newsom, seconded by Chairman Pederson, to instruct the Civil Service Secretary to take to Council the reco~nendation of approval of amendment to Rule 5 of the Civil Service Rules and Regulations as proposed. The motion was carried unanimously. A motion was then made by Chairman Pederson, seconded by Commissioner Newsom, that the procedure be approved for use in the current Police Sergeant vacancy. The motion carried unanimously. There was a discussion on extending the Police Officer Eligibility list. Chief McGlasson felt it would be fair to those on the current list to have it extended to July 1, 1988. Those on the list would have been hired if the department had been allowed to fill current vacancies, but budgetary considerations were such that it was not possible. A motion was made by Commissioner Newsom, seconded by Chairman Pederson to extend the Police Officer eligibility list to July 1, 1988. The motion carried unanimously. There was a discussion regarding the Civil Service rule that the Police Sergeant vacancy was to have been filled in 90 days. Chief McGlasson asked that in this instance the deadline be extended 30 days. Chairman Pederson made a motion to extend the deadline 30 days. It was seconded by Commissioner Newsom, to extend the deadline. The motion carried unanimously. 12. Fire Chief Stan Gertz presented a request for clarification of the interdepartmental transfer rule. He explained the City's reorganization, noting that when inspections was under the 3urisdiction of the Fire Department two of his firefighters, Kirk Marcum and Steve Pence, were assigned as Fire Inspectors. During the reorganization, they became part of the Community Development Department as Fire Inspectors, but with the status and pay of firefighters. Both Marcum and Pence have requested to return to the Fire Department, but with the re-organization there are currently no positions available. Chief Gertz requested that Marcum and Pence be offered the next two available firefighter positions, providing them a one-time chance to return to the Fire Dpeartment. Should they not accept at that Cime, they would remain in the Community Development Aepartment as inspectors, pay grade 8. Chairman Pederson made the motion to offer Marcum and Pence the next two available positions in the Fire Department with the understanding that if either refused, that person would be reclassified as an inspector. Commissioner Newsom seconded. The motion carried unanimously. A general discussion was then held in regards to setting aside the rule and extending the expiration date of the Firefighter Eligibility List to October 31, 1988. This would allow the possibility of positions being approved by the Council, and the time to fi11 them with the current list. A motion was made by Commissioner Newsom and seconded by Commissioner Welch to extend the Firefighter Eligiblitq List to October 31, 1988. 13. Civil Service Secretary Ron McRinney presented requests to upgrade the Personnel Technician position to pay grade 6 from pay grade 4; to upgrade Public Safety Dispatcher from pay grade 5 to pay grade 6; to approve revised salary ranges for Public Safety personnel; and to change Mechanics II and IV to "Mechanic" and place in grade 6. After a general discussion of the duties and responsibilites of the Personnel Technician, as well as a presentation of the North Central Texas Council of Governments' "Regional Salary Survey of 1988", a motion was made by Commissioner Welch, and seconded by Commissioner Newsom, to approve the upgrade of Personnel Technician to pay grade 6. The motion carried unanimously. Ron McKinney then presented salary survey figures to support the request to upgrade the Public Safety Dispatcher position to pay grade 6. Chief McGlasson expressed strong support of the request, citing duties, responsibilities, and training required, as did Chief Gertz. Commissioner Lyle Welch offered further support and appreciation of the work performed under pressure. Commissioner Welch made the motion to upgrade the position to pay grade 6, seconded by Commissioner Newsom. Motion carried unanimously. The next item presented by Mr. McKinney was the request for approval of the revised salary range for Public Safety personnel. There was a general discussion regarding salary surveys of surrounding cities, and of the single salary currently received by Public Safety pay grades Z and 3. Comments were presented to the Commission by Chief McGlasson, Chief Gertz, Fire Lieutenant Ron Fields, and Police Detective Larry Irving. Commissioner Cope made a motion recommending approval of the revised salary ranges, seconded by Commissioner Welch. The motion carried unanimously. A general discussion was then held recommending the consolidation of Mechanics II and IV to "Mechanic", to be placed in pay grade 6. Comments were presented by Shop Superintendent Tommy Powell and Public Works Superintendent John Moody to support the request. Chairman Pederson made a motion to consolidate the Mechanics to one classification, and to be placed in pay grade 6. Commissioner Newsom seconded the motion. The motion carried unanimously. 14.
