CALL TO ORDER Chairman Pederson called the meeting to order at
7:05 P.M.

BUSINESS Chairman Pederson asked if either party would like to
invoke the Rule of Witness. Mr. Pluskey did choose
to invoke it, and all witnesses were removed to another
room.
Mr. McEntire asked permission from the Commission and
Mr. Pluskey to present two witnesses, Sarah McCorkle
and Sharon Dickerson, before Mr. Pluskey presented
Mr. Palmer's case. The Com~ission and Mr. Pluskey
agreed to the request.
Ms. Dickenson, of Perryman Medical Supply, testified
that Mr. Palmer attempted to rent a wheelchair and charge
it to the City as a workers compensation expense without
a doctor's prescription. Ms. McCorkle, office manager
for Dr. Don Johnston (Mr. Palmer's doctor), testified
that the doctor had not written a prescription for a
3. wheelchair. Both witnesses were cross-examined by
Mr. Pluskey.
Mr. Pluskey went down the list of allegations submitted
by Mr. Palmer's department head with Mr. Palmer. He
offered rebuttal testimony to each and every charge.

BUSINESS (cont.) There was a general discussion on each item by the
Commission and both sides, with the City Attorney
cross-examining the testimony of Mr. Palmer.
Mr. McEntire called to the stand Scott Vest, Russell
Cremeen, and Tommy Powell. They each in turn testified
to the work performance of Mr. Palmer. There was a
general discussion of the testimony. Mr. Pluskey
cross-examined each of the witnesses.
Following the testimony of all witnesses, the attorneys
for both sides gave closing statements.
The Commission adjourned to consider their decision
and following deliberation the meeting was called to
order. The following motion was read by Chairman
Pederson:
"It is the decision of the Civil Service Commission of
the City of North Richland Hills, Texas, that the
indefinite suspension of Kelly Palmer be affirmed:"
Motion was seconded by Cammissioner Newsom, carried
unanimously.
Meeting was adjourned at 11:00 P.M.
