OF THE CIVIL SERVICE COMMISSION
MAY 4, 1987 AT 7:00 P.M. IN
THE NORTH RICHLAND HILLS CITY HALL

1. CALL TO ORDER: Chairman Pederson called the meeting to order at
7:30 P.M.
2. ROLL CALL: Members Present:

3. APPROVAL OF MINLiTES FOR Commissioner Welch moved, seconded by Commissioner
OCTOBER 15, 1986: Frisque to approve the minutes of October 15, 1986.
Motion carried unanimously.
4. CONSIDERATION TO RE- Chairman Pederson asked Ron McKinney if he would

PLAN FOR 1987-88 considered on the classification plan. Mr. McKinney
began by saying the first items were requested by
the library department but he wanted to point out
that Item 1, Cable Technician, had previously been
approved by the Commission three years ago for pay
grade 5 and did not need to be reconsidered by the
Commission. Also, Item 6, Librarian/Entry Level
was the same as our current Librarian position and
would not require commission action. Mr. McKinney
stated however that he agreed with Items 2 through 5
and felt the salaries coincided with the surrounding
cities.
The Chairman then asked if the Library Director was
present and if she would like to explain a little
about the reorganization and reclassification of the
positions requested by the Library.
Library Director Arlita Ha11am came forward and gave
a brief explanation of the requested changes for the
following positions: (2) Volunteer Coordinator (new
position) to be placed in pay grade 3; (3) Circulation
Supervisor (new position) to be placed in pay grade 6;
(4) Coordinators of Childrens, Adult, and Audio-Visual
Services (new position) to be placed in pay grade 8;
(5) upgrade Cable TV Coordinator from pay grade 6 to
pay grade 8.

The Chairman then asked Mrs. Hallam to explain the
current pay levels of the library personnel.
Mrs. Hallam went through each pay grade which
included library personnel giving a brief summary
of the job descriptions and amount of responsibility.
Commissioner Newsom made the motion to recommend to
the City Council that items 2,3,4, and 5 be approved.
Commissioner Frisque seconded the motion. Motion
carried unanimously.
The next items for discussion were the positions
requested in Support Services. Mr. McKinney opened
the discussion by giving the Commission a brief
description of the positions requested. Positions
as follows: (1) Auto Servicer, grade 2; (2) Lead
Mechanic, grade 8; (3) Parts Technician, grade 3;
and (4) Heavy Equipment Mechanic, grade 7.
There was a general discussion regarding the duties
and responsibilities of these new positions.
Mr. McKinney explained that the pay grades requested
for these positions were apgropriated based on the pay
grades of other positions in the Service Center.
Commissioner Welch made the motion to recommend the
four positions be classified as stated should the City
Council create those positions. Seconded by Commissioner
Frisque. Motion carried unanimously.
At this time Mr. McKinney asked the Commission to
consider upgrading the position of General Suilding
Inspector to pay grade (8), the same as Technical
Construction Inspector.
There was a general discussion concerning the duties
of the General Building•Inspector and Technical Con-
struction Inspector. Mr. McKinney tried to clarify
this by saying the Technical Construction Inspector's
responsibility is to inspect the construction and
installation of street and drainage, water and sewer
lines. The General Building Inspector's responsibility
is to inspect the contractor's work on buildings as
the construction goes on, from ground up; plumbing,
electrical, etc.
Commissioner Frisque made a motion to place the
position of General Building Inspector in pay grade
(7). Motion failed for lack of a second.
Commissioner Newsom made a motion to place the position
of General Building Inspector in pay grade (8).
Commissioner Welch seconded the motion. Motion carried
4-1. Chairman Pederson, Commissioners Roark,Welch,
Newsom voting for; Commissioner Frisque voting against.

5. CONSIDERATION TO RE- There was a general discussion on the Consumer Price
CONIl~IEND SALARY RANGES Index (CPI) and how it would affect the salary of
FOR 1987-88 the employees and the budget. The Commission asked
Mr. McKinney to gather more information including
the current change in the National CPI. The Commission
decided to set another date to evaluate the new in-
formation.
The next item of discussion was the results of the
salary survey which included salaries from other cities
in the surrounding area. The Commission asked
Mr. McKinney if he could compare the salary surveys
for 1986 and 1987 on the cities of Hurst, Euless, and
Haltom City to determine the changes in the different
classifications and salary ranges. The Conunission
again decided to discuss this item at a later date.
6. CONSIDERATION TO RE- Mr. McKinney began by giving some background infor-
COMMEND EMPLOYEE BENEFITS mation on the City's retirement system (TMRS). He
FOR 1987-88 stated that (2) years aqo the city's contribution
ratio was increased from (1 tol) to the current ratio
of (1~ to l), with the employees contributing 59 of
their salary. However, Mr. McKinney pointed out
that our employee's retirement package was still below
what other participating TMRS cities were providing.
At this time Mr. McKinney introduced Firefighter Ron
Fields who wished to speak on the subject. Mr. Fields
began by stating the employees concern regarding the
need for upgrading the city's TMRS program and request-
ed the Commission to consider recommending an upgrading
of the retirement benefits.
Mr. Fields continued with a list of recommendations
that would upgrade the city's TMRS program with minimal
expense to the city. Recommendations as follows: (1)
upgrade employee's current retirement contributions
from 5~ to 79,; (2) up~rade the city's contribution to
a(2 to 1) ratio; and (3) that retiree's receive the
. cost of living increases available through TMRS. On
another matter, Mr. Fields also asked the Commission
to consider recommending that the city pay the retiree's
health insurance premium.
Mr. Fields stated that these proposals are needed to
upgrade an inadequate retirement plan and to insure the
needs and welfare of a11 employees and their families.
He also requested that a designated representative of
the employees be placed to work with the Commission to
help study and review these proposals.
After further discussion concerning these proposals
the Commission wished to look over the information
and set another date for further deliberation.

The last item for consideration was the compensation
of unused sickleave. Mr. McKinney briefly explained
the basis of this benefit and how it would affect
the employees. Retired employees are those who
complete (20)years of continuous service with the city.
They would be permitted to conyert up to (60) days of
accumulated sickleave to vacation leave to be used for
the (12) week period immediately preceding the date of
their retirement.
Long-term employees shall receive compensation for
their unused sickleave after they have completed
(5) years of continuous service, however these
employees must maintain a minimum number of hours to
participate. Mr. McKinney continued to say that
each employee earns (120) hours sickleave credit per
year and the amount to be paid to the employee will
be determined by reducing the sickleave earned during
the last fiscal year by the amount of sickleave used.
The employee would be compensated for one-half of the
remaining unused sickleave at their regular rate of ,
pay, the other half will continue to accumulate.
After further discussion the Commission asked for a
schedule of the employees sickleave hours and infor-
mation on what other cities are currently offering
their employees. The Commission would discuss this
information at a later date.
7. ADJOURNMENT: The meeting was adjourned at 9:30 P.M.
