OF THE CIVIL 5ERVICE COMMISSION
APRIL 1, 1986 AT 6:30 P.M. IN
THE NORTH RICHLAND HILLS CITY HALL

1. CALL TO ORDER: The Chairman called the meeting to order at 6:30 P.M.
2. ROLL CALL: Members Present:
David Phelps, Chairman
George Pederson, Vice-Chairman
Jeff Newsom, Commissioner
Lyle Welch, Commissioner
Bob Roark, Commissioner
Others Present:
Ron McKinney, Civil Service Secretary
Dave Petika, Director of Parks & Recreation
3. APPROVAL OF MINUTES Commissioner Roark moved, seconded by Chairman Phelps
OF APPEAL HEARING to approve the minutes of the January 7, 1986 Appeal
OF JANUARY 7, 1986 Hearing (CS-85-02). The motion carried unanimously.

4. APPROVAL OF MINUTES Commissioner Pederson moved to approve the minutes of
OF FEBRUARY 27, 1986 the Februar,y 27, 1986 meeting with the correction to the
motion to recommend to the City Council to approve the
re-structure of the Police and Fire departments as
presented. The motion was seconded by Commissioner
Newsom. The motion carried unanimously.
5. CONSIDERATION TO Dave Petika came before the Commission to request a pay
RECONIl~lEND CLASSI- grade be established for a new Park Maintenance Foreman.
FICATION PLAN FOR Mr. Petika requested the pay grade be grade 6 with the
1986-87: other Foreman.
Commissioner Pederson moved, seconded by Commissioner
Roark, to place the Park Maintenance Foreman in pay grade
6. The motion carried unanimously.
Mr. Petika also requested to establish a pay grade for
the new positions of Recreation Center Supervisor and
Athletic Coordinator. He requested pay grade 6.
Chairman Phelps moved, seconded by Commissioner Newsom,
that both Recreation Center Supervisor and Athletic
Coordinator be placed in pay ~rade 6. The motion carried
unanimously.
Mr. Petika also requested to establish a pay grade for
Recreation Attendant. He recommended pay grade 1.

Commissioner Pederson moved, seconded by Commissioner
Welch, that the position, of Recreation Attendant be
placed in pay grade 1. The motion carried unanimously.
Mr. Petika had no further business to discuss with the
Commission.
Ron McKinney came before the Commission to request that ~
the positions of Billing Supervisor and Cashier Supervisor
be moved from pay grade 4 to pay grade 6. Mr. McKinney
explained that the position of Billing Supervisor currently
supervises positions in grade 4 and grade 5.
Commissioner Newsom moved, seconded by Commissioner Pederson,
to upgrade Billing Supervisor and Cashier Supervisor to
pay grade 6. The motion carried unanimously.
The Commission directed Mr. McKinney to contact the Finance
Director in reference to re-classify the position of Water
Service Worker in a lower pay grade.
Mr. McKinney also requested to establish a pay grade for
custodian. He recommended pay grade 2.
Commissioner Welch moved, seconded by Commissioner Pederson,
that the position of custodian be changed to Maintenance
Worker I and remain in pay grade 2. The motion carried
unanimously.
6. CONSIDERATION TO There was a general discussion by the Commission regarding
RECOI~IEND COST OF the cost-of-living increase for 1986-87.
LIVING INCREASE
FOR F.Y. 1986-87 Mr. McKinney had recommended to the Commission to consider
a 4% cost-of-living. The Commission felt that 47 was to
large of an increase. Commissioners Newsom and Roark
suggested 39 while the other members thought 2% would be
adequate. They compromised to a 2.57 C.O.L.A. increase
for 1986-87. The Commission also felt that aside from the
2.59 C.O.L.A. a merit bonus should be considered which
would be paid as a lump sum and not applied to the employees
base pay. The Commission directed Mr. McKinney to contact
the City Manager for his feeling regarding the lump sum
payment of inerit pay.
Commissioner Phelps made a motion to recommend to the City
Council a 2.5% cost-of-living increase for 1986-87.
Commissioner Welch seconded the motion. The motion carried
unanimously.
7. DISCUSSION & Mr. McKinney had submitted to the Commission a plan for
RECOMMENDATION OF compensation of unused sick leave for retiring employees
EMPLOYEE BENEFITS and long-term employees. After general discussion the
FOR 1986-87 Commission had no recommendation at this time.
