1. CALL TO ORDER The Vice Chairman called the meeting to order at 6:35 p.m.

3. APPROVAL OF MINUTES Vice Chairman Phelps moved, seconded by Commissioner Roark,
OF APRIL 12, 1983 to approve the minutes of April 12, 1983 with the following
corrections: Page 3, lOth paragraph, the sentence, "However,
under those circumstances can the employees salary exceed..."
be amended to "However, under those circumstances the employees
base salary may exceed the maximum of Pay Grade 3.", and
Page 4, 3rd paragraph, the sentence, "However, under those
circumstances can the employees..." be amended to "However,
under those circumstances the employees base salary may
exceed the maximum of Pay Grade 4.". The motion carried
2-0 with Commissioners Pederson, Newsom, and Welch abstaining
since they were not present.
4. APPROVAL OF MINUTES Commissioner Pederson moved, seconded by Vice Chairman Phelps,
OF MAY 12, 1983 to approve the minutes of May 12, 1983 as written. The
motion carried 3-0 with Commissioners Newsom and Welch
abstaining since they were not present.
5. APPROVAL OF MINUTES Commissioner Newsom moved, seconded by Commissioner Pederson,
OF AUGUST 5, 1983 to approve the minutes of August 2, 1983 as written. The
motion carried 3-0 with Vice Chairman Phelps and Commissioner
Welch abstaining since they were not present.
6. DISUCSSION OF FLEX- Mr. McKinney explained the plan to the Commission and the
IBLE COMPENSATION recent IRS regulations concerning flexible compensation
PLAN plans. He explained the IRS was more concerned with a
zero based plan. He stated the employee would not put in
any money each pay day, but as receipts were brought in they
would be paid out of his salary and his salary would be
reduced as the expenses were paid. He stated the feeling is
the employee should have some liability. He stated the other
regulation is if the employee had an excess amount of money in
his account at the end of the year he could not roll it over
_ but would forfeit the money.

There was a general disucssion by the Commission concerning
the plan and how it works.
Vice Chairman Phelps stated his biggest concern was the IRS
regulations; that there are too many unknowns right now.
He stated the roll over was one of the more attractive features
of the plan.
Commissioner Pederson stated it looked like something worth-
while and a very good benefit if you are on the upper 25%
of the salary scale. He stated he wondered if the city
could ~ustify the expense for setting up a plan like this.
He stated that if the City wanted to spend $10,000 to $12,000
for employee benefits, he could suggest a number of benefits
that would be more beneficial to everyone. He stated he
would look more favorable at something that would benefit more
of the employees.
Commissioner Welch stated he felt the legality and the City's
liability needed to be looked into. He stated that he agreed
that there are some other ways the employees could benefit
better.
Commissioner Pederson moved, seconded by Commissioner Newsom,
to delay taking any action. The motion carried unanimously.

PERSONNEL for Appeal Hearing CS 84-O1.

The change in the CPI from February 83 to February 84 was 6%. I
have prepared some comparative data showing: our current salary ranges;
current range averages for Hurst, Euless, Bedford, and Haltom City; our
current ranges plus 6%; and the survey averages plus 5%. Based on past
history, these other cities will increase their ranges on an average of 5%.
If this holds true, then you will notice that our minimums will be lower and
our maximums higher than the survey averages. This is due to our ranges
having greater spreads than any of the other cities. Our higher maximums
adequately off-set the longevity paid by the other cities as indicated in
the attached benefits analysis. Employees of the other cities will reach
maximum in four years through tenure. At that time they will subsequently
begin receiving longevity only. Our employees will continue (based on
current merit pay system) to have the opportunity to receive up to 5%
increases annually until they reach their higher maximums. This however,
only applies beginning with our Pay Grade 5.
There are some classifications that we need to look at and perhaps
reconsider their pay grades. These are: Secretary II, Warrant Officer,
Water Superintendent, and Street Superintendent. Even with a 6% increase,
these positions will be below the current ranges of the cities surveyed.
We will fall even further behind when these cities make their October 1
adjustments. Perhaps moving Secretary II and Warrant Officer up a pay
grade to Grade 5 would be more equitable. The Water and Street
Superintendents who are currently in the top pay grade for classified
positions have no place to go. An alternative would be to increase their
range in accordance with the survey average. All other positions in the
City seem to be placed in an appropriate pay grade.
Regarding benefits (and I have already covered longevity), the only area
where we are deficient is in retirement (TMRS). The City contributes a
matching ratio of 1:1 while the attached survey shows the other cities at
2:1. As some of you may recall, this was discussed last year and the
general feeling was to delay any action and to reconsider this year. I
suggest you consider recommending a 1~:1 ratio this year and perhaps 2:1
next year.
