MINUTES FOR THE SPECIAL WORR SESSION
OF THE CIVIL SERVICE COMMISSION
AUGUST 2, 1983 AT 7:00 P.M. IN
NORTH RICHLAND HILLS CITY HALL
7301 NORTHEAST LOOP 820.

The following discussion of employee benefits took place:
Mr. McKinney explained that the Council wanted the Commission to have
a workshop to do an indepth study to determine where the City is deficient
in regards to employee benefits.
Councilman Fisher stated the Council was mainly concerned about
insurance and retirement benefits.
` The Commission discussed the Group Health Insurance benefits and
reviewed the City's current insurance plan. The Commission agreed that the
$1,600 maximum out-of-pocket expense borne by the employee was adequate
protection from catastrophic expenses. The Commission discussed
dependent's coverage. They compared the current dependent enrollment
status, current family status of the employees, and the cost of dependent's
coverage. The Co~ission discussed the possibility of the City absorbing
the cost for dependent coverage.
Councilman Fisher asked Mr. McKinney to prepare a chart showing the
various costs for the City to pick up 25X, 50%, and 100~L of the cost for
dependents.
The Commission agreed that the City's insurance benefits were
competitive with the other cities and made no recommendation.
There was a general discussion of the retirement benefits. The
Commission recommended that increasing the retirement benefits should be
done in two steps. They recommended that this year "Updated Service
Credit" and "Supplemental Death Benefits" should be added and the matching
ratio should remain 1:1. The Commission recommended that next year
consideration should be given to increasing the matching ratio 2:1. The
Commission agreed that the addition of "Updated Service Credit" and
"Supplemental Death Benefits" would not bring the City in line with the
other cities but it would be the first step.

, The Commission discussed the number of holidays and agreed that they
were adequate.
The Commission agreed that while the City was behind in some benefits
they were ahead in others and that the retirement recommendation was all
that was needed at this time.
The work session concluded at 8:45 p.m.
