CALL TO ORDER The Chairman called the meeting to order at 7:00 p.m. 2. ROLL CALL Members Present: Ed Szol Chairman David Phelps Vice Chairman Bob Roark Others Present: Ron McKinney Civil Service Secretary Dick Fisher Councilman Stan Gertz Fire Chief Bobbie McCorkle Court Clerk Absent: George Pederson Commission Member 3. APPROVAL OF MINUTES Ch~irman Szol moved, seconded by Commissioner Phelps, OF MARCH 24, 1983 to ap~rove the minutes of March 24, 1983 with the following corrections: Page 2, fifth paragraph be amended to read "This will allow the City the opportunity to be open one extra day per year," and page 4, first paragraph be amended to read "The Commission discussed the Fire Captain Classification and were of the unanimous opinion there was not a need for another layer of supervision." The minutes were approved as corrected unanimously. 4. DISCUSSION OF EMPLOYEE Chairman Szol moved that the Commission recommend one BENEFITS of the holidays be designated as a floating holiday to " be scheduled by the Department Heads on the basis of efficiency; this will allow~the City to operate one additional day per year and will allow employees to have an individual selection of the day of the holiday. The motion was seconded by Commissioner Phelps. The motion carried unanimously. Chairman Szol moved, seconded by Coffiissioner Phelps, to recommend the Certification/Education Compensation Plan as submitted. The motion carried unanimously. Chairman Szol asked that discussion of the retirement benefit be moved to the end of Agenda Item ~f6 and that Agenda Item ~~6 be discussed next. 6. DISCUSSION OF SALARY There was a general discussion by the Commission RANGES FOR 1983-84 regarding the CPI-U and the CPI-W. The Chairman L stated that since CPI-U was used in the past for the cost-of-living adjustment that the Commission should CIVIL SERVICE MINUTES . A~xil 12, 1983 Page 2 ~ stay with the CPI-U which is 3.7%. Chairman Szol stated he also recommended for discussion that the Commission recommend to the City Council that a merit increase be 2.3% which would give a total increase of 6%. Commissioner Phelps stated that what he had in mind was a 5% to 6y total increase. ~ Chairman Szol moved, seconded by Commissioner Phelps, to recommend that the general increase be 3.7% based on the CPI-U Index from February of 1982 to February of 1983 and a merit increase budget be 2.3~ for a total budget of 6% and further recommend that the minimum of the salary range be increased by 6~ for all salary ranges. The motion carried unanimously. 4. The Commission discussed the retirement plan. Chairman Szol stated that if Option ~fl was selected, it would pick up 100% of the updated service credit and would pick up the supplemental death benefit. He stated that if Option 1 was taken, the cost would be increased 20~. The Commission discussed Option ~~1 and the cost. Chairman Szol moved, seconded by Commissioner Phelps, to recommend that proposed Plan ~~1 (attached) be implemented with the annuity increase effective January 1, 1984. The motion carried unanimously. 5. JOB CLASSIFICATION Bobbie McCorkle came before the Commission to present the PLAN the position of Warrant Officer and to request that it be classified in Pay Grade 3. The Commission discussed the position of Warrant Officer. Chairman Szol stated he had a problem with this position being recommended for Pay Grade 3 while the Jail Attendant was being recommended for Pay Grade 6. Mr. McKinney stated that there was not anything to compare the Warrant Officer position with because the other cities use a police officer. Commissioner Phelps stated that Pay Grade 3 seemed too low to him. Chairman Szol asked if this person would have to know the laws. ~,L Ms. McCorkle stated this person would have to know what legal rights are of an individual. CIVIL SERVICE MINUTES _ .4~xi1 12, 1983 Page 3 Chairman Szol stated he felt the warrant officer position should be placed in Pay Grade 4. He stated he felt the jail attendant should be placed in Pay Grade 5 rather than Pay Grade 6 which the Commission discussed at the previous meeting. Chairman Szol moved, seconded by Commissioner Phelps, that the position of Warrant Officer, if approved by the City Council, be placed in Labor Grade 4. The motion carried unanimously. Chairman Szol moved, seconded by Commissioner Phelps, that the position of Jail Attendant, if approved by the City Council, be placed in Labor Grade 5. The motion carried unanimously. Commissioner Phelps moved that the position of Technical Services Librarian, if approved by the City Council, be placed in Pay Grade 7. The motion carried unanimously. Stan Gertz came forward to present the paramedics job description. He explained that this position was one step above the Firefighter EMT. He stated that the paramedics' ~ob description is along the lines of a firefighter but the primary responsibilities were changed. He explained the different responsibilities of the paramedic. He stated that when they are not serving in a paramedic capacity they will report to the fire scene and perform duties outside the fire itself, i.e. running pumps and equipment. The Commission discussed the paramedic position. Stan Gertz stated that when the paramedic program was presented to Council, there was a proposed $100 a month increase above that of an EMT. Chairman Szol asked what labor grade he was recommending. Chef Gertz stated he was not recommending a labor grade but a$100 a month increase for the certification. Chairman Szol moved, seconded by Commissioner Phelps, that the Commission establish the position of Firefighter/Paramedic in Public Safety Labor Grade 3 and all such employees assigned to that classification will be paid an additional $100 per month above their base salary. He stated the duties are the same as a Firefighter/Paramedic but this individual will in addition maintain an inventory of inedical supplies, equipment, be in charge of the paper work, etc. He stated this person will be someone that he can hold responsible to see that the program is instituted properly. He explained the different responsibilities. He stated the proposed salary when it went to Council was $150 a month above that of a Fire Lieutenant. There was a general discussion by the Commission. The Commission felt that the Fire Lieutenant/Paramedic was already being paid to supervise and should get the same additional amount as the Firefighter/Paramedic. Commissioner Phelps moved, seconded by Chairman Szol, that the Commission establish the position of Fire Lieutenant/Paramedic in Public Safety Labor Grade 4 *Amended to "However, under and all such employees assigned to that classification those circumstances the will be paid an additional $100 per month above their employees base salary may base salary. CERTIFICATION/EDUCATION COMPENSATION PLAN REGULATIONS 1. PURPOSE This regulation provides authorization for the payment of compensation to all fire protection personnel in addition to regular pay if such personnel have completed certain specified courses at an accredited college or university in compliance with the provisions of this regulation. 2. DEFINITSONS A. Fire Protection PeXSOnnel: A.member of the North Richland Hills Fire Department certified by the Texas Co~ission on Fire Pro~ection Personnal Standrads and Education (T.C.F.P.P.S.E.) as a fire protection specialist who has been certified by the agency in compliance with the North Richland Hills Civil Service Rules and Regulations. . B. Fire Commission: The Texas Co~ission on Fire Protection Personnel Standards ~ and Education. C. Certification: The agency process of granting, reviewing or upgrading a certification by T.C.F..P.P.S.E. - D. Accredited Co11e~.Le or University: Any college or university accredited by the nationally recognized accrediting agency and a~proved T.C.F.P.P.S.E. E. Training and Education Points: Twenty classroom hours from a training ~rogra~n or one semester hour from an accredited college or university program that . is approved and accepted by T.C.F.P.P.S.E. ~ F. ApsLroved Degree: A job related college degree approved by the Fire Chief. (i.e., sociology, psychology, law enforcement, fire protection). G. A~,proved Degree Plan: A degree plan completed by an officer at an 'accredited college or university and approved by the Fire Chief. H. Basic Certification: For the purpose of this regulation, the term basic shall include the basic (interim) level of certification. I. Associate Degree: A twa year degree from an accredited two year Jr. College. J. Approved Courses: The fields of study dealing with public ar business admin- istration, fire protection, industrial fire protection, criminal justice, . psychology, sociology or any field of study deemed appropriate by the Fire Chief. 3. ELIGIBILITY . • . All certified personnel except the Fire Chief, Ass't Fire Chief and Fire ~iarshal shall be eligible for compensation under this regulation. y " . . 4. CERTIFICATION PROCEDURE ~ ~ • Once the fire protection personnel have been certified by T.C.F.P.P.S.E. or been promoted by the Fire Chief shall notify the Personnel office and Finance office of the"change. ~ A. Any additional college semester hours added to the personnel's e3ucational file must be a certified copy. , B. Each officer will need to turn a copy of his/her certificate in to the " Personnel DireCtor. • C. Any officer having more than sixty semester hours shall have an approved degree plan on file at a college or university. D. Any upgrade submitted after the 15th of the month shall be considered only for subsequent months, not for the month of submission. . 5. ACCEPTABLE C4LiRSE OF STUDY ~ ~ The CiEy Manager and Fire Chief shall have final approval of any course. 6. PROGR.AM REVIEW The City Manager and Fire Chief shall cause at least one annual review or audit of the program and shall report any and all findings regarding discrepancies ' identified with recoimnended remedies for timely adaptation of subsequent rules. 7. All percentages will be figured on firefighter's ~ecruit base salary. REQUIREMENTS FOR CERTIFICATION 1. A. Successful completion of 335 hours of instruction in prescribed subject areas at a certified training school. B. The training school must be approved by the Texas Commission on Fire Protection Personnel SCandards and Education. C. The candidate must complete the required training for a basic certificate within the first twelve months of effective date of employment. ' D. The candidate must complete one year of service in fire supression activities prior to the issuance bf a basic certificate. 2. THE INTERMEDIATE CERTIFICATE - A. Must possess a basic certificate. • ' B. Must acquire the following combination of education and training points with ~ prescribed years service or a college degree designated and approved by the T.C.F.P.P.S.E. 2. ~ 1. One semester hour or unit in a recognized college or university'shall equal one training point. 2. Twenty classroom hours of fire protection training in approved programs shall equal one training point. (repeat programs will not be accepted for credit).
