OF THE CIVIL SERVICE COMMISSION

CALL TO ORDER Chairman Szol called the meeting to order at
7:00 P.M.

APPROVAL OF MINUTES Chairman Szol moved, seconded by Commissioner Skelton,
OF APRIL 20, 1982 to approve the minutes of April 20, 1982 as written.
The motion carried unanimously.
REQUEST BY FINANCE Lou Spiegel, Finance Director, explained that the

DIRECTOR TO RECLASSIFY position of Deputy Tax Assessor/Collector has become
DEPUTY TAX ASSESSOR/ obsolete because of the Tarrant County Appraisal
COLLECTOR TO ACCOUNT District and all collecting will be done through the
CLERK Central Cashier. She stated that basically all that
is left to do in the Tax office is paperwork. She
said this person will assume the clerical work in
the Tax Department and part of the duties in the
Finance Department. She explained what she has is two
part-time positions she is trying to combine into one
full-time position.
Chairman Szol asked what pay grade the current job is in.
Mr. McKinney stated that it is in Pay Grade 5. He said
that Hurst and Haltom City both have the Account Clerk
position in Pay Grade 5. He said Hurst's starting
salary is exactly the same as ours and Haltom City's is
a little higher. He said that by reclassifying the
position and leaving it in Pay Grade 5 it would be
put in its proper pay grade compared to the cities
that have this position.
Chairman Szol asked if the job was similar in cantent..

Mr. McKinney said they are comparable. He said he has
Hurst's job description and it is almost verbatim to ours.
Chairman Szol asked if the same person will fill this
position.
Mr. McKinney stated that the other person has resigned
and it is a vacated position. He explained that the
position won't be filled in October because it is an
obsolete position; the duties of Deputy Tax Assessor/
Collector are no longer there.
Commissioner Roark asked if the City no longer has a
Tax Assessor.
The Finance Director explained that by law the City
has to go with Tarrant Appraisal District. She said
all the City will do is send out the statements and
collect.
Commissioner Pederson asked what"the duties were of
the Deputy Tax Assessor.
Lou Spiegel said she had to know how to assess and
appraise property and answer citizens' questions. She
said this person will not need to have that expertise
because the citizens will be referred to the Appraisal
District.
Commissioner Pederson said it sounded like there is a
good differential between the Deputy Tax Assessor and
the Account Clerk.
Lou Spiegel explained the differences in duties. She
said if you go on technical skill and qualifications
they are basically the same.
Chairman Szol moved to recoIIUnend to the City Council
that the position of Deputy Tax Assessor/Collector be
eliminated and the position of Account Clerk be
established at Pay Grade 5. The motion was seconded
by Commissioner Phelps. The motion carried unanimously.
CLARIFICATION OF Stan Gertz, Fire Chief stated that Rule 10.03c provides
RULE 10.03c~ a guideli~e but not a penalty. He said the Rule doesn't
state who can take away a benefit. He explained that
the Fire Department has the lowest turnover rate in
number as well as percentage. He said there are
employees in the Fire Department who receive four and

five weeks vatation. Chief Gertz explained to the
Commission the procedure the Fire Department uses for
scheduling vacations. He explained that some firemen
don't like to take vacation time because they can use
their earned compensatory time. He said a fireman can
take two compensatory holidays and he more or less gets
two weeks vacation. He asked the Commission if a person
refuses to take his vacation within the time allotted,
does he lose what he has accrued or does the department
head make him take his vacation.
Chairman Szol said that relative to the accrual and the
way the Depa~tment's procedure is now, his interpretation
of the Rule is the Department Head has the right to
make the employee take his vacation or allow him to
accrue it according to the accrual method. He said
the Department Head can write the City Council requesting
that the employee be allowed to accrue it up to two years.
He said there is nothing in the Rule as he reads which
allows him to accrue beyond the two years.
The Commission discussed how vacations are scheduled in
the Police Department and other departments. Chairman
Szol said that the procedure needs to be uniform through-
out the City. Commissioner Pederson stated allowances
need to be made and differentiated between the departments.
Chairman Szol suggesting making a rule that vacations
can only be scheduled in increments of one week.
The Commission discussed how a 56-hour week works in
the Fire Department. Mr. McKinney explained a fireman
works an average of 2~ shifts in a week's time. He said
a fireman is on 24 hours and off 48 hours which averages
out to 2~ shifts or 56 hours.
There was a general discussion regarding the scheduling
of vacations and holidays and the procedure the other
cities use. Chairman Szol stated he was concerned about
how vacations are scheduled throughout the City. He
suggested that Mr. McKinney include this when he rewrites
the Rules and Regulations. He said he felt vacations
should be scheduled in increments of one week and the
Rule could be worded in such a way that the department
heads would have some discretion on how they allow
vacations.

The employees of the Street Department of North Richland Hills
would like to know the Commission's viewpoint pertaining to
the yearly longevity that the employees have received in
the years past.
We have heard rumors to the effect that longevity has already
been dropped as a benefit for the employees of North Richland
Hills.
The employees of the Street Department wish for this benefit
to continue.
To the 6ommission and all concerned we would like to discuss
this matter with the Commission if necessary.
