CITY OF NORTH RICHLAND HILLS
JULY 28, 1981
The Civil Service Commission of the City of North Richland Hills held a regularly
scheduled meeting in the Conference Room of t1~e City HaII Building.

The meetin q was called to order at 7:30 p.m. by Chairman Betts.
Chairman Betts introduced Pat Evans to the Board and welcomed Councilwoman Groves.
AGENDA ITEM 1. APPROVAL OF MINUTES
.
The minutes of the June 16, 1981 meeting were approved on a motion by Ed Szol and
seconded by Bob Skelton. Motion carried unanimously.
AGENDA ITEM 2. 1NINUTES OF MAY 19, I981 MEETING SIGNED
The Minutes of the May 19, 1981 meeting were si gned by Chairn~an Betts. Minutes had
previously been approved.
AGENDA ITEM 3. INTERPRETATION OF RULE 7.08, PARAGRAPH "a" AND "f"
Police Officer Larry Counts asked the Board for an interpretation of Rule 7.08,
Paragraphs "a" and "f" pertaining to ratings of examinations.
Officer Counts explained that on July 8, 1981, both a written and an oral examina-
tion were given for the Police Officer III rating. Officer Counts felt Iike both
tests should be taken into consideration and the scores totaled. He was failed on
the oral examination alone.
Commissioner Szol said he felt like, inasmuch as two examinations were taken, both
examinations should be considered and the scores totaled; pass or fail ratings, where
more than one examination is involved, should not be on the merit of only one of the
examinations.

Ron McKinney explained to the Commission that the tests were administered on the basis
of guidelines set forth by the Texas Commission of Law Enforcement Officers.
There was discussion pertaining to changinq the wording in the Rules and Regulations
on examinations in order to make the wording clearer. Chairman Betts explained that
the Rules and Regulations could be changed at any time. Chairman Betts said he would
like to luiow what would be considered fairer.
There was discussion about establis hing definite guidelines for the Ora1 Review Board.
Chairman Betts explained that was not the issue in this particular case. Chairman
Betts s aid he felt like the Board should study this problem in a possi ble work session.
Commissioner 5zo1 as ked i f the Commission proposes changes, would the proposed changes
be suLrnitted to the City Council. Mr. Betts explained any proposed changes should
be initiated first by the employee, then submitted to the Department Head, and then
to the City Manager and then to the City Council.
Chairman Betts asked if there was anyone else wishing to speak on the rule inter-
pretation.
Chairman Betts said he felt Iike Ru1e 7.08, Paragraphs "a" and "f" were expZicitly
d efined .
A~otion was made by Bi11 Betts and seconded by Bob Skelton that Larry Counts be
awarded the promotion, citing Rule 7.08, paragraphs "a" and "f", and Officer
Honeycutt fa11 back to number one on the Eli gibility List, and that Officer Counts
pay be retroactive. Motion carried unanimously.
AGENDA ITEM 4. STUDY OF SERGEANT'S PROMOTION AND ELIGIBILITY LIST
Detective Scott Sullins of the Police Department asked the Commission where a
person would be placed on the Eli gibility List if a promotion was declined, speci-
fically would he fa1l to second or last in eli gibility. Detective Sullins explained
to the Commissioners he declined the promotion to continue his college education
citing he lacked approximately twenty hours to satisfy degree requirements.
Ron McKinney said he felt that Detective Sullins should r~nain on the top of the
Eli qibility List because of the circumstances involved in declining the promotion.
Commissioner Szol read to the Board, from the Civi1 Service Rules and Regulations,
Page 22, Paragraph 8.05, Removal of Names from List.

There was a generaZ discussion pertaining to possible hazzards of setting precedent
of allowing empZoyees to decline a promotion and remaining at the top of the
Eligibility List.
A motion was made by Bill Betts seconded by Bob Skelton, that in the case of Scott
Sullins, that he wiZ1 remain on top of the Eligibility List for a period of one
year from date of testing, but if another promotion opens and is refused by him,
he will be placed at the bottom of the ElibiZity List. Motion carried unanimously.
AGENDA ITEM 5. RECOMMENDATION TO CITY COUNCIL ON COST OF LIVING FOR BUDGET PURPOSES
A motion was made by Bill Betts and seconded by Bob Skelton that according to the
Charter of the City of North Richland HiZls, Article XVII, Section 27, requires
that this Commission furnish to the City Council the latest published National
cost of living fi gures, that being the fi gures for April 1981, which shows ten
percent; therefore, we recommend to the Council that the cost of Iiving increase
be ten percent. Motion carried unanimously.
The meeting was adjounred at 8:45 p.m.
