CITY OF NORTH RICHLAND HILLS
June 1, 1981
A special closed meeting was called to order at 7:00 p.m.
in the Council Conference Room located in the City Hall
Building, 7301 Northeast Loop 820.

Chairman BilZ Betts opened the discussion of employee benefits.
Our annual survey of neighboring cities was carefully studied,
one item at a time and motions were made with regard to each
item.
VACATION:
Vice Chairman Ed Szol made a motion to accept our present plan
with no change. Mr. Bob Skelton seconded the motion; motion
carried by unanimous-vote.
HOLIDAYS:
Mr. Bob Skelton made a motion recommending that our holiday
schedule is sufficient. Vice Chairman Ed Szol seconded the
motion; motion carried by unanimous vote.
SICK LEAVE: Chairman Bill Betts made a motion to recommend
keeping the sick leave program as it presently exists. Vice
Chairman Ed Szol seconded the motion; motion carried by
unanimous vote.
LONGEVITY: Mr. Bob Skelton made a motion that the longevity
program remain as it is. Vice Chairman Ed Szol seconded the
motion; motion<~arried by unanimous vote.

RETIREMENT:
Vice Chairman Ed Szol made a motion to accept the present
program as in effect at the present time. Mr. Bob Skelton
seconded the motion; motion carried by unanimous vote.
SOCIAL SECURITY:
Consideration was given to the City paying the employee's
contribution for the remaining year we wi11 be under this
program. Chairman Bill Betts made a motion to leave this
part of the benefit package as it is. Mr. Bob Skelton
seconded the motion; motion carried by unanimous vote.
MEDICAL COVERAGE/LIFE INSURANCE:
Since the medical coverage and life insurance are in the same
package, they will be discussed at our regular Civil Service
meeting on the 9th. A Committee is studying possible changes
in this plan and will have a report available at this next
meeting.
WORKERS' COMPENSATION:
State Law governs this item, making very little need for
changes. Chairman Bill Betts made a motion to retain the
same coverage. Mr. Bob Skelton seconded the motion; motion
carried by unanimous vote.
JURY DUTY:
Chairman Bill Betts expressed a recommendation that the
employees who serve on official jury duty should keep their
jury checks to help offset the expenses for parking, eating
and transportation Downtown. Chairman Bill Betts made a motion
that the employee keep their jury checks. No change was made
in the employee receiving his/her regular salary. The motion
was seconded by Vice Chairman Ed Szol; motion carried by
unanimous vote.
MILITARY LEAVE:
Chairman Bill Betts made a motion that no change be made because
we are under the U. S. Code requirements. This motion was
seconded and carried by unanimous vote.
SCHOOLING REIMBURSEMENT:
Chairman Bill Betts made a motion recommending that we adopt
the reimbursement policy of Farmers Branch with minor changes
as follows.
"That the cost of tuition and books be reimbursed by the
City under these conditions.

D. Approved by the City Manager -
E. Employee makes a grade of "C" or better.-
F. Will not reimburse any cost covered by another
governmental agency, special grants or scholarships -
G. Paid receipts accompanying the request for reimburse-
ment."
The above motion was seconded by Mr. Bob Skelton and carried
by unanimous vote.
UNIFORMS:
Discussion and survey information revealed that changes are
needed to equalize this benefit among the departments. The City
furnished uniforms and all bunker equipment for the firefighters.
The City furnished uniforms for all the maintenance and labor
positions. The Police Department provides only a$30.00 monthly
allowance. A new patrolman coming onto the force is paying for
uniforms and weapon.
A recommendation was made by C. W. Williams, City Manager,
with regard to the Police Department. Mr. Bob Skelton put
the recommendation into this motion:
"That effective in the new budget, (1) the City furnish
all uniform items; (2) the City furnish all other items required
to go to work, except weapon, holster and footwear; (3) the City
reimburse incumbents a comparable amount, for uniformed officers
a minimum of $250.00 and a maximum of $450.00; also for non-
certified personnel a minimum of $150.00 and a maximum of $250.00;
(4) the amounts to be reimbursed are determined by the department
head; (5) all uniformed personnel are described as uniformed
patrol and detectives; all non-certified personnel are described
as dispatchers and animal control; (6) the City continue an
allowance of $30.00 for cleaning expense."
Vice Chairman Ed Szol seconded the motion; motion carried by
unanimous vote.
This concluded the special meeting agenda and the meeting was
adjourned at approximately 9s15 p.m.
