COMMISSTON MEMBERS PRESENT Bill J. Betts, Chairman Edmund Szol, Vice Chairman Bob Skelton OTHERS PRESENT Sandi Copeland, Mid-Cities News C. W. Williams, City Manager Sharyl Groves, Councilwoman Members of the Police Department Helen Cline, Civil Service Secretary AGENDA Item 1. Approval of Minutes - ~r Due to the changes in committee membership and other unavoid- able circumstances, Minutes of certain meetings are approved at this time as follows: A letter on file from Jim Ramsey states his approval of the February 17th meeting. A letter on file from Bob Henderson states his approval of the Appeal Hearing Minutes on October lOth and the regular meeting on October 14th. Chairman Bill Betts asked the new Commissioners if they objected to accepting the above listed minutes for approval. They had no objection. Ed Szol, Vice Chairman made a motion for approval of the minutes. Motion was seconded by Bob Skelton and carried by unanimous vote. Minutes of the April 14th meeting were approved by a motion from Bob Skelton. The motion was seconded by Ed Szol and carried by unanimous vote. AGENDA Items 2, 3, and 4. Chairman Bill Betts recommended passing over these until Item 5 was considered. AGENDA Item 5. Regulations for Promotional Tests - Chairman Bill Betts recognized members of the Police Department who had requested that this item be placed on the agenda. Minutes May 19, 1981 Page 2 Vacancies exist in the Police Officer IIT classification at this time. Since these openings occurred, a vacancy in the Sergeant's position opened, causing some of the procedural questions to arise. The purpose ot the Commission along with management in this review was to consider all the factors and how these factors affect the personnel involved in the upcoming promotions. In conclusion of the discussion Chairman Bill Betts asked for a motion. Ed szol, Vice Chairman, made the following motion. "That the four individuals in the Police Officer II position, with two years in grade be given the examination to fill the vacancies in the Police Officer III classification. Upon com- pletion of the examination and filling of the Police Officer III positions by those who pass the examination, then another examination be given to all the incumbents a€ the Police Officer III classification for the Sergeant's position. Reason for all of the No. III's being tested is that we only have two persons eligible and the Charter requires that at least three people with two years in grade be submitted. In the event sufficient candidates are not selected as result of the test for Police Officer III, the Sergeants examination will proceed with those that are currently in the No. III classi- fication and those that did pass the Police Officer III exami- nation." The motion was seconded by Bob Skelton. The motion carried by unanimous vote. Chairman Bill Betts instructed the Civil Service Secretary to type this motion on City letterhead, give it to the City Manager and make copies for the Commission and Council representative. AGENDA Item 2. Civil Service Budget - The Commission agreed on tentative figures to be submitted to the City Manager by June lst. AGENDA Item 3. Employee Benefits - Survey information on employee benefits was presented by the Civil Service Secretary. The Civil Service Secretary was instructed to compile all the information into one format for Minutes May 19, 1981 ~t_ Page 3 easier comparison study by the Commission. The Commission scheduled a called worksession for June lst at 7:00 p.m. for this study. AGENDA Item 4. Setting a Date for a Joint Worksession - The Commission set a tentative date for a joint worksession with the Department Heads on May 30th at 7:00 p.m. The Civil Service Secretary was instructed to confirm this date with the City Manager by letter with copies to the Commissioners.
