APRIL 14, 1981
7:30 P. M.
The Civil Service Commission of the City of North Richland Hills
met at 7:30 p.m. in a regularly scheduled meeting in the Conference
Room of the City Hall Building.

AGENDA Item 1. Approval of Minutes -
The Commission instructed the Civil Service
Secretary to write a letter to the former Commissioner,
Jim Ramsey, who attended the February 17th meeting and
who is now a member of the City Council. Minutes of
the meeting are to be enclosed for his review and for
his approval.
AGENDA Item 2. Election of Vice-Chairman for the CSC -
Chairman Bill Betts welcomed the two new Commissioners,
Mr. Edmund Szol, and Mr. Robert Skelton, opening the
floor for nomination of a Vice-Chairman.
Mr. Robert Skelton made a motion to nominate Mr. Edmund
Szol. Chairman Bill Betts seconded the motion; motion
carried by unanimous vote.
AGENDA Item 3. Discuss Salary Survey and Benefits Survey -
Our City Charter requires the Co~ission to maintain
continuous surveillance of other cities, surveys
to assure recommendations adequate to keep this program
current. The Commission instructed the CS Secretary
to conduct these surveys by personal appointments with
other cities in this area.
AGENDA Item 4. Consider Proposed Form for Personnel Changes -
Copies of the proposed personnel action request were
reviewed and discussed. Chuck Williams presented the
form. Mr. Robert Skelton made a motion to approve the
form with the minor changes. Mr. Edmund Szol seconded
the motion; motion carried by unanimous vote.

AGENDA Item 5. Review the Duties & Responsibilities of the
Personnel Administrator/Civil Service Secretary -
Chairma.n Bill Betts instructed the Personnel
Administrator/Civil Service Secretary to be responsible
for answering all insurance questions for the employees,
handling the workers compensation papers and so forth,
and to become the "expert" of employee insurance needs.
He also asked that any related duties be assigned by
the Civil Service Commission. (Reference: Job specs)
No written requirements were made for the Personnel
Administrator. Instructions were given to hand out
the Employee Handbook to new hires during the orienta-
tion time.
AGENDA Item 6. Consider Joint Worksession Between Department Heads
and the Civil Service Commission -
A joint worksession is being planned for the near
future. The new members expressed a need to get more
acquainted with our system and procedures.

AGENDA Item 7. Review Policies and Practices Regarding Promotions -
This item will be included on the worksession agenda.
No further discussion was needed at this time.
AGENDA Item 8. Consider Local Chapter Membership in the International
Personnel Management Association -
The Commission agreed that we should submit the $5.00
membership fee for one year in the local chapter of
International Personnel Management Association.
Mr. Robert Skelton made the motion for one year member-
ship. Mr. Edmund Szol seconded the motion; motion
carried by unanimous vote.
ADJOURNMENT: Motion for ad~ournment was made by Mr. Robert Skelton,
seconded by Mr. Edmund Szol. The motion carried and
the meetin was adjourned at approximately 9:25 p.m.
