CITY OF NORTH RICHLAND HILLS
November 10, 1980
The Civil Service Commission of the City of North Richland Hills met
at 6:00 o'clock p.m. in a regular meeting held in the City Hall Building.

AGENDA ITEM 1. Approval of Minutes From Grievance Hearing No. CS -80 -2
G. W. Williams -
Acting Chairman Bill Betts made a motion to postpone
this item until the next meeting because the two members
of the Commission involved in the hearing were not
present at this time.
AGENDA ITEM 2. Approval of Minutes From the Regular Civil Service
meeting on October 14, 1980 -
The Acting Chairman made a motion to postpone any action
on these Minutes for the same reason as stated above.
AGENDA ITEM 3. Consider New Job Description for Planning /Zoning Coordinator -
The letter dated 11 -6, ACML 0004 -80 was received by the
Commission, along with the new job description from Dennis
Horvath. The Commission reviewed the specifications,
making these comments.
The word incumbent in the third paragraph is a misnomer.
No competitive examination has been held for this new
classification.
Reference to explaining zoning ordinances to customers,
the Commission asked who is presently doing this.
Under "Requirements of Work" both Commissioners disagree
with this, stating it would appear the job specifications
were written for a specific person.
Acting Chairman Bill Betts made a motion that Item 3 be
answered by the City Council after its response to the
recommended rule change 5.09e Extending Salary Adjustments
to Include All Employees, dated May 8, 1979. Jim Ramsey
seconded the motion; motion carried by unanimous vote.

INSTRUCTIONS: The Commission instructed the Civil Service Secretary
to write a letter to the City Manager, copy to the
Assistant City Manager, with reference to this Item 3.
ADJOURN-
MENT: The meeting was adjourned by a motion from Jim Ramsey,
seconded by Bill Betts. (Approximately 6:48 p.m.)

Dear Chuck:
With reference to Item No. 3 on the Civil Service Agenda for
November 10, 1980, the Commission has requested this letter.
The recommendation was made on May 8, 1979 for an addition to
CS Rule 5.09 Salary Adjustments which states as follows:
5.09e Salary Adjustments -
Department Heads may request salary adjustments for regular employees
at any time provided any of the following conditions are met:
(1) The employee merits an increase on the basis of meritorious
service and efficiency or,
(2) The employee receives additional schooling and exceeds the
educational and experience requirements for the position or,
(3) The Department Head provides evidence that there is a shortage
of qualified persons for a particular position.
The submittal must be fully documented by the Department Head and
the requisition for increase or adjustment is forwarded through the
Civil Service Commission for approval by the City Manager and the
City Council. (end of quote)
The new job description referred to above and /or item 6 (5 -8 -79)
must be approved by the City Council. We would recommend approval
of Item 6 prior to the new job description for Planning /Zoning
Coordinator.
The Commission feels that this new job description is possibly only
one of many forthcoming in order to get increases in salary.
Therefore, would not our recommendation for 5.09e suffice for all
departments?
