HomeMy WebLinkAboutCIV 1980-10-14 MinutesCIVIL SERVICE COMMISSION CITY OF NORTH RICHLAND HILLS OCTOBER 14, 1980 Chairman Bob Henderson called the regular meeting of the Civil Service Commission to order at 7:07 p.m. in the Conference Room of the City Hall Building. MEMBERS PRESENT Bob L. Henderson, Chairman Bill J. Betts, Vice Chairman Helen Cline, Civil Service Secretary OTHERS ' PRESENT Linda Johnson, Fort Worth Star Telegram Jim Ramsey, citizen observer Jack Long Mike Chenault Randy Shiflet AGENDA ITEM 1. Approval of Civil Service Minutes - Vice Chairman Bill Betts made a motion that the Civil Service Minutes be approved as written. Chairman Bob Henderson seconded the motion; the motion carried by unanimous vote. AGENDA ITEM 2. Consider New Job Title and Job Description for Planning /Zoning - Vice Chairman Bill Betts made a motion to postpone Agenda Item 2 until next meeting due to the lack of paperwork to support the new job description. Chairman Bob Henderson seconded the motion; the motion carried by unanimous vote. AGENDA ITEM 3. Discuss Minor Rule Change Regarding the Cost of Living - Chairman Bob Henderson initiated this subject in order to bring harmony between the City Charter, Article XVII, Section 27 and the Civil Service Rule 5.04. Since the Charter supersedes the Rule Book, the Commission must comply with the Charter. Section 27 states there shall be an annual salary adjustment to all salaries according to the national index cost of living. Rule 5.04 states the Commission shall recommend an automatic annual adjustment of all salaries conforming to the latest published national index cost of living figures "for the Dallas area ". The motion from the Chair was to recommend removing the words, "for the Dallas area" from Rule 5.04 under Maintenance of the Compensation Plan to make it compatible with the Charter. Vice Chairman Bill Betts seconded the motion; the motion carried by unanimous vote. AGENDA ITEM 4. Review and Discuss Grievance Papers Filed on October 3. In the review of grievance papers Bill Betts expressed that inasmuch as - someone has opened a Pandora's box situation, that needs to be answered by outside legal advice, the Commission should schedule a special meeting prior to November 3rd with their own counselor. Their goal is to have unbiased legal advice as to what they can do under the Charter. October 14, 1980 Vice Chairman Bill Betts made a motion that this item be postponed until outside legal help can be secured. Chairman Bob Henderson seconded the motion; the motion carried by unanimous vote. AGENDA ITEM 5. Separation Forms and Separation Interviews - Vice Chairman Bill Betts made a motion that the Chairman send a letter to the City Manager asking for input regarding separation interviews and forms to be returned to the Commission before the next meeting. The Commission hopes to adopt a standard and be uniform in conducting separation interviews. Chairman Bob Henderson seconded the motion; the motion carried by unanimous vote. AGENDA ITEM 6. Discuss Clerk II Classification in the Police Department - Discussion was held with regard to the duties of clerks in the Police Department. Randy Shiflet presented information pertaining to the need for different type of screening for applicants who are responsible for confidential documents. Jack Long stated that it is necessary to conduct a background investigation on applicants for this position in their department as opposed to other departments in City Hall. Vice Chairman Bill Betts asked members of the Police Department to explain what some of the Clerk II requirements are and asked whether they have to be bonded. They answered that presently Clerk II's are required to take a typing test and that very little typing is actually done by the Clerk II's in that department. They do no require bonding. Randy said what they need to know from the Commission is whether a separate eligibility list may be established for these clerks or whether a new job description should be submitted. The Commission affirmed that there was only one way to keep within the Charter. Vice Chairman Bill Betts made a motion that we postpone Item No. 7 until the Police Department comes back with justification for a new classification accompanied by a job description and a salary recommendation. Chairman Bob Henderson seconded the motion; the motion carried by unanimous vote.
