Chairman Bob Henderson called the regular Civil Service meeting to order at 7:00 p.m. in the Council Conference Room. COMMISSION MEMBERS PRESENT Mr. Bob L. Henderson, Chairman Mr. Bill J. Betts, Vice Chairman Helen Cline, Civil Service Secretary MEMBERS ABSENT Mr. James McCracken OTHERS PRESENT Mr. C. W. Williams, City Manager G. W. Williams, Police Chief Randy Shiflet, Sergeant Ron McKinney, Sergeant AGENDA ITEM 1. Approval of Minutes from July 8th Meeting - Mr. Bill Betts made a motion to approve the Minutes of July 8th as written. Chairman Bob Henderson seconded the motion; motion carried by a vote of 2- 0. AGENDA ITEM 2. Consider Rule 4.05 Effect of Classification Change on Incumbent - Attention was given to paragraph b. with its subsections 1 through 4 as one alternative in reclassifying any position while it is filled. Another alternative is detailed in paragraph c.(4.05) which states: "Whenever a position is reclassified from one class to a higher class and the conditions in (b) above are not met, the incumbent shall not continue in the position, but shall be eligible to qualify for the position under the new classification by successfully passing a qualifying examination as prescribed by these rules." Discussions included the purpose for reclassification and the impact it could have on other employees and other ` possible changes throughout the classification plan. Minutes ~ August 12, 1980 Page 2 Discussion was concluded by a motion from Vice Chairman Bill Betts as follows. "I make a motion that it will be impossible for this Commission to interpret Rule 4.05 unless reference is made to Section 8 of the City Charter." Chairman Bob Henderson seconded the motion; motion carried by a vote of 2- 0. AGENDA ITEM 3. Consider Policy on Processing New Hires - Some question has arisen concerning what is the official "hire date". Should a new hire be paid for their time spent in filling out papers in City Hall and going to get a physical examination which the City requires? Versus Should their pay begin with their first time they report to the job site and perform the actual duties of that particular classification? The Commission considered the need for consistency in carrying out whatever policy should be agreed upon. The City Manager, Chuck Williams asked to have the opportunity to submit a suggested policy at a future meeting with the Civil Service Commission. Mr. Bob Henderson made a motion to postpone this item until the City Manager submits his policy for considera- tion. Vice Chairman Bill Betts seconded the motion; motion carried by a vote of 2- 0. AGEN~A ITEM 4. Plan for Coordinating Information on Social Security - We have been asked to gather information on the pros and cons of the Social Security Program so that a ~ decision can be made with regard to withdrawing from the program. It is noted that we have a retirement plan with the Texas Municipal Retirement System. Some employees expressed concern over the amount of salaries we are contributing to both programs. Chairman Bob Henderson suggested that we make a survey of the employees to get their feelings. Some sources of information were mentioned. The Commission asked that the City Manager select the person(s) to attend ~ the Texas Municipal League meeting in November and hear the panel discussion on the pros and cons of the Social Security Program. Minutes August 12, 1980 Page 3 Vice Chairman Bill Betts made a motion that the plan for getting information start ir~nediately by either having speakers or from TML and give the emplayees the option of whether they want out of the Social Security Program. Chairman Bob Henderson seconded the motion; motion carried by a vote of 2- 0. EMERGENCY: Two items were considered for emergency, however, they will be announced and action taken at a special meeting which is planned for Monday, the 18th at 8:30 p.m. Subjects are: (1) Cost of Living Increases and (2) Standards of Performance.
