CITY OF NORTH RICHLAND HILLS
JULY 8, 1980
Chairman Bob Henderson called the regular meeting of the
Civil Service Commission to order at 7:OO.o'clock p.m. in
the Council Conference Room,
COMMISSION MEMBERS PRESENT

Mr. James McCracken
OTHERS PRESENT
Mr. Charles Williams, City Manager
Marilyn Ellis, Library Assistant
Helen Cline, Civil Service Secretary
Vice Chairman Bill Betts made a motion to approve the Minutes
of the regular Civil Service meeting on June lOth. Chairman
Bob Henderson seconded the motion; motion carried.
Minutes of the Grievance Appeal Hearing Case No. CS-80-1
were also approved by a motion from Vice Chairman Bill Betts.
Chairman Bob Henderson seconded the motion; motion carried.
WELCOME: Chairman Bob Henderson expressed a hearty
welcome to our new member, Mr. James McCracken.
We are grateful to the City Council who filled
this vacancy on the Commission. Mr. McCracken
is employed with Lanier Business Products in
Dallas.
AGENDA ITEM l. Pay Plan Proposal -
The new Pay Plan Proposal which was presented
to all the Staff jointly with two members of
the Commission, APP 6-80-1, was presented to
our new Commissioner, Mr. James McCracken.
After discussion was concluded and questions
were answered the Chairman asked for a motion.
Vice Chairm.an Bill Betts made a motion to
accept APP 6-80-1 as presented. Mr. James
McCracken seconded the motion; motion carried
by unanimous vote.
AGENDA ITEM 2. Civil Service Budget Request for 1980-81
and Five-Year Plan -
Chairman Bob Henderson made a motion to accept
the 5-year plan with the changes made in this
meeting. The same motion included the Civil
Service Budget Request as presented in the
amount of $27,050.00.

Mr. James McCracken seconded the motion; motion carried
by unanimous vote.
AGENOA ITEM 3. Employee Benefit Package -
City Manager Charles Williams gave the figures for the cost
of increasing the life insurance which is carried by the
City for all employees. He asked the Commission to
consider policies valued at $15,000 and $20,000 in place of
the current $5,000 and $10,000.
The Civil Service Cornmission also considered a memo dated
May 14, 1980 from an employee representative. Two subjects
on the memo were (1) increasing the values of the life
insurance and, (2) to consider the possibility of the City
assuming the cost of dependent coverage in our group
medical insurance.
Mr. Jim McCracken made a motion that the Civil Service
accept the request of the City Manager for life insurance
valued at $15,000 and $20,000; the first to apply to all
CS- classified employees. Chairman Bab Henderson seconded
the motion; motion carried by unanimous vote.
Mr. Bill Betts stated that we are not forgetting part (2)
of this memo, but we will reserve it for a future date and
will again put it on the agenda.
AGENDA ITEM 4. In awareness of the need for having departmental policies
written and well cor~n4nicated to the employees, the CS
Corranission made a motion as follows:
The Civil Service should dictate a letter to the City
Manager regarding written policies. The motion was made
by Vice Chairman Bill Betts, seconded by Chairman Bob
Henderson. The motion carried by unanimous vote.

MENT: A motion for adjournment was made by Mr. Jim McCracken.
The motion was seconded by Chairman Bob Henderson.
The motion carried by unanimous vote. The meeting adjourned
at approximately 8:15 o'clock p.m.
