Cha.irn~n Bob Hendersan called the meetir~g to order at 7:00 p.m. in
Roan 100 of the City Hall Building.

the Minutes of April 8th and April 28th as writt~n.
Chairman Bob Hendersan secanded the m~tian; mQtian
carried by a vote of 2- 0.
A(~P~ ITII~I 2. Request for Organizatianal Chan~es -
Nir. To~ Paul, City Manager ~presented the request
for organizatianal chan~es. Changes in the relative
job descriptians woere reviewed. Vice (~iairmro.i
Bill Betts questianed the order of approval an the
organiza.tiona.l changes and discussed the procedure
as to Cotmcil's appraval. Specific instances w~ere
recalled where the Council approved of organizatian
changes prior to the request for job description
having been sent to the Carmissian for approval.
The Civil Service Canmi.ssion discussed each job
description timder cansideratian ane at a time.
A. Mr. Paufi pointed out tha.t Pete is naw in charge
of the ma.intenance progran at the Shap and
' supervises the persarmel there .
B. Dermis Horvath, Park & Reereatian Director is
asst~ning additiana.l duties as a Purchasing
Agent. Under his supervi.sian are members of
the Park Crew, persons leading the Recreatian
Center, the Custodian who services the City Hall
during the da.y and a raving Clerk in City Hall.
Sane other duties are air canditianing in the
n~w Fire Station, insurance an fleet liability.
C. Allen Bronstad naw has responsibility over a11
rolling stock. He will spend m~st of his tune in
the office and cantrol or inte~le the Park &
Recreatian, Public Works and Utility, including
use of the tractor and everything that canes in
the office.

D. Building Official is expected to atte~n.d all
City Ca~mcil meetings, Plarming/7oning, and the
Board of Adjustinents . The anly ch~e in
organization for this positian is to add ane

Chairnnan Bob Hen.dersan asked hcxa the incunbent
feels about pulling out of the Civil Service.
No ane laiew the answ~er , so the Chairman cautianed
that ane persan may not be araund forever, there-
fore w~e shauld cansider the positian itself.
Vice Chairn~n Bill Betts sta.ted that he had
proble~ with rearov:i~g one departm~nt head who
had more than 30 ~loyees and then crea.tir~g
another ane with four employees.
E. When we have problens with the water punp syste~n,
JoYm Nbody will naw be the persvn respansible
inetead of Allen Branstad. Mr. Paul said he is
~ attesnptix~g to get the person closest to the job
to be respansible for it.
Vice Cha.irn~n. Bill Betts made a nntion that we
tentatively apprave of the deseriptian for Street
Superintendent (excluding the last sentence in
paragraph three), also ~pprave tenta.tively the
descri.ption of Purchasing Agent, also the descriptivn
of Water & Waste Water Superintend~nt, and tentatively
apprave those for the Director of Utilities; and
disa.pprave of the Building Officia.l as presented; and
to not approve of any salaries as presented for the
follvwir~g reasan.
The City Cauncil has given prior raval in my
opinian, that anyone earning above~$18,000 (criteria
being aur Assistant Fire C~ie~, is not tmder the
Civil Service; therefore, clarifica.tian must be
made regardang salary qua.lifica.tio~ri tm.der the Civil
Service Systesn.
