APRIL 28, 1980
The Civil Service Carmissian held a special
meeting at 6:30 in Room 100. Chairnian Bob
Hen.derson called the n~eeeting to order and
asked City Manager Tan Paul to present the
proposed organizatian ch~t~es and relative
salary char~ges .

connbine the Public Works duties with those of the
Utility Department tmder the directian of Al1en
Bronstad, who shall have management of all the
rolling stock.
Pete Pistole, Streets Superintendent, would pick
up the responsibility for the garage and set up a
ma.intenance prograan. He would also keep the res-
pansibility and supervision of the street crews.
Iri his presentation the City Man,ager said the add-
itian of a Purchasin,g Agent wr~uld help streaml.ine
the City and most always saves imney. He said the
natiana.l average is 15% savings when yau put in a

Gary Caldwell is to bec~e head of Planning. The clerks
and inspectors will be tmder his supervisian.
Mr. To~n Paul stated that John Moody, Water and Waste
Water Superintendent would pick up additianal duties
which were not defined sufficiently for the Civil
Service Canmissian.
Relative salary char~ges for the added duties were
presented and discussed.

When the Carmission PX~~ned the packet of informatian
they frnmd no organizatiana.l chart for the Utility
Depart~ent was included.
Vice Chairman Bill J. Betts made a motion to postpone
any decisions until next regular meeting. Chairnnan
Bob Hendersan seconded the m~tian. The motian
carried by unanimou.s trote.
Vice Chairn~an Bill Betts made a nyotian to adjourn
the special m~eeti.ng and to begin the worksessian
for the study of salary compaxisans. Chairman Bob
Henderson seconded the mr~tian. Motion carried by
tmanimous vote.

Hills.
The Ccxmiission instructed the Civil Service Secretary
to prepare a similax report for the Ma.y 13th meeting.
Thi.s report shauld shvw the average salary for each
of our position classes. A secand report to be
prepaxed will shcRa the average of only five of the
~ cities which axe nearest to a~ City in populatian
size.
