HomeMy WebLinkAboutCIV 1980-02-12 Minutes ` CIVIL SERVICE COMMISSION CITY OF NORTH RICHLAND HILLS ~ February 12, 1980 The Civil Service Commission held its regularly scheduled meeting in the Council Conference Room at 7:00 p.m. ROLL CALL: COMMISSION MEMBERS PRESENT Bill J. Betts, Chairman Bob L. Henderson, Vice Chairman ~ Helen Cline, CS Secretary OTHERS PRESENT James Anderson, Public Works Director Sergeant Ron McKinney , AGENDA.Item 1. Approval of Minutes- Vice Chairman Bob Henderson made a motion to apgrove the Minutes of the January 8th meeting as written. Chairman Bill Betts seconded the motion; motion carried by a vote of 2- 0. AGENDA Item 2. Election of Officers- Chairman Bill Betts nominated Bob Henderson to be the Chairman for the year of 1980. Vice Chairman Bob Henderson seconded the nomination; nomination was accepted. The new Chairman, Bob Henderson nominated Bill Betts to be Vice Chairman for the year. Bill Betts seconded the nomination; nomination was accepted. AGENDA Item 3. Request to Consider Upgrading Position of Public Works Maintenance II, in Traffic Control- Director of Public Works, Jim Anderson, named some of the duties performed by the employees in this position. He stated they are required to have knowledge of our legal liabilities wit~ respect to the highways, and knowledge of how the warrant system works for signs and signals. Repair of signs and signals may also require off-duty hours. The Commission recognizes the added necessity for more training and advised the Director to prepare a suitable job description and title. _ Vice Chairman Bob Henderson referred to the Charter, Article XVII, Section 8, stating that , it is necessary to have examinations for filling Minutes February Page 2 vacancies in any classification, either new or old. (Ref. also, Sec. 14F & G) The CS Commission instructed the Secretary to resubmit their recommendation for the addition of paragraph "e" to CS Rule 5.09, Salary Adjustments. The CS Commission offered to acquire sample test questions for inspection, and to research other sources to aid Mr. Anderson in producing appropriate test questions for Traffic Control. Mr. Anderson said he would research his sources for job specs and job related examination questions. Bill Betts, now Vice Chairman, (acting as Chairman for this meeting), made a motion to postpone any decision regarding Item 3, and to place the item on April 8th agenda. New Chairman Bob Henderson seconded the motion; motion carried by a vote of 2- 0. AGENDA Item 4. Request to Consider Status of Police Trainees and Interpretation of Rule- Upon thorough study of this request it was discovered that no change could be made with regard to the Probationary period of employees, due to the Charter provision in Article XVII, Section 12. Also, Rule 9.05, pages 5 and 25. The 6-months probationary period is an integral part of the examination process for regular newly appointed employees, beginning with their original appointment to,the City's budgeted positions. Sergeant McKinney proposed that newly hired police applicants that require the full training period should not be called Police Officer I until they have at least successfully completed the academy. Upon completion of the academy the State issues a certificate for "temporary peace officer" which the employee serves under for one full year, then is fully certified by the State as a Police Officer. Vice Chairman Bob Henderson made a motion, ` Minutes February 1980 Page 3 due to the Charter provision, that no change could be made at this time. Chairman Bill Betts seconded the motion; motion carried by a vote of 2- 0. The Commission concurs with the letter of request and recommends that the Police Chief submit this as a possible Charter change regarding the 6-months probationary period for classifications that require a lengthy s~hooling period prior to the ac~ual perform- ance of the duties specified in the job specifications. It is somewhat inadequate time for those employees to be evaluated in the short time they are actually on the job. Interpretation of Rule 7.08 a& f was taken into discussion. Vice Chairman Bob Henderson made the motion as follows: 's.- "With regard to interpretation of Rule 7.08 a& f, where the only method of testing is the Oral Review Board, a point value of eighteen (18~ or more will be deemed passing." Chairman Bill Betts seconded the motion; motion carried by a vote of 2- 0. RECESS: A brief recess was held at this time. AGENDA Item 5. Employee Handbook- The CS Commission examined the sample handbook wha.ch was prepared for inspection prior to planning the printing. Chairman Bill Betts made a motion to present the Employee Handbook as developed by the CS Commission, to the Mayor with a cover letter asking for his complete support and expediency in printing, publishing and distributing to the employees. Vice Chairman Bob Henderson seconded the motion; motion carried by a vote of 2 - 0. ADJOURNMENT: Motion for adjournment was made by Vice Chair- man Bob Henderson, seconded by the Chairman.
