The Civil Service Commission held a regularly scheduled
meeting in the Conference Room, located in City Hall
Building, 7301 Northeast Loop 820.

AGENDA Item 1. Minutes of the meeting on October 16th were approved
by a motion from Bob Henderson. Chairman Bill Betts
seconded the motion; motion carried by a vote of 2-0.
AGENDA Item 2. Recommended Salary for Class Code 270, Commercial
Building Inspector -
Bob Henderson made a motion to recommend the entry
level salary of $1100.00 per month, with the stipulation
that Mr. Jim Anderson furnish test data for this position.
Chairman Bill Betts seconded the motion; motion carried
by a vote of 2-0.
AGENDA Item 3. Consider Test Material for Fire Tnspector/Investigator-
The Comanission reviewed the test questions which were
supplied by Fire Chief Stan Gertz. Corrections were
made and accepted by a motion from Chairman Bill Betts
as follows:
"I make a motion to accept the test questions with the
stipulation that two years service in the department
be required for those eligible to take the test."
Bob Henderson seconded the motion; motion carried by
unanimous vote.

Fire Chief Stan Gertz asked that the testing be
scheduled for November 29, 1979. Notices will be
posted accordingly.
AGENDA Item 4. Review of Title Changes -
Members from the Library stated that they were not
aware of the typing requirement for Library Assistant II.
Library Director, Laura Prewitt, stated she had no '
intention of placing a hardship on her long-term
employees when she budgeted for that additional position.
She said, however, she realized now that an error had
been made and hoped to resolve it. There had been no
change in the duties with respect to the Library
Assistant II's. The Commission asked whether there
had actually been a vacancy and there was none.
Chairman Bill Betts made a motion that, "When a
classification and/or salary change is considered for
an incumbent, each change would be considered on its
own merits. In this case, the position of Library
Assistant I and Library Assistant II will come under
the effect of the Grandfather Clause, and shall have
the same status in the retitled class as in the
former class."
Bob Henderson seconded the motion; motion carried by
a vote of Z-0.
AGENDA Item 5. Consider Request for Job Description of Corporal
Position -
Chief C. W. Williams presented the reasons for the
changes which he believes should be made in that
department. i3pon realizing that the request was
premature, a motion was made to postpone this item
until the next meeting. Bob Henderson made the motion,
Chairman Bill Betts seconded it; voting was 2-0.
ADJOURNMENT: Bob Henderson made a motion to ad~ourn the meeting
at approximately 9:00 p.m. Chairman Bill Betts
seconded the motion; the meeting was adjourned.
CHANGE IN DATE: The Commission tentatively scheduled the next
meeting C be on December 13, 1979.

ASSISTANT FIRE CHIEF`
NATURE 4F' WORK
This is administrative and technical work, assisting the
~ire Ehief in directing municipal fire prevention'and fighting activities.
Work involves responsibility for preventing and combating fires
throughout the city. Work includes responsibility, through study and
consultation with city officials, for developing recommendations f or the
reduction of fire hazzard and related conditions throughout the city.
Administrative duties include recommendations for recruting and training
of personnel. The Assistant F'ire Chief works under the supervision of
the Fire Chief and to assist the F'ire Chief in planning and supervising
the techni~al operation of the fire departrnent.
EXAMPLES OF WORK PERFORMED
Assurnes the position and responsibili~y of the F'ire Chief in
the abs~nce of the Fire Chief .
Plans and directs the operation of the department, including
the promulgation of operating rules, the efficient use of personnel and
apparatus, the pro~urement of materials and equipment, assist in prepar-
ation of proposed budget, and the maintenance of adequate ~ecords.
Responds to and takes command of.major fires on any shift.
k~- Supervises the inspection of structures and appliances of .
buildings to determine fire hazards or specific violations, assists in
the investigation of the causes and circumstances of fires to determine
their natvre and origin.
Evaluates and deterraines needs for inservice traini;ng, gives
general direction to necessary arientation and in-service training
measures.
Assist in prepari.ng departmental budget estimates and periodic

Directs in maintenance, repair, improvement and replace~~~t of
• fire fighting equipment and other properties of the department.
Cooperates with elective officials in planning the locati.on

REQUIREMENT5 OF' WORK ~
Extensive knowledge of the principles, practices, methods and
_ equipment of modern fire fighting.
Extensive knowledge of fire hazards and~fire prevention techniques.
Thorough knowledge of the use of fire records and their application
to file prevention and fire protection administration.
Thorough knowledge of modern principles, practices, techniques,
and equipment in municipal fire administration.
Thorough knowledge of current literature, recent develapments,
and sources of information in municipal fire fighting.
Ability to analyze the effectiveness of tMe department and to
~ correlate its development with changing conditions.
Abil.ity to express ideas clearly and concisely, orally and in
writing. ~
Ability to command the respect of officers and men and to
maintain discipline and high morale.
Physical strength and agility and freedom from disabling defects;
and ability to meet such specific physical requirements as may be estab-
lished by competent authority. ~

DESIRABLE EXPERIENCE AND TRAINING ,
Any combination of experience and training equivalent to
thorough experience in fire fighting, including supervisbry and admin-
istrative experience, and graduation from a senior high school, supple-
mented by completion of two years.of college level course work in fire
technology, administration or related field, and certification by the
Texas Commission on Fire Protection Personnel Standards and Education.

FIRE MARSHAL
NATUR£ OF WORK -
,v This is responsible and skilled fire prevention and investigation
work involving participation in a comprehensive fire prevention program.
Work involves the inspection and reinspection of a variety af
existing structures, inspection of new construction, investigation of
cause of fires, and participation in fire prevention education activities
of the department. Work requires knowledge of fire prevention technology
and arson investigation techniques. Work is perfvrmed under the general
direction of a superior officer and within the rules, procec3ures, and
ordinances governing the activities of the fire prevention program.
The Fire Chief and/or City Manager reviews work by observation of results
achieved and from reports and records prepared.
EXAMPLES OF WORK PERFORMED
Conducts inspections and reinspections of commercial, industrial,
public, and institutiona], buildings, checking for compliance with
municipal and state codes and ordinances as to fire hazards and fire
protection equipment; secures cornp].3.ance or institu~es legal action i.f
necessary.
Assis~ the Fire Inspector/Investigator in his duties.
Conducts ir~vestigations of large fires or fires o£ uncertain
origin; searches scene of fire for evidence; questions witnesses nr
~ ~ occupants; compiles written reports. •
Prepares evidence and cases for prosecution in which charges of
arson, conspiracy to defraud, or other criminal conduct is charged;
delivers case materials to prosecuting attarney; testifies in court.
Investigates complaints of hazardous condition, ordinance
vialations, or arson.
Compiles and maintains required records and reports.

REQUIREMENTS OF WORK
Considerable knowledge of fire prevention methods and of
municipal and state ordinances and regulations relating to fire prevention.

types of fire hazards, and fire prevention devices and equipment.
Considerable knowledge of inethods of determining causes of fire
and of fire ~rson investigation.
