CITY OF NORTH RICHLAND HILLS
September 11, I979
Chairman Bill Betts called the meeting to order at 7:00
p.m. in the Municipal Complex Building.

APPROVAL OF
MINUTES: Mr. Moore ma.de a motion to accept the Minutes of August 14, 1979
as presented. Mr. Henderson seconded the motion. The motion
carried by a vote of 3 to 0.
Mr. Moore made a motion to accept the Minutes of August 17,
1979, (special meeting), as presented. Mr. Henderson seconded
the motion. The motion carried by a vote of 2 to 0; Mr. Betts
abstaining due to his absence at that meeting.
AGENDA Item l. Time for Filling Vacancies -
The Commission reviewed the procedure for filling vacancies.
Because more time is often needed for recruiting applicants,
the Commission took action at the previous meeting which was
held on August 14, 1979. The Commission agreed that that
action is sufficient.
AGENDA Item 2. Rule for Reinstating Veterans -
Knowing that the Federal Law supercedes our Rules, the
Co~ission deems it necessary to take the following action.
Mr. Moore made a motion to delete the present Rule 10.06
Military Leave of Absence, and substitute in its place,
U. S. Department of Labor, Chapter 43 of Part III, of
Title 38, U. S. Code.
Mr. Henderson seconded the motion; motion carried by
unanimous vote.
INSTRUCTION: The Civil Service Secretary was instructed to send a copy
of the U. S. Code to the Council and City Manager.
Mr. Moore made a motion with reference to the Charter,
Article XVII, Section 22b, that it should be deleted in its
entirety, as it is in conflict with the Federal Law.

Mr. Henderson seconded the motion; motion carried by
Unanimous vote.
AGENDA Item 3. Consider New Job Specs for Commercial Inspector -
The Commission looked at the job description which had
been received from the Public Works Director.
Mr. Betts made a motion to refer the specs back to the
Department Head and again, ask for a cover letter
accompanying it. Mr. Henderson seconded the motion;
motion carried by unanimous vote.
Mr. Betts concluded the meeting by expressing both his
own feelings and that of the Commission, in regards to
the five years of service which Mr. Moore has contributed
to the Civil Service Commission. Thanks for five years
of devoted duty as a Commissioner.
ADJOURNMENT: Mr. Moore made a motion to adjourn the meeting at
approximately 9:00 o'clock. The motion was seconded;
motion carried and the meeting adjourned.
