ROLL CALL: COMMISSION MEMBERS PRESENT Bill J. Betts, Chairman Bob Henderson, Vice Chairman William C. Moore Helen Cline, Civil Service Secretary OTHERS PRESENT ~ Steve Watson, Firefighter ECA Other members from the Fire Department APPROVAL OF MINUTES: Mr. Moore made a motion to accept the Minutes of the meeting on May 8th, as presented. Motion was seconded by Mr. Henderson; motion carried by unanimous vote. Mr. Moore made a motion to approve the Minutes of May 23rd Worksession, as presented. Mr. Henderson seconded the motion, motion carried by unanimous vote. AGENDA Item 2. Memo From Mr. Anderson, Public Works Director, regarding collecting data from applicants. The Cor~nission reviewed Mr. Anderson's memo and is fully aware of the divided,opinions on how best to avoid claims of discrimination. We have the EEO Guidelines and court cases as precedence. Mr. Moore made a motion to postpone any action in reference to item 2, and to seek legal counsel on the matter. Motion was seconded by Mr. Betts; motion carried by unanimous vote. ITEM 3. Giving Credit for Firefighter Ex~erience With Another City- Chairman Betts recommended that this item be postponed until later in the meeting, due to the absence of Steve Watson. ITEM 4. New Employee Evaluation Form- Mr. Moore made a motion to accept the new employee evaluation form as presented by Mr. Henderson, to be _ implemented with the evaluation schedule for next November. Mr. Henderson seconded the motion; motion carried by unanimous vote. Minutes, June 13, 1979 Page 2 ITEM 5. Consider Changes to the Rules- (1) Tuition Reimbursement~ The Corr~nission considered the possible changes in Rule 13.05, for tuition reimburse- ment, which was submitted by Scott Sullins. Referring to 13.05c, paragraph 5, the Commission's interpretation of "a full semester or term" is that it means any full semester, including summer semesters. They made no change in this part of the Rule. A motion for the above-mentioned interpretation was made by Mr. Moore, seconded by Mr. Henderson. (Referring to page 39, Rule 13.05d), the second part of the same motion was to change the second sentence to read as follows. "No tuition assistance shall be provided when the - students' grade point average is less than 2.0 for a~ one semester." (The underlined part is new.) The motion carried by unanimous vote. (2) 5% Salary Increases- Mr. Henderson made a motion for the change in Rule 5.02a, as follows. ' a. "An entr~r pay rate shall be established for probationary (less than 6 months continuous active service), ~ employees and a separate base pay rate for permanent employees. This basic pay rate shall be 5% above the entry level, recommended by the Corrrannission and after approval by the City Council, shall remain in effect until changed by the City Council." ~ Mr. Moore seconded the motion; motion carried by unanimous vote. ITEM 3. Giving Credit for Firefighter Experience With Another City- Steve Watson, being present at this time, presented the basis for this item. He has five years experience as a firefighter and holds an Associate's Degree in firefighting. According to the language of the City Charter he is eligible for taking promotional tests for a fire chief, but the promotional test for Fire Lieutenant is limited to persons who have served at least 2 years in the department. He is presently classified as a Firefighter ECA, employed with our city since May 1, 1978. Watson previously served as a Junior Volunteer in 1971, a volunteer in Richland Hills, and then to become a paid firefighter for Richland Hills. Firefighter Watson asked for clarification of the Charter, Article XVII, Section 14. Minutes, June 13, 1979 Page 3 The Commission instructed the Secretary to seek the City Attorney's interpretation on the Charter. (Refer to Rules & Regulations, Page 18, 7.02b and 7.02d.) ITEM 6. Recommended Entry Level and Base Salaries- Mr. Moore made a motion to submit to the City Council for approval, the entry level and base salaries as established in the Civil Service Worksession on May 23rd, in compliance with the City Charter. Mr. Henderson seconded the motion; motion carried by unanimous vote. TTEM 7. Adding the "words per minute" to job specifications versus keeping them in a separate record- The Commission instructed the Civil Service Secretary to check with the City Manager for a report on whether the City Council has expressed an opinion on this subject. ITEM 8. The Comnission received a verbal request from Attorney Marvin Snodgrass' office, for postponing the hearing. The Corr~nnission rescheduled and confirmed the Steve ~ Lewis Grievance Appeal Hearing, CS-79-1, for June 26th, at 7:00 p.m. and asked for Mr. Snodgrass' request in writing. All concerned parties will be notified. ITEM 9. Firefighter Applicants' 0'Connor and Reasoner were allowed to take their tests out of sequence, due to special circumstances. It is the purpose of this policy and the policy of the City Council of the City of North Richland Hills to encourage municipal employees in the development and accomplishment of excellence of performance by sharing in the cost of university and college educational programs which are related to the employee's assigned or anticipated responsi- . bilities as an employee of the City. The purpose of this Operating Regulation is to set forth the conditions and procedures under which the City's tuition reimbursement program for approved university and college courses will be made to employees of the City. b. The emplayee's Department Head shall have primary responsibility for the approval or disapproval of requesting reimbursement for college or university courses. The Department Head shall evaluate all factors and recommend approval or disapproval of enrollment to the City Manager. The City Manager shall make the final determination as to the employee's enrollment under the City's established policy. c. Courses For Which Reimbursement May Be P~lade: 1. The City of North Richland Hills will participate in the cost of those courses which are determined to be directly related to the assigned or anticipated duties of the position held by the employee, or the position to which he is to be promoted in the course of his professional development and advancement. ~ 2. The City will pay the cost of tuition for such courses and lab fees, if any, but not fees for books, supplies, or other expenses in connection with course to be taken. 3. The City will not pay the cost of tuition which may have been advanced from other sources such as scholarships, grants, or other subsidies. In the event of a partial scholarship or grant, ( y reimbursement will b based on the actual expense to the employee. 4. The cost of only those courses which prior to registration have received approval of the Department Head and the City Manager shall be eligible for reimbursement. 5. Courses must be taken from an accredited college or university, for a full semester or term to be eligible for reimbursement, i.~clud- ing,fu_L1_summer semester:~ Correspondence or "short courses" shall not qualify for reimbursemen'c~under this program, but sha11 be considered separately in accordance with standard procedures. d. Extent of Tuition Assistance: The extent of tuition assistance shall be predicated upon the grades achieved by the students. No tuition assist- ance shall be provided when the student's grade point average is less than 2. (not over all). One hundred (100~) percent assistance may be awarded for students maintaining a 3.0 or better, and 75~ assistance may be awarded for 2.7 through_3_0 grade point average and 50~ for a 2.0 through 2.7 average The above figures are based on a possible 4-point grade system. 39
