CALL TO ORDER: The regular meeting of the Civil Service Commission was called to order at approximately 7:00 p.m. ROLL CALL: COMMISSION MEMBERS PRESENT Bill Betts, Chairman Bob Henderson, Vice Chairman William C. Moore Helen Cline, Civil Service Secretary OTHERS PRESENT Denver Mills, Councilman Jim Anderson, Public Works Director AGENDA Item 1. Approval of Minutes - Bob Henderson made a motion to approve the Minutes of April 12th as written. Motion was seconded by Bill Betts; motion carried by unanimous vote. AGENDA Item 2. Presentation of Proposed Entry Level and Base Salary Figures - Due to the possible changes that may be made in the pay rates as proposed by the management staff, Mr. Paul asked that the Corr~nission postpone taking any action on this item. The Commission agreed by a motion from Mr. Moore to postpone consideration of base and entry level salaries, except for the two mechanics' positions. The motion specified a recommendation of base salary for Mechanic II at $840.00 per month and for Mechanic IV, $945.00 base. The motion was seconded by Bob and carried by unanimous vote. AGENDA Item 3. Typing Requirement for Library Assistant I and II - Mr. Moore made a motion that the minimum typing requirement would be 40 wpm (net) for Library Assistant I and would be 45 wpm (net) for Library Assistant II. Bill seconded the motion; motion carried by unanimous vote. AGENDA Item 4. Consideration of Job Specifications for Deputy Court Clerk - Since this position was allocated by Council last October there is no job description at this time. The Commission reviewed the submittal from the Court Clerk and discussed the duties, class code and typing requirement. Bob made a motion to accept the Deputy Court Clerk job description, Class Code (014), as submitted, except for the addition of the typing requirement of 45 wpm (net) to the description. ~ Bill seconded the motion; motion carried by a vote of 2 "for" and 1 "against". Minutes of Ma~ 8, 1979 Page 2 ~ Agenda Item 4. (continued) Bob made a motion that we include in the job description for PBX Switchboard Operator a minimum of 40 wpm (net). Mr. Moore seconded the motion; motion carried by unanimous vote. Justification for the 40 wpm instead of 45 wpm was because typing is not one of the primary duties assigned to the switchboard operator. AGENDA Item 5. Report on Evaluation Form for Employees - Bob, Vice Chairman, reported that he has talked with most of the department heads and the City Manager regarding the use of an employee evaluation form. He commended the Police Chief on his sample form which the Commission revised and is now considering. Bob explained that the employee's signature on the form would not indicate that he/she agreed or disagreed with ~ the rating, but would only indicate that the evaluation was covered with the employee. The Commission a7so discussed whether or not they should clearly define each of the rating factors "A" through F~~ . Mr. Moore made a motion that we add an area on the back side of the evaluation sheet for the reviewing official's comments and that we submit the form to all department heads for their comnents, to be considered for approval or disapproval at the next regular meeting. Bob seconded the motion; motion carried by unanimous vote. AGENDA Item 6. Consideration of Possible Amendments to the Civil Service Rules - a. Accumulation of Vacation - This item was passed over because it is set out in the City Charter. b. Consider Paying for Unused Sick Leave - Since the Commission had discussed this item a short time ago, they basically held to the same view, that sick leave is like a savings account and is held in reserve for unexpected needs by the employee. Councilman Mills, again, passed on to us the information concerning the Federal Civil Service provision which adds accumulated sick time to the employee's retirement time, upon retirement. Mr. Moore made a motion that the City would not pay for unused sick leave. The motion was seconded by ~ Bob; motion passed by unanimous vote. Minutes of May 8, 1979 Page 3 AGENDA Item 6. (continued) The Commission heard discussion from Jim Anderson which included the suggestion that a City-appointed physician should examine the employee prior to exhaustion of sick leave, giving a prognosis upon which the department head would determine that employee's ability to perform his or her work assignments. c. Extending Salary Adjustments to Include All Employees - The Corr~nission drafted an amendment to Rule 5.09, (which speaks only to beginning salaries for original appointment). The Commission wishes to extend this section, providing for in-house salary adjustments for any employee, whenever the specified conditions are met. Bob made a motion to accept the 5.09 e amendment. Bill seconded the motion; motion carried by unanimous vote. 5.09e Salary Adjustments - Department Heads may request salary adjustments for regular employees at any time provided any of the following conditions are met: ~ (1) The employee merits an increase on the basis of meritorious service and efficiency or, (2) The employee receives additional schooling and exceeds the educational and experience requirements for the position or, (3) The Department Head provides evidence that there is a shortage of qualified persons for a particular position. The submittal must be fully documented by the Department Head and the requisition for increase or adjustment is forwarded through the Civil Service Commission for approval by the City Manager and City Council. d. and e. Memos for changes submitted by the Police Chief and the Public Works Director - Mr. Moore made a motion to postpone 6d and 6e, for a later time. Bob seconded the motion; motion carried by unanimous vote. f. Accrual of Personal Business Leave - The Commission referred to the Rule Book, page 27, the second paragraph under "c". Apparently several of the employees are not aware of this particular benefit, (24 working hours of personal business time per year); the Commission asked that a memo be directed to each employee to be sure they .w' Minutes of May 8, 1979 _ Page 4 understand this is a pa~rt of their benefit package and how it is to be used. AGENDA Item 7. Planning the Civil Service Budget - The Commission gave consideration to the cost of supplies/ equipment, advertising in the newspaper, pre-employment physicals, and salaries for the next fiscal year's budget. Bill Betts made a motion to approve the budget sheet with the changes made in this meeting. Bob seconded the motion; motion carried by unanimous vote. Work involves performing a variety of clerical functions requiring the application of independent judgement and the interpretation of policies and regulations; the interpretation of traffic laws and the penal code. Work may involve the aperation of typewriters, adding machines, or other affice equipment. Work is generally reviewed by the Court Clerk through observation of operations, and advice and assistance are normally avail- ~ able when uni~sua7 or difficult matters arise. EXANiPLES OF WORK PERFORMED Maintains, with re]ative independence, an overall clerical process or office activity. Explains and interprets traffic laws, court procedures to in- terested part.ies by telephone or in person; provides clerical and sec~hetarial services to the Munic~pa7 Court. Types and maintains court docket,~corrq~laints, court setting letters, subpoenas, fai7 to appear citations, warrants, courtesy parking letters, cash deposits. ~ Performs re3ated work as assigned. REQUIREMENTS OF WORK Considerable knowledge of business.english, spelling, typing, adding machine. Knowledge of modern office practices, procedures, and appliances. Ability to understand and carry out moderately complex oral and written instructions. Ability to make minor decisions in accordance with established ~ procedures. ~ Ab-ility to make arithmetic computations accurately and with reasonable speed. Abi7ity to deal tactfully with other employees and the public. Ability to type accurately and with reasonable speed if required '~,by the specific position and to operate other standard office equip- ment. ~ ~ o~ ~ . 4 DESIRABLE EXPERIEt~CE AP~D TR~+INING ~ Any combination of experience and training equivalent to experience in general clerical work, and graduation from senior high schaol, including or supplement by courses in commercia7 subjects.
