~ March 13, 1979
CALL TO ORDER: The regular meeting of the Civil Service Commission
came to order at approximately 7:30 p.m. in Room 113,
with William C. Moore acting as chairman.

APPROVAL OF MINUTES: Mr. Moore made a motion to approve the Minutes of the
previous meeting on February 13th, as recorded.
Mr. Betts seconded the motion; motion carried by a vote
of 2; Bob Henderson abstaining.
WELCOME: Mr. Moore said that he wished to recognize the third
member of the Commission, Bob L. Henderson, who was
appointed by the City Council on March 12th. Bob is
District Manager for Clairol. The Commission is
grateful for his willingness to work with them.
AGENDA Item l. Dental Care Coverage -
The Commission took into consideration the survey report
taken of all employees. Mr. Moore made a motion that we
submit to the City Council a proposal for dental care
insurance with the City paying one-half of the premium
on the employee only. (approximately $1.40 per employee
per month based on the survey with the following results.)
28% of the employees were willing to pay ALL.
45% HALF
12% NONE
14% of the employees made no response.
Mr. Betts seconded the motion; motion carried by
unanimous vote.
AGENDA Item 2. Job Specifications for the Library -
The Library Director had submitted four job descriptions
for consideration. Two of them were for the purpose of
dividing the present Library Assistant description and
making two classes out of it, Library Assistant I and II.
The other two were new proposals to meet expected growth
as well as meet the current need for Children's Librarian.
Due to the fact the Commission desired more time to study
these needs, Mr. Betts made a motion to postpone this
item until the next meeting. Bob Henderson seconded the
motion; motion carried by unanimous vote.

AGENDA Item 3. Job Specifications for Civil Service Secretary -
The Commission had requested information on the
responsibilities of the Civil Service Secretary; they
considered the job specifications based upon these
responsibilities. They also considered the different
job titles that were suggested. Realizing that the
Charter calls the position Civil Service Secretary,
Denver Mills recor~nended the title of Personnel
Administrator/Civil Service Secretary.
Mr. Moore made a motion for approval of the job specs
and the title of Personnel Administrator/Civil Service
Secretary. Mr. Betts seconded the motion; motion
carried by two votes; Bob Henderson abstaining.
AGENDA Item 4. Employee Benefit Handbook -
The Commission received information which could result
in our getting the handbooks funded through a grant.
They asked the Civil Service Secretary to forward the
information to each of them by mail. Mr. Moore made
a motion to postpone item 4 until the next meeting.
Mr. Betts seconded the motion; motion carried by
unanimous vote.
ADJOURNMENT: Mr. Betts made a motion to adjourn. Mr. Moore
seconded the motion; the meeting was adjourned.
WORKSESSION: The Commission prepared some recorrmendations for
Charter changes. Mr. Betts made a motion to submit
(4) four changes which were typed on a single page.
Mr. Moore seconded the motion; motion carried by
unanimous vote. The changes will be submitted to
the City Manager. Additional changes will be
submitted later.

Ni4TURE OF WORK
~ This is skilled library work at the mur~icipat library. Work
involves varied clerical and library tasks in connection with the daily
operation of the library, performing according to well established procedures.
Detailed instructions are received at the beginning of work and on subsequent
new~assignments; however, regular assignments are performed more independently.
Work may involve the operation of office equipment as weil as specialized
library machines and audio-visual equipment. 4Jork requires considerable
fam3liarity with and interest in books for reading guidance and reference use
of books and other library materials. Work is subject to supervision and ~
review while in process and upon compTetion.
EXAt4PLES OF WORK PERFQRhIED
Assists the public in the use of library facilities; locates books
and publications for patrons. Issues borrowers' identification, cards
according to prescribed me~hod. Records identifying data and date due cards
using library machines. Inspects returned books for damage, verifies due
. date, and computes and receives overdue fines. .
Sorts and shelves books according to classification codes.
~ Operates a typewriter, calculating machine, or other equipment
in preparation of business letters, book orders, book lists and other typing
taslcs as assigned.
Performs related work as assigned.
REQUIREMENTS OF WORK

of modern office practices, procedures and equipment. ~

~ NA7URE OF WORK
This~is a responsible library assistant position involving
moderateTy complex work methods and problems. tJork involves performing a
variety of library related assignments and a variety ofi clerical functions
requiring the application of independent judgment and the interpretation of
policies and regulations. The type of work may differ among positions,
but where work is repetitive there is added responsibility for finality of
action: Work may involve the operation of typewriters, adding machines
or other office equipment. Work is generally reviewed by superiors through
observation of operations, and advice and assistance are normally available
when unusual or difficult matters arise. Work requires considerable
familiarity with and interest in books and other reading materials.
EXA~1PLES OF WORK PERFORMED
Maintains, with relative independence, overall library assistant,
office, and clerical processes of activity.
Assists the pubiic in use of library facilities; gives limited
professional assistance and information to patrons, and performs other
duties of assistant at circulation desk. Reviews records to compile notices
of overdue books to issue to borrowers.
~,v Performs specialized moderately complex filing in public card
cataTog and shelf list catalog. Verifies from sample information and
classification number on catalog cards for processing books and other
materials. May use own judgment of processing some materials.
Maintains records of acquisitions and withdrawals of library
~ materials. Compiles and maintains records pertaining to library usage af
materials and monies received for overdue materials and library services.
Types letters, book lists, catalog cards, and operates other
office equipment.
Ma~ntains book order file, verifying invoices and packing slips.
- Performs related work as assigned. .

Knowiedge of modern office practices, procedures and equipment.

The work invo'{ves responsibility for a11 phases af childrens'
services, work is performed with considerable independence within the
framewor~k of established policies and the limitations imposed by available
staff and faciiities. 4Jork involves primarity library activities of servic~s

to genera~ supervision of the Library Director and is subject to review.

SWITCHBOARD OPERATOR
NATURE OF WORK
This is specialized work operating a private branch exchange
telephone switchboard and performing receptionist services.
Work involves responsibility for accurate and speedy operatian
of a telephone switchboard with a moderate and varied traffic load. Work
requires an ability to remember names and extensions of those served, to
react quickly in the prompt placing and receiving of calls,.and to provide
a variety of general information to the calling public without a further
referral of the inquiries. Work also includes general receptionist tasks
in directing visitors and in giving information as requested and work in
the performance of general clerical and typing tasks. Duties are perform~d
within~general prescribed or standard procedures but with a minimum of
direct supervision.
Work may invalve assignments from other departments which can be
done while confined to the reception area and answering the switchboard.
EXAMPLES OF WORK PERFORMED
Operates a telephone switchboard having a moderate number of
trunk lines and extensions; answers all incoming local and long-distanee
telephane calls and makes proper cannections.
Gives a variety of information about the community, municipal
activities, and other matters upon request or refers questions to the
appropriate parties; pages officers and employees on a building amplifier
system. -
Directs individuals to proper departments.
Performs various typing assignments which may include reports
~and special projects.
Is responsible for the publication of a monthly newsletter to '
all employees.
Posts citations in docket book for the Court, records the dispositions
on the citation after payment has been made and posts disposition in the
docket book.
Aligns payroll and general fund checks once a month; sorts stubs
from water bills.
Performs related work as assigned.

Performs duties of an incentive awards coordinator.
Ability to remember accurately, within a reasonable training

Ability to answer calls or questions with a well modulated and
pleasant voice and to use good grammatical construction in the choice
of words.
Skill in the care and operation of an electric typewriter.
Knowledge of business English, spelling and arithmetic.
Knowledge of modern office practices, procedures and equipment.
Ability to understand and follow oral and written instructions
and to undertake responsibilities of increasing variety with some initiative
and judgement.
Ability to learn assigned clerical tasks readily and to adhere
to prescribed departmental routines.

Any combination of experience and training equivalent to
some experience in the operation of a PBX Switchboard, and graduation
from a senior high school.
