CIVIL SERVICE COMMISSION
CITY OF NORTH RICHLAND HILLS
` February 13, 1979
CALL TO ORDER: Mr. Bill Betts acted as Chairman of the regular
Civil Service meeting on February 13, at 7:00 p.m.

APPROVAL OF
MINUTES: Mr. Moore made a motion to approve the Minutes of
January 23, 1979 as written. Mr. Betts seconded
the motion; motion carried by unanimous vote.
AGENDA Item 1. Election of Officers -
Mr. Moore recommended that the election of officers
be deferred until the third member of the Commission
has been appointed. Mr. Betts recommended that he
and Mr. Moore alternate serving as chairman until
that time.
AGENDA Item 2. Sick Leave Pay Upon Separation - Representing the
Police Association, Sergeants Rebner and Sullins
spoke to the Commission concerning the need for
encouraging employees to accumulate sick leave rather
than abusing it, or just simply using it up because
they are aware that they either use it or lose it.
They pointed out that while all employees are credited
the same amount of sick leave, some tend to use it
more frequently, knowing that when they leave the City
employment, all unused sick leave is lost. Others
will avoid using sick leave as much as possible,
(sometimes working when they should use sick leave),
in order to keep from placing a hardship on fellow
employees or 1eaving the work undone. Those who
accumulate a great deal of sick leave consider it
more loss than those who use it more frequently.
Their first proposal was to have complete sick leave
pay upon separation. An alternate proposal would
require 10 days accrued at all time; if an employee
had 18.days accrued, he would receive pay for 8 days
upon separation.

Denver Mills explained another program which provides
for cashing in on sick leave upon retirement.
Mr. Moore referred to the CS proposal of August 2,
1977, which would have paid 50% of unused sick leave
at the end of each year.
At least, the feeling came through all the discussion
and calls for some kind of recognition for loyal,
healthy employees who stay on their job and are
proud of it.
Mr. Betts explained that we must view the situation
from the standpoint of all employees and not confine
it to one department or division. He asked the
representatives to put some guidelines in writing
for further study.
Both Sullins and Rebner expressed the desire for
aiding North Richland Hills develop into a place
where officers want to spend many years working
with pride. They hope to work with the Council and
Civil Service Commission in achieving these goals.
~ AGENDA Item 3. Dental Care Coverage -
The Blue Cross plan for $50.00 deductible and
$750.00 yearly maximum per person was considered.
Cost for the employee in only $2.81 per month;
dependent coverage is $4.61, making a monthly total
of $7.42 for employee and dependents.
The Commission will survey the employees by a
questionnaire.
AGENDA Item 4. Proposed Job Specs for Switchboard Operator -
The proposed job specs were considered for the purpose
of upgrading the position. Some of the duties
included publishing a newsletter and coordinating an
incentive awards program.
Mr. Moore made a motion to accept the proposed job
specifications for Switchboard Operator at a pay of
$570.00, entry level, to be submitted to the Council
for approval. Mr. Betts seconded the motion; motion
carried by unanimous vote.

AGENDA Item 5. Typing Requirement for Public Safety Dispatcher -
The Commission received the memo from the Police
Department requesting that typing by added as a
requirement in the job specs for Dispatcher.
Since they did not want the Commissi-an:.to specify a
certain speed or "words per minute", the Commission
feels they cannot take action on it at this time.
Mr. Moore made a motion that a note be sent to
Sergeant McKinney, based on his letter of "no
requirement", there is no need to put a change
in the job description. Motion was seconded by
Mr. Betts; motion carried by unanimous vote.
AGENDA Item 6. Recording of Oral Interviews -
Discussion was held on the stress factor caused by
the recording of interviews. The Commission feels
that interviews are more successful without that
additional stress.
Mr. Moore made a motion that concerning this agenda item,
this should be among the deletions submitted to the
Council for Charter changes. Mr. Betts seconded the
motion; motion carried by unanimous vote.
ADJOURNMENT: Mr. Moore made a motion to adjourn the meeting at
approximately 10:00 p.m. Mr. Betts seconded the
motion; meeting was adjourned.
