HomeMy WebLinkAboutCIV 1978-12-12 MinutesCIVIL SERVICE COMMISSION CITY OF NORTH RICHLAND HILLS December 12, 1978 Members of the City Council met with the Civil Service Commission in a closed worksession for the discussion of personnel in the Utility Department. The meeting started at 7:00 p.m. in the pre - council conference room. Structural changes and job descriptions for certain positions were considered. The following changes were agreed upon, however, finalization will be made after additional evaluation is done with regard to to the position of Utility Secretary. Agreement was made for the position of General Foreman; names were discussed. Agreement was made to eliminate 7 Maintenance Workers #I and to establish 7 Maintenance Workers #III; a new organizational chart will be drawn up for the department; new names and salaries for the various position in this package will be finalized. The worksession closed at approximately 10:30 p.m. MINUTES OF THE REGULAR MEETING, December 12, 1978 (10:30 p.m.) ROLL CALL: COMMISSION MEMBERS PRESENT Leslie A. Trotter, Chairman William C. Moore Bill J. Betts Helen Cline, Civil Service Secretary APPROVAL OF MINUTES: A motion was made by Bill Betts for approval of the Minutes from the regular meeting on November 14th. Les Trotter seconded the motion; voting was 2 - 0 in favor of the motion. Mr. Moore abstained because of his absence on the 14th. AGENDA Item 2. Motion for Typing Requirement - Mr. Moore made a motion to reinstate the same typing requirement which was originally applied to the Switchboard Operator position in May of 1976. The minimum requirement is 35 wpm (net). Mr. Betts seconded the motion; motion carried by unanimous vote. Minutes, December 12, 1978 Page 2 AGENDA Item 3. Motion for Amending the Rule Allowing Prorating Vacation Pay Upon Separation - Les Trotter made a motion to approve the recommendation to Council amending Rule 10.03 Vacation Leave as follows: Paragraph d. Terminal Leave: "Any permanent employee leaving the municipal service shall be compensated for vacation credited and unused to the date of the employee's separation or resignation. Also, upon separation, regular employees shall be compensated for a pro rata share of vacation earned during the period of time from his /her last anniversary date to the last day of employment with the City." This change is simply adding the second sentence, beginning with "Also, upon separation ". Mr. Betts seconded the motion; motion carried by a vote of 2 - 1. AGENDA Item 4. Definition of Probationary Period - It has been brought to the attention of the Commission that discrepancy existed in the definition of Probationary Period as it appears on page 5 of the Rule Book. Mr. Moore made a motion to delete the word "promoted" in each instance where it appears in this definition. Motion was seconded by Mr. Betts; motion carried by unanimous vote. AGENDA Item 5. Report on Visit to Manpower Office - An investigation was made through the Tarrant County Manpower Office. Results of this visit showed that there are no regulations to prohibit the City, as employer of CETA employees, from processing CETA employees in the same manner as regular employees. The Commission agreed that they should apply for work through the personnel office, they should be given typing tests and medical physicals just as all other employees. They are of the opinion that the Probationary Period should not begin until such time as the City places them on city payroll. AGENDA Item 6. The Commission instructed the Civil Service Secretary to continue work on the Newsgram and to place Merry Christmas and Happy New Year greetings on the bulletin Board for all employees. Minutes, December 12, 1978 Page 3 CS OPINION REGARDING RIGHTS OF FORMER EMPLOYEES - Having received written requests from three of our former employees with regard to filing a grievance before the Commission, the question was referred to the City Attorney. While waiting for his reply, the Commission expressed an opinion as follows: "That former employees do not have a right to file a grievance and come before the Commission."
