CALL TO ORDER: ROLL CALL: Chairman Leslie Trotter called the meeting to order at 7:30 p.m. COMMISSION MEMBERS Leslie A. Trotter, William C. Moore Helen Cline, Civil PRESENT Chairman Service Secretary OTHERS PRESENT Denver Mills, Council Roy Buttorff, Tax Assessor Ray Britton, Director of Public Works Jack Long, Fire Inspector /Investigator APPROVAL OF MINUTES: Mr. Moore made a motion to accept the Minutes of August 15th as written. Motion was seconded by Mr. Trotter; motion carried by unanimous vote. AGENDA Item 1. Job Specifications for (1) Firefighter, (2) Firefighter ECA, (3) Firefighter EMT - Mr. Moore made a motion to table this item until a special worksession on the 19th. Les Trotter seconded the motion; motion carried by unanimous vote. AGENDA Item 2. Job specifications for Appraiser I - Specifications which were submitted by Roy Buttorff were studied and discussed. Class Code Number 52 was assigned to the Appraiser I position. Mr. Moore made a motion to accept the specifications or job description as written. Les Trotter seconded the motion; motion carried by unanimous vote. AGENDA Item 3. Job specifications for Fire Inspector /Investigator - The Commission observed that the job description which was submitted was identical to the one currently in use, except for the addition of desirable experience and training to qualify one for Fire Marshal duties in the State of Texas. Mr. Long estimated it takes five years to complete all the required training and certifications. He has already attained these and wishes to remain with the City, however, expressed a need to have his position firmly established within the structure of the department in such a manner as to aid his efficiency in meeting the safety needs of the City. Minutes September 12, 1978 Page 2 Les Trotter made a motion to accept the job specifications. Mr. Moore seconded the motion; motion carried by unanimous vote. The Commission explained that it was not within the purview of their authority to set up the organizational chart for the department. Denver Mills stated that we all recognize his problems and do have more understanding of them after this discussion, but at this point do not have the solution. AGENDA Item 4. Mr. Moore made a motion to consider Item 4 as an emergency item. Les Trotter seconded the motion; motion was carried by unanimous vote. Letter of Request to Waive Hiring Procedure for Clerk II in Public Works - The letter was reviewed and discussed, however, the Chairman stated that there was no way the Commission could waive the typing test or the hiring procedure for filling this vacancy. The applicants must meet the qualifications as already established for the -- Clerk II position. Inasmuch as the temporary assignment was approved by Council and would expire on September 30th, the Commission offered aid in practice typing drills to prepare the employee for testing at Texas Employment Commission. The secretary was instructed to devote some time to assist the employee if she was willing to try during the remaining days of the temporary assignment. ADJOURNMENT: Mr. Moore made a motion to adjourn the meeting at approximately 9:40 p.m. Motion was seconded by Les Trotter; motion carried by unanimous vote. Leslie A.
