HomeMy WebLinkAboutCIV 1978-08-15 MinutesCIVIL SERVICE COMMISSION CITY OF NORTH RICHLAND HILLS AUGUST 15, 1978 CALL TO ORDER: Chairman Leslie Trotter called the meeting to order at 7:30 p.m. in the Conference Room. ROLL CALL: COMMISSION MEMBERS PRESENT Leslie A. Trotter, Chairman William C. Moore Helen Cline, Civil Service Secretary OTHERS PRESENT James F. Cato, Councilman Stan Gertz, Fire Chief APPROVAL OF MINUTES: Mr. Moore made a motion to accept the Minutes of the July 11th meeting. Mr. Trotter seconded the motion. Motion carried by a vote of 2 - 0. AGENDA ITEM 1. Outlining the Training Differential Between Fire Fighter and Fire Fighter ECA - Chief Gertz explained to the Commission that previously the job specs for Fire Fighter provided for hiring persons with no special training or certificates and that with the added duties of ambulance care it is necessary to update or provide additional job specs accordingly. After much'disrussion it was agreed by all that Class Code No. 120 is for entry level firefighters only and should remain the same. A Firefighter ECA, emergency care attendant is required by the State to complete 24 hours of special schooling for certification. AGENDA ITEM 2. Changes in the job specs to include Fire Fighter certification and /or ECA training - Jim Cato discussed at length the special requirements for Emergency Care Attendants. He pointed out that Class Code 120 specs requires completion of 325 hours approved by the Texas Commission on Fire Protection Personnel Standards and Education within one year of appointment. In other words, it follows the State requirements for certification within a year. It was agreed that new specifications should be submitted to include requirements for ECA. The new specs, if approved, should become the second level for Fire Fighter, to require completion of ECA State requirements by the end of the 6- months probation period. AGENDA ITEM 3. Job Specifications for Fire Fighter EMT - Emergency Medical Technician - Chief Gertz was instructed to write specs for a third level of Fire Fighter, including Minutes August 15, 1978 . Page 2 the special State requirements for EMT. Each of the new job specifications are to be submitted to the Commission who will recommend them to the Council for final approval. The State requires completion of 360 hours.of classroom or OJT training in order to receive certification. AGENDA ITEM 4, Request for Assignment of Incumbent to Clerk II Position in the Fire Department - Chief Gertz has received tentative approval by the Council for budgeting a Clerk II position instead of Clerk I in the coining fiscal year. The letter of request stated that additional duties have been assigned to the Clerk because of the ambulance service being provided. It was also noted that the incumbent has completed the additional Clerk II requirements for typing. Mr. Moore made a motion to grant the request for placing the incumbent in the Clerk II position in accordance with the provisions of Rule 4.05. Mr. Trotter seconded the motion; motion carried by a vote of 2 - 0. RESIGNATION: Commissioner Doug Carter sent a letter of resignation because of his work schedule making it impossible for him to attend the regular Civil Service meetings. The other members of the Commission regret the resignation of their co- worker who has done a great job for the .Commission. Having no alternative, however, at this time, motion was made by Mr, Moore to accept his resignation. Motion was seconded by Mr. Trotter; motion carried by a vote of 2 - 0. INSTRUCTIONS: The Commission instructed the Secretary to send a letter to the City Manager concerning the use of Personal Business benefit during the employee's probation period. The Commission and Council's mutual understanding is that personal business, (24 hours maximum per year) is charged to sick leave which is not used during the 6- months probation period. Since the use of sick leave is not allowed during that period, neither would the personal business be allowed. ADJOURNMENT: Mr. Moore made a motion to adjourn the meeting at approximately 9:30 p. m.
