AGENDA ITEM 1. Further Review of Request for Changes in Clerk II
Title for Police Department -
Chief Scruggs presented his request to change the
job title for Clerk II in the Police Department.
At the present time clerical personnel are classified
as Clerk II or Public Safety Dispatcher. Due to the
cross training in the records section and the
dispatching section, it is necessary to recruit
applicants who are willing to work any shift, weekends
or holidays in addition to the regular 8:00 to 5:00
clerk duties. This situation has made it very
difficult to fill vacancies. The Chief explained
that the Clerks in the Police Department are the only
clerks in the City who operate 24 hours a day.
Mr. Trotter inquired whether the Chief employs on a
seniority basis when it becomes necessary to schedule
a relief dispatcher. He answered, "yes ". Mr. Trotter
then asked if he expects to lessen his number of total
people working as Public Safety Dispatcher /Clerk.
The Chief said, "no ". Sergeant McCleskey explained
that all the Clerks presently employed are already
cross trained for dispatching. The Chief added, they
have been able to operate because their clerks are
former dispatchers. He wishes to maintain the level of
Public Safety Dispatcher /Clerk II so that it would be
possible to transfer a dispatcher with seniority from
shift work to the daytime duties.
After some consideration of eliminating the typing
test as a requirement for employment as a Public Safety
Dispatcher /Clerk II, the Commission maintains the
standard should remain the same and will continue to
require 45 wpm for the recommended classification.
Mr. Moore made a motion to accept the job specifications
for Public Safety Dispatcher /Clerk II with minor
changes for clarity. Mr. Trotter seconded the motion;

motion carried by a vote of 2 - 0. The original
job specification for Public Safety Dispatcher was
used with the title change and a minor change with
regard to the duty of searching female prisoners.
It will be recommended to the Council for approval.
AGENDA ITEM 2.
Review of job specifications for the position of
Fire Inspector /Investigator -
The Commission, being responsible for the job
specifications in the classified service, asked
Mr. Long to tell what changes he felt should be made
in the Fire Inspector /Investigator specifications.
He reminded the Commission that in order to achieve
certification by the State, you are required to
hold four certificates: 1) Advance Fire Fighter,
2) Master Fire Inspector, 3) Intermediate Fire and
Arson Investigator, 4) Intermediate Certificate from
Texas Commission on Law Enforcement.
Mr. Long explained that in the past four years the
City's rapid growth has added a greater volume of
work which must pass through the Fire Marshal's desk.
These duties include all safety requirements in the
City, (the new shopping center), monthly inspections
of hospitals, nursing Domes, schools and day care
centers. Mr. Long also teaches classes for which
he holds certificates in order for the City to save
money on training all Firemen Recruits that are
hired. He stated that the work load has increased
so much that another person is needed to carry out
the routine inspections. The Commission reminded
him that was a budget item for the Council to
determine along with his department head.
The Commission asked Mr. Long to submit an updated
job description for his work since he is the only
person who is fully aware of all his duties. The
Commission will put the updated description on the
next agenda.
AGENDA ITEM 3.
Report of which positions have testing already
provided - a_copy of this report is attached.
Mr. Moore expressed that the Commission would be happy
to provide tests for all classifications if the Council
will approve the necessary budget funds to pay for them.
It would be necessary to budget for them because the
City does not have the expertise for writing and
validating tests for the various jobs. Mr. Trotter

assured that tests would be available if the money
was provided.
OTHER BUSINESS: The Commission decided to schedule their regular
meetings on the second Tuesday of each month.
ADJOURNMENT: Mr. Moore made a motion to adjourn the meeting
shortly before 10:00 p.m. Mr. Trotter seconded
the motion; motion carried.
