CALL TO ORDER: ROLL CALL: The regular meeting of the Civil Service Commission was called to order by Chairman Leslie Trotter. COMMISSION MEMBERS Leslie A. Trotter, D. M. Carter, Vice Helen Cline, Civil PRESENT Chairman Chairman Service Secretary OTHERS PRESENT Jim Cato, Council Denver Mills, Council Robert Brennand, Police Randy Shiflet, Police APPROVAL OF MINUTES: Minutes from the April 25th meeting were read. Motion was made by Doug Carter to approve the Minutes as written. Motion was seconded by Les Trotter; motion carried by voting of 2 - 0. Minutes from the May 11th worksession were read. Motion was made by Doug Carter to approve the Minutes as written. Motion was seconded by Les Trotter; motion carried by a vote of 2 - 0. AGENDA ITEM 2. Response to letter of May 12th from the Police Association regarding "like pay for like work." (Rule 4.02) As explained by the officer who is president of the local police association, their question is what can be done about the difference in pay for officers within the same classification. For example, two officers working side by side, doing the same duties draw base pay differing approximately $121.00 per month. In addition, the Longevity and cost of living increases broaden the span of differential. Councilman Cato reiterated the cause of such differential goes back to two years of adding the cost of living to the entry level base pay; followed by deletion of cost of living to the entry level base pay effective October 1, 1977. The salary of persons hired October 1 and afterwards, will continue to fall below those persons hired prior to that time. Councilman Cato stated that the purview of authority for the Civil Service Commission is with employees who are already working for the City, over some bending or breaking of the Rules. Civil Service Commission Minutes, June 20, 1978 Page 2 Councilman Mills referred to Rule 5.07 and suggested that special requests for salary adjustments on original appointments be routed through the Civil Service Commission for recommendation to the Council. Although Rule 5.07 addresses itself to beginning salaries, discussion was made regarding special adjustments for exceptional qualifications being made only after the completion of probation period. Resulting from a great deal of discussion, the policy or procedure for handling special requests for salary adjustments will be as follows: The Department Head will present a special request for salary adjustment, giving justification, to the Civil Service Commission who will make recommendation to the Council. The Commission will give their recommendation to the Mayor, the City Council and City Manager. If no action is taken by the Council, the Commission may follow up on its recommendation. Councilman Jim Cato recommended that the Commission write a letter to the City Manager specifying the reasons for routing these special requests as stated above. In essence, the reason being that the complaint would likely go to the Commission in the end as a grievance hearing. AGENDA ITEM 3. Consider Revisions on Tuition Reimbursement Rule. Revisions were written up by Steve Lewis at the request of the Commission for consideration. After due consideration, Mr. Carter made a motion to reject the revisions. Mr. Trotter seconded the motion; motion carried by a vote of 2 - 0. Councilman Jim Cato explained that it is the feeling of the Council that any courses for a degree (the degree itself being related to your existing job), would be approved. He also referred the Commission to the City policy regarding school reimbursement. AGENDA ITEM 4. Consider letter of May 18th from Steve Lewis requesting reimbursement for schooling. Mr. Carter made a motion to reject the letter for reimbursement. Mr. Trotter seconded the motion; motion carried by a vote of 2 - 0. The fact that Steve Lewis is not required to have this amount of schooling and that he already has an Associate Degree was taken into consideration. Civil Service Commission Minutes, June 20, 1978 Page 3 (Councilman Jim Cato expressed for the Council that in the future any letter of request from the Commission to the Council should be the result of a meeting and not of a telephone poll.) (The Commission responded that the Secretary received the Mayor's letter after 4:30 on one day and was required to answer it by noon the following day which was the Manager's deadline for agenda items.) (The Commission stated that they would not take a telephone poll from now on and would conduct a meeting; however, if the subject matter is not received early enough for such a meeting, then those items would have to be held over until the next Council agenda.) AGENDA ITEM 5. Approval of Chan es in Class Title and Job Specifications (Class 101? for Clerks and Dispatchers in the Police Department. The Commission expressed the need to study the effects of title changes on the organizational structure of the department. The Council had questions concerning the possible effects these changes might bring upon the proposed budget for the next year. Mr. Trotter made a motion to table this item. Mr. Carter seconded the motion; motion carried by a vote of 2 - 0. Adding a typing requirement for the position of Switchboard Operator was discussed. AGENDA ITEM 6. Recommendation to the City Council for beepers for standby employees in the Utility Department. Information on the cost and types of beepers /systems was made available to the Commission, however, word came from the Utility Department that they have already included beepers in their budget request. The Commission took no action but postponed this item. AGENDA ITEM 7. Incorporating the Longevity Plan into the Rules and Regulations. The Longevity Plan was retyped for the Rule Book and was accepted by the Commission with one addition which was for clarity purposes. A specific statement regarding the Civil Service Secretary Longevity Pay is that: Being considered on the status of a department head since October 1, 1976, no longevity is due for the budget year of October 1, 1977 - 78 which is the effective period of longevity pay for classified employees. AGENDA ITEM 8. July 3 and Veteran's Day holidays. This item was deleted because Council has already approved it. Civil Service Commission Minutes, June 20, 1978 Page 4 AGENDA ITEM 9. Consider renewal of IPMA membership for the City. The Commission agreed not to renew the Agency membership in International Personnel Management Association for the coming year. ADJOURNMENT: Mr. Carter made a motion to adjourn the meeting. Mr. Trotter seconded the motion; motion carried by a vote of 2 - 0. Meeting was adjourned at approximately 10:43 p.m. Leslie A.
