HomeMy WebLinkAboutCIV 1978-05-11 MinutesCIVIL SERVICE COMMISSION CITY OF NORTH RICHLAND HILLS MAY 11, 1978 (closed) Chairman Trotter called the meeting to order at 7:30 p.m. for the discussion of Personnel, Salaries and Wages. All three members of the Commission were present: Leslie A. Trotter, Chairman Doug M. Carter, Vice Chairman William C. Moore Helen Cline, Civil Service Secretary Mr. Carter asked the Commission to hear the proposal from Mr. Moore. Mr. Moore presented a three -phase plan, (1) a $25.00 increase for all employees, (2) standby allowance for Utility people (where applicable) and, (3) a new base pay schedule. Motion was made by Doug Carter to allow eight (8) hours per week straight pay for Utility Department standby employees; also, to be effective June 1st this year an increase of $25.00 a month for all employees including non - classified and Department Heads. Mr. Moore seconded the motion; voting was unanimous. After discussion of the Longevity Plan, the Commission recommends by a motion from Mr. Trotter, that Longevity benefits be extended to include all non - classified employees. The motion was seconded by Mr. Carter; voting was unanimous. A recommendation for cost of living increase October 1 was stated in a motion, this percentage to be determined by the latest available Bureau of Labor reports prior to the Budget Session. Mr. Moore seconded the motion; voting was unanimous. A list of the new base pay recommendations is being typed and will be available for the joint meeting with the City Council on May 15th. Mr. Moore made a motion to change the classification titles from Clerk I and Clerk II (in the Police Department only), to Public Safety Dispatcher /Clerk. The Clerks are already cross trained and perform the duties of dispatchers on a relief basis as needed. Mr. Carter seconded the motion; voting was unanimous. The Commission recommends for consideration that the Custodian position be made a part -time job and possibly be filled by someone who is retired and can only draw what the Social Security law allows. So far it has been difficult to keep this position filled; partly due to the lack of work and resulting boredom or lack of interest.
