HomeMy WebLinkAboutCIV 1978-01-05 MinutesCIVIL SERVICE COMMISSION CITY OF NORTH RICHLAND HILLS January 5, 1978 CALL TO ORDER: The regular Civil Service meeting was called to order at 7:00 p.m. in Room 100 of the Municipal Complex. ROLL CALL: COMMISSION MEMBERS PRESENT Leslie Trotter, Chairman Doug Carter, Vice Chairman W. C. Moore, Member Helen Cline, Secretary OTHERS PRESENT George Conant, Council APPROVAL OF MINUTES: Motion was made by Mr. Moore for approval of the Minutes from the previous meeting on November 28th, 1977. Mr. Carter seconded the motion; voting was unanimous. AGENDA Item 1. Personnel Tests - Mr. Moore made the motion as follows: "That all typing tests for positions requiring typing, must be administered by Texas Employment Commission and, must be completed prior to the Oral Board Interview." Mr. Carter seconded the motion; voting was unanimous. AGENDA Item 2. Personnel Evaluations - This item was tabled until the next meeting. AGENDA Item 3. Sick Leave Rule - The revised sick leave Rule 10.04 is included in the Council packet for their next agenda. The point regarding crediting of sick leave for new employees was cleared up by Councilman Cato. It is mutually understood that, although an employee does not use sick leave during the probationary period, he /she will be credited 10 hours for each full month beginning with the hire date. The revised sick leave rule will be published immediately upon approval by the Council. AGENDA Item 4. Keeping Commission Records - Discussion was made on changing the lock on the file for keeping Commission records. Mr. Moore made a motion to approve purchasing a lock for this purpose. Mr. Carter seconded the motion; voting was unanimous. Discussion was made on the length of time which the tapes for oral interviews and grievance appeal hearings should be retained. The Commission agreed that oral interview, tapes should be kept C60 to 90 days - 4 ;4 u, The Commission instructed the secretary to send a written request to the city attorney for his legal opinion as to how long the tapes for grievance appeal hearings should be kept on file. AGENDA Item 5. Handbook of Employee Benefits - The Commission agrees that as soon as the sick leave rule revision is finalized by the City Council, the handbooks may be published. Further discussion will be made as to the covers to be used for the handbooks. AGENDA Item 6. GRIEVANCE APPEAL, CS -78 -1, Bobby K. Mathis The hearing was begun at 7:30 p.m., at which time, Councilman Conant excused himself from the room. Chairman Trotter read the grounds for disciplinary action cited by John Moody as CS Rule 11.02, Sections C and H. All the case file was read into the recording, including the Officer's report. The Appellant was present with no counsel and representing himself. The Department Head and the Supervisor were both present. Each side was given an opportunity to present its case. Each side was permitted to ask questions. From the testimony presented, it was found that Mathis had no previous record of using alcohol while on duty; his work record and evaluations were all good. The hearing was closed for deliberations. The hearing was reopened for stating the Commission's decision into the record. The motion by Mr. Moore was as follows: "In view of 14 years of honorable service with the City of North Richland Hills and high personal ratings, the indefinite suspension is amended to be a 15 -day suspension without pay and, Mr. Mathis is authorized to return to work on 10 January 1978." Mr. Carter seconded the motion; voting was as follows: Mr. Carter, "yes ", Mr. Trotter, "yes ", Mr. Moore, "yes ". The hearing was adjourned by a motion from Mr. Moore, seconded by Mr. Carter, at approximately 8:30 p.m. eslie Trotter, Chairman Helen Cline, Secretary
