Section _5b of the above article was revie~~ed by the Commission
in order to determine the r.enei°at requirements and duties of the
Commission. It was mutua;Lly agreed that each member should review
~ Article XVTI of the Charter. and the City Personnet Regula~icns
(both of which were provided each member by 1',ir. Cato) with the
unde.rstandin~ that at the next meeting an attempt wit~ be made
to e~tablish a priority of neec~ed Commission actions and at
.least a start towar.ds an ac~encia for r~eeti~g those act~~_c-ns.

receipt of these char.ts and have them at the next meeting.
it',r Cato, notified the Commission that the City Council wi11
consider the use of an outside consultant in the eff ort of
classifyin~ positions and the writing of position descri~tions
and job specifications, if the Commission feels this is the
correct approach. An amount of `~10~000.00 was mentionec] as a

actions were taken on this proposal at this time.

~ooc3 communications between the Commission and the various City
departments. No action required on this subject due to the State
open meetings laws.
P~:r Truman, made the following observations for the benefit of
the Commission:
When hearing appeals, the Commission is a quasi-judicial
body and must offer prior notice of hearing, a fair and
impartial hearing under due process, assure right to counsel
and witness, and the hearin~ must be recorded verbatim (by
tape r.ecordin~ or. equivalent).
Assumin~ that rights of the appellate have been properly
safegar.ded and findin~s are based on facts on which
r.easonalbe minds can differ. and due process was followed,
there is little evidence that the Courts will disagree with
the f ind ings ,
The Chair.man reminds eac Commissioner that in the event he cannot
attend a scheduled meetin~, the Chairman should be so notified by
telephone (281-8463) or. so advise the City Secretary. Notice
of this nature should be given in ac~vance whene~er practical.
The balance of the meetin~ was general discussions relating the
city organization and the role the Commission will play in the
affair~ of the City.
