HomeMy WebLinkAboutCIV 1977-07-05 Minutes CIVIL SERVICE COMMISSION CITY OF NORTH RICHLAND HILLS July 5, 1977 CALL TO ORDER: Chairman Moore called the meeting to order at 7:30 p.m. in Room 113, Municipal Complex Building. ROLL CALL: COMMISSION MEMBERS PRESENT William C. Moore, Chairman Leslie Trotter Helen Cline, Secretary OTHERS PRESENT James F. Cato, Council Ray Britton, Public Works Director Sergeant Becknal, Police Department APPROVAL OF MINUTES: Having read the Minutes of the June 7th meeting, Mr. Trotter made a motion for approval of the Minutes as written. Mr. Moore seconded the motion. AGENDA Item 1. Mr. Moore made a recommendation to pass over the Position Audit for consideration later in the meeting. AGENDA Item 2. Sick Leave Rule Changes - Since one of the Commissioners was unable to attend this meeting, a motion was made by Leslie Trotter to defer this item to the next meeting. Mr. Moore seconded the motion. AGENDA Item 3. Position Classification Study (Public Works) - Several facts were discussed and taken into consideration, such as the increased number of permits being issued, rapid growth of the City and increased work load of the General Building Inspector. Specs for a new position classification, Gode 209, Code Enforcement Official, were reviewed. Discussion was concluded with a motion by Mr. Moore for approval of position 209. Mr. Trotter seconded the motion. AGENDA Item 4. Information for Employee Handbook - A first draft of information was reviewed by the Commission who made certain changes and deletions. This item will be placed on the next agenda for further study. AGENDA Item 5. Cost of Living - Bureau of Labor Statistics' consumer report for May, _ dated June 22, 1977, was read by the Commission. The Dallas Consumer Price Index, rose to 179.4 in May, 7.9 percent higher than a year earlier. Minutes Civil Service Commission July 5, 1977 Page 2 The Comu?ission instructed the secretary to write a letter to the City Council, showing the Cost of Living increase was 7.9 percent from May 1976 to Ma.y 1977. The Commission also instructed the secretary to send a letter to the City Manager for the purpose of amending the Civil Service Budget request in order to cover the increased cost of living figure. AGENDA Item 1. Position Audit - Numerous pages of paperwork were reviewed by the Commission, including the recent report from the Law Enforcement Assistance Administration (LEAA) which was submitted by Consultant Samuel G. Chapman. LEAA is an agency of the U. S. Department of Justice. Among the persons interviewed by Mr. Chapman were the assistant director of Criminal Justice, and the director of North Central Texas Council of Governments (COG). After a great deal of discussion, Mr. Trotter made a motion that the Sergeant in Communications and the Sergeant in Criminal Investigations divisions be upgraded to the rank of Lieutenant. Mr. Moore seconded the motion. This concluded the Commission's action in response to the Police Chief's letter of request for a position audit, dated 28 July, 1976.
