ROLL CALL: COMMISSION MEMBERS PRESENT W. C. Moore, Chairman D. M. Carter, Vice Chairman He1en Cline, Secretary APPROVAL OF MINUTES: Minutes of the April 5th meeting were read and approved as wr3tten. Mr. Moore ma.de the motion for approval of the Minutes, Mr. Carter seconded the motion; voting was 2-0. AGENDA Item l. Position Audit - According to information received from the Police Chief, a report from the outside auditor is now in the mail to the Chief. The Commission will be notified as soon as it is received. Mr. Moore made a motion to postpone this item until the next meeting of the Commission, which is scheduled for June 7th. Mr. Carter seconded the motion; voting was 2-0. AGENDA Item 2. Use of Sick Leave - Rule 10.04 was discussed; the wording "permanent and temporary employees in the classified service", needs some chan~ing, inasmuch as the City's temporary employees are hired for not more than a six months period. They are not in the classified service unless they serve more than six months which is the length of the probationary period. Therefore, decisions with regard to sick leave for temporary employees, are not within the jurisdiction of the Commission because they are not in the classified service. Reviewing Rule 10 once more with regard to whether employees are permitted to use sick leave prior to completion of their probationary period, (as it is credited), the Ru1e does allow this usage as it is written. The Commission feels that changes should be made in this wording and they will place it on the next agenda. AGENDA Item 3. Salary Survey - Figures from the salary survey were considered. Mr_. Moore made a motion that the Comniission make no.reco~oanendation for salary changes at this time. Mr. Carter seconded the motion. Salary increases will be dependent upon the Charter regulations for Cost of Living and possibly approval by the Council for a Longevity increase. A Cost of Living recommendation from the Co~ission will be forthcoming after receipt of the June _ report of the National Index for the Dallas area. - ` Minutes May 3, 1977 Page 2 As of now, the latest available National Index report is the February report which shows a 7% increase for the Dallas area. AGENDA Item 4. Policies Not Covered by Civil Service, (funeral leave) - Mr. Carter made a motion to submit the attached funeral leave recommendation to the Council. Mr. Moore seconded the motion; voting was 2-0. ~ AGENDA Item 5. Personnel Roster - A personnel information sheet distributed by the Police Depart- ment to all employees, was reviewed by the Commission. The Commission then instructed the Secretary to prepare and post a memo on the bulletin board, stating that the Commission ~ did not authorize or request these information sheets. Mr. Moore made the motion that the Secretary post a memo on the bulletin board stating that the information sheets came from...the Police Department and the Commission has not requested or authorized them. Mr. Carter seconded the motion; voting was 2-0. AGENDA Item 6. Civ~l Se~vice Budget - The Commission reviewed the estimated figures for next year's budget, recommending what should be submitted to the Council.
