M I N U T E S
CALL TO ORDER: Chairman Moore called the meeting to order at 7:30 p.m.,
Room 113 of the Municipal Complex.

APPROVAL OF MINUTES: Minutes of the meeting on December 7th were read and
~ approved as corrected. The correction merely explains
that Item 5 was pertaining to the sub~ect of relation-
ship between the Civil Service Secretary and the City
Secretary.
Mr. Moore made the motion to approve the Minutes as
thus corrected. Mr. Carter seconded the motion.
AGENDA Item l. Mayor Newman requested reconsideration of his access to
personnel files in certain instances. Discussion will
be continued in the next meeting.
AGENDA Item 2. A letter to the City Council regarding private office
space was deferred to the next meeting when all three
members of the Commission are present.
AGENDA Item 3. Application of sick leave benefits was reviewed in
connection with a specific instance where authorized
holidays and regular days off for shift workers added
some complexity to a situation when an employee was
sick immediately prior to holidays.
The Commission concluded that the employee was still
entitled to two days holiday pay. In this instance the
authorized Thanksgiving holidays fell on the employee's
regular days off from his shift schedule.

The Commission made amendment to Rule 10.04b, the last
paragraph, to read as~follows:
If an employee takes sick leave on a•day immediately
preceding or following an authorized holiday, the
holiday shall be charged to sick leave and shall be
noncompensatory, "except that an employee who is
confined by written orders of a competent physician in
connection with an authorized holiday, will not have a
deduction of sick leave for the holiday; instead, the
employee will receive the regular holiday pay."
Mr. Carter made a motion to accept the amendment for
approval by the City Council. Mr. Moore seconded the
motion. Voting was 2- 0.
Mr. Moore made a motion that the Secretary write a
letter to the Director of Uti].ities stating their
conclusion. Mr. Carter seconded the motion. Voting
was 2 - 0.
_ AGENDA Item 4. Transfers from one department to another are permissible
~ so long as the employee complies with the approved
precedure for getting on the register of the desired
position. The ~iules are explicit and no action is
necessary.
AGENDA Item 5. A sample fi_le folder for personnel files was examined
acid discussed. Price quotes from different suppliers
were submitted. Further attempts will be made to obtain
the lowest price possible~.
Mr. Moore made a motion to purchase 200 personnel file
folders from the lowest bidder. Mr. Carter seconded
the motion. Voting was 2- 0.
MOTION: Mr. Moore made a motion that under the emergency rule
for agenda items, these two items be added for discussion
at this meeting. (1) Discussion of Proposed Charter
Amendments and, (2) Status of Position Audit
Mr. Carter seconded the motion. Voting was 2- 0.
AGENDA Item ~6. Mr. John Green presented a draft of the position audit,
offering it for consideration by the Commission.
He recommended that a copy of the draft be furnished to
the Chief of Police, along with three organizational
charts, for his rebuttal and comments.

The Commission accepted Mr. Green's recommendations
as instructions to the secretary to continue the
process of auditing these three positions.
AGENDA Item 7. John Green reviewed certain proposed revisions of
the City Charter which he is working on, hoping to
make it a more viable document for the City.
This item will again be placed on the next agenda.
SPECIAL MEETING: A special meeting is scheduled for January 18th,
at 7:30 p.m.
ADJOURNMENT: Mr. Carter made a motion to adjourn the meeting.
Mr. Moore seconded the motion. The meeting was
adjourned.
