APPEAL HEARING
FOR
LIEUTENANT G. W. WILLIAMS
October 20, 1976
S U M M A R Y
CASE N0. CS-76-6
Chairman W. C. Moore called the hearing to order at 7:30 p.m. in Room 100
of the Municipal Complex Building, located at 7301 N.E. Loop 820.

(Appellant Williams was not represented by counsel.)
(No witnesses were present for either party.)
Mr. Moore ~read into the record the letter from Chief Scruggs
which gave the basis for the disciplinary action. Police
Department Rule 1.09 was cited as the one being violated.
Chief Scruggs submitted a written motion to withdraw the original
suspension of Lt. G. W. Williams, dated October 1, 1976, on taking
his accrued leave, and sustaining the motion for suspension from
duty without pay.
(A 5-minute recess was taken.)
(Hearing resumed.)
Lt. Williams made a motion to reverse Chief Scruggs' motion,
on the basis that it is in violation of the City Charter, Section
16a, in that the data contained in his original letter is
pre3udicial against him. In essence, Williams feels he is being
fined for some of the tardiness for which he had previously paid
for in a prior suspension.

Commissioner Carter questioned the Appellant further, inspecting
the personnel file for the previous letters of suspension.
Mr. Carter also inquired of the Chief concerning his documented
times of tardiness.
(A 10-minute recess was called.)
(Hearing resumed with all parties present as before.)
The documented times of tardiness which the Chief presented
were inspected. Upon completion of all questioning, the
hearing was closed for deliberations.
Hearing reopened for submitting the decision of the Commission.
Mr. Moore made the motion as follows:
"The suspension of Lieutenant G. W. Williams be approved in the
amount of eight (8) days.
That the motion to restore fifteen (15) days vacation to
~ lieutenant Williams be approved."
Motion was seconded by Mr. Carter and a roll call vote was taken.
Mr. Moore, "for".
Mr. Carter, "for".
Hearing was closed.
