Loop 820, Room 113 July 27, 1976 CALL TO ORDER: The regularly scheduled meeting of the Civil Service Commission came to order. ROLL CALL: COMMISSION MEMBERS PRESENT John H. Green, Chairman D. M. Carter OTHERS PRESEI3T Jim Cato, City Council Bobby Becknal, P.D. Representative Stan Gertz, Fire Chief Donald LaPlante, Fire Dept. Representative Helen Cline, Deputy Secretary APPROVAL OF MINUTES: Minutes of the July 6th meeting were retyped, making the correction insofar as who made the motion to accept the change in Rule 13.05 (refer to July 13 Minutes). At this time, motion was made by Mr. Carter to accept - the Minutes of July 6th as corrected. Mr. Green seconded the motion; motion passed unanimously. Mr. Carter motioned to accept the Minutes of July 13th as written. Mr. Green seconded the motion; approval was made by voting 2- 0. AGENDA Item 1. Bureau of Labor Statistics bulletin on Consumer Price Index for May 1976 was made available for review. The cost of living in the Dallas area for May '75 - May '76 was 6.7 percent. 3ohn Green recommended that the City Council award the cost of living increase of 6.7 to all employees, in accordance with the Charter, Article XVII, Section 27. Mr. Carter seconded the motion. Discussion followed, observing that the increase for the nation was 6.2 percent for the same period of time. V oting was unanimously in favor of the motion. The secretary was instructed to attach a copy of the BLS bulletin to these Minutes for distribution to the City Council. AGENDA Item 2. Promotional test for Fire Lieutenant was presented by Chief Gertz. Having a total of seventy questions, Gertz outlined the sub~ect matter covered and the ~ number of questions accordingly. . Minutes, Page 2 July 27, 1976 ` Mr. Green explained thoroughly the method of scoring tests in compliance with our Rules and Regulations which have been approved by the City Council. Refer to Rule 7.08 as well as the Charter, Article XVII, Section 14. Having already announced the testing date as August 6th, it was necessary to complete the approval of the test immediately. The Commission, therefore, closed the meeting for the purpose of resolving this agenda item. Mr. Green stated that a set of test questions should, first of all, be rational and address leadership. Testing is an aid to a department head in making selection of the most fully qualified personnel. Ma.king proper selection benefits both the department and the individual. Mr. Green expressed a preference regarding study guides for test questions, stating that he favors guides to the area of endeavor rather than guides to the questions. The test should address itself to the area of endeavor. The Fire Lieutenant promotional test was finalized and approved by the Commission. Instructions were given to the secretary for making answer sheets, duplicating the test in booklets with each one assigned a number for security purposes. The Commission reminded us of the Rule 7.07 which states the Commission should maintain absolute control of all test material, exercising every precaution toward integrity and security in the examination process. Chief Gertz was commended by both the Commission and Council members for the 4uality of his promotional test. AGENDA Item 3. Request for ~ob title change was withdrawn by the Library Director. Since there was no other business at hand, the meeting was ad3ourned with a motion by Mr. Carter, seconded by Mr. Green. Next scheduled meeting date is August lOth. An agenda will be announced later.
