Loop 820, Room 113 June 29, 1976 CALL TO ORI3ER: Chairman Green called the special meeting to order at 7:30 p.m. ROLL CALL: COMMISSION MEMBERS PRESENT John H. Green, Chairman W. C. Moore, Vice Chairman D. M. Carter OTHERS PRESENT Jim Cato, City Council Allen Bronstad, Director of Utilities W. F. Kiker, Employee Representative Helen Cline, Deputy Secretary APPROVAL OF MINUTES: Minutes of the regular meeting on June 22nd were approved by a motion from Mr. Moore, seconded by Mr. Green. Vote was 2- 0. ~ INDUCTION OF NEW MEMBER: Mr. D. M. "Doug" Carter, having been appointed by the City Council to fill the vacancy left by Denver Mills, was introduced as the new Commission member. Mr. Carter works as finance secretary and administrator for International Association of Machinists. He also serves as Democratic Precinct Chairman. Mr. Carter's experience both in management and labor should be an asset to this Commi.ssion. The Board accepted him officially as a member of the Civil Service Commission. AGENDA Item 1. Consumer Price Index has not arrived through the mail as yet, therefore this item is again deferred to the next meeting. AGENDA Item 2. Publication of Rules: Plans are being made for publication of the Rules as soon as they are approve@ by the City Council. Mr. Cato assured the Commission that the Civil Service Rules will be placed on their next agenda. In d3.scussing possible changes in the Rules, 3.04 was interpreted as implying that "bumping" does exist. Mr. Cato pointed out also, that all references to Personnel Regulations should be deleted from the new Rules. Minutes _ June 29, 1976 Page 2 Rule 5.10 was discussed from the standpoint of whether comp time should be used within the week it is earned, or whether it should be used within that pay period. The Commission prefers to have the Rule remain as it is written, that comp time be used within the pay period. Reference was made to the Charter which requires the Civil Service to administer testing in order to establish a register for the purpose of filling vacancies. Mr. Green recommends that we can add names to the eligibility list (in their proper places) as prospects become available. A requisition for personnel from the department head is understood to be a request for an examination, if there is no existing register. The department head works closely with the Civi1 Service on setting up examinations. Rule 13.05 makes provisions for tuition assistance. Mr. Cato suggests that it doesn't encompass enough of the method of payment. AGENDA Item 3. Job description of General Maintenance Foreman was considered with the input from Al-len Bronstad, department y head. The Comarission reco~nended using the title of Utilities Maintenance III instead of the above title of general ma.intenance foreman. A proper description will be composed and presented at a special meeting called for July 6th. Mr. Cato suggested that we denote all changes on the organizational chart when submitting it for the budget session. STATE TESTING: Mr. Green stated that we need a recommendation and/or counseling from the Chief of Police, Hamp Scruggs, regarding state testing for entrance level policemen. AGENDA for July 6th 1.
