ROLL CALL: COMMISSION MEMBERS PRESENT John Green, Chairman W. C. Moore, Vice Chairman COMMISSION MEMBER ABSENT Denver Mills OTHERS PRESENT George Conant, City Council Jack Giacomarro, Public Works Representative Bobby Becknal, Police Department Representative W. F. Kiker, Utilities Representative Doyle Brown, Police Department Pete Pistole, Public Works Helen Cline, Deputy Secretary APPROVAL OF MINUTES: Minutes of the regular meeting on March 9th were read. Mr. Moore made a motion to accept the Minutes with the addition of the date. Mr. Green seconded the motion to accept the Minutes as amended, the amendment being the inclusion of the date. Voting was 2- 0. AGENDA Item 1. Agility Test for Police Department: Doyle Brown explained the setup of the physical agility testing which is held on a 2-acre North Park site. The method of testing and scoring has been approved and is used by other cities in Texas. It was agreed that the Police Department has the authority to utilize this pass/fail system of testing applicants for police officers. Althou~h no motion was necessary, for record purposes Mr. Moore made the motion that the physical agility test presented by the Police Department be adopted as standard procedure. Mr. Green seconded the motion. Voting was 2- 0 in favor of the motion. It was expressed by the Commission that all testing must. be scheduled through the Civil Service secretary and the results thereof submitted for Civil Service records. Police Department personnel may administer the physical agility testing and the presence of a Civil Service person or monitor is not required. Minutes ~ April 13, 1976 Page 2 AGENDA Item 2. Requirement for Personnel Action Reports: The Commission instructed the secretary to keep a journal type informative record of personnel actions and to mail out copies to the commission members each week. No motion was required for this. AGENDA Item 3. Membership in Testing Service: The secretary handed an up-to-date catalogue from Inter~'-1.-. Personnel Management Association to Mr. Green. IPMA offers a reduced rate on written testing materials to members of that organization. Mr. Green will give a report after he has had an opportunity to look at the catalogue. This item was placed on the next agenda. AGENDA Item 4. Copies of the Civil Service budget report were observed by the Commission. It was reported that office supplies expense of $48.80 charged in March was for the cost of identification cards for all personnel. Expense of $297 in capital outlay (which was not budgeted) was unexplained at this time. This item was deferred to next meeting and the secretary was instructed to find out what the $297 expense was for. AGENDA Item 5. Newsletter: Newsletter discussion was deferred due to the absence of Denver Mills. AGENDA Item 6. Minimum Requirements for Police Department: Minimum requirements of height 5'8" for police officers was discussed. It was the opinion of the Commission that the height/weight requirement should be sufficient. Mr. Green recommended that the 5'8" height requirement be stricken. The Police Chief has the authority to keep it or delete it. The vision requirement of 20-50 vision corrected to 20-20 in both eyes has also been questioned by several of the applicants for police officer positions. Doyle Brown conferred with the Commission on the use of eye testing charts by the Police Department for preliminary screening purposes only. Dr. Andrews will instruct and assist the police personnel in the screening. Applicants will be referred to a professional optometrist when the screening result is not sufficient or satisfactory. Mr. Moore stated that no action is necessary since this is within the purview of the Chief of Police. AGENDA Item 7. Job Classifications - Utilities Maint. II, Automotive Equipment Mechanic: It had been brought to the attention of the secretary that an employee whose primary duty is mechanic work for the Utility Department is not classified as a mechanic and does not draw salary of a mechanic. He is presently classified Minutes April 13, 1976 ~ Page 3 as Utility Maintenance II. Mr. Kiker, representative for the Utility Department, inquired of the Commission what the proper procedure would be for correcting this apparent error. The Commission advised that it was the opinion of the Commission that the employee who is damaged should work the problem out with the department head and management, if possible. Otherwise, the proper grievance procedure should be followed. ADJOURNMENT: Mr. Moore made the motion to adjourn. Mr. Green seconded the motion; vote was 2- 0 for ad~ournment.
